SINGAPORE – Changi Airport has to start building Terminal 5 soon if it wants to remain competitive against leading airports in the Asia-Pacific region that are scaling up to meet forecasted demand, the regional chief of a global airport body has said.
Singapore 'cannot waste more time if it wants to keep its position' as the world's best, said Mr Stefano Baronci, director-general of Airports Council International (ACI) Asia-Pacific and Middle East.
He was speaking to reporters at Jewel Changi Airport on May 13 in an interview on the state of the aviation industry in the region.
Changi would have to maintain a high quality of service, and cooperate with the Government and other parties to promote inbound travel and expand airline connectivity, in order to keep T5 ahead of the competition, Mr Baronci, who is based in Bangkok, said.
ACI World, a global airport trade association, has five regional branches. Its Asia-Pacific and Middle East arm represents 133 airport members that operate 623 airports.
Construction on T5 is set to start in mid-May after delays due to the Covid-19 pandemic.
Looking at some of Singapore's competition, Mr Baronci noted that Hong Kong International Airport (HKIA) is ahead of Singapore in terms of new airport infrastructure.
It has added a third runway, and is expanding its existing Terminal 2 that is slated to open in 2025. By the mid-2030s, HKIA aims to serve 120 million passengers annually, up from more than 70 million now.
In Bangkok, Suvarnabhumi International Airport officially opened a satellite terminal in March 2025, boosting its annual passenger capacity by 15 million to reach 60 million. It is also building a third runway and a new South Terminal, which will further boost capacity by 70 million passengers annually, to a total of 130 million.
Seoul's Incheon International Airport completed an expansion in 2024 – including the construction of a fourth runway – that will allow it to handle over 100 million passengers annually.
This would see these airports join the ranks of mega airports, defined as those that can handle more than 100 million passengers a year.
According to ACI data from 2024, there are 10 cities with mega airports or mega airport systems – referring to cities with more than one airport. Of these, three are in Asia: Beijing, Tokyo and Shanghai.
The airports in Bangkok and Seoul handled around 93 million and 94 million passengers in 2024, respectively. The cities have two airports each: Don Mueang International Airport is the other international airport in Bangkok, while Seoul's second airport is Gimpo International Airport.
Changi Airport handled 67.7 million passengers in 2024.
In 2024, Hong Kong International Airport handled 53.1 million passengers, while Suvarnabhumi International Airport handled approximately 62.2 million passengers.
In the same year, Incheon International Airport handled a record-breaking 70.5 million international passengers.
The opening of T5 in the mid-2030s will put Changi Airport in mega airport status, Mr Baronci said.
The new terminal will be able to handle up to 50 million passengers a year on top of Changi Airport's current capacity of 90 million, raising the airport's annual capacity to 140 million passengers.
Impact of tariffs on aviation unclear
Turning to the impact that US President Donald Trump's tariffs or will have on the aviation sector, Mr Baronci said any effect will be felt by the air cargo sector first, which will 'inevitably... be impacted by tariffs'.
Any impact on passenger traffic will be less clear, as 'there are several factors that impact the behaviour of the passenger', such as airfares.
On May 12, China and the US agreed to slash reciprocal tariffs on each other and to commit to trade talks – a move that has perked up markets and assuaged fears of a global economic slowdown.
A more immediate concern for the aviation sector than tariffs is geopolitics, which has a clear effect on aviation, Mr Baronci said, pointing to the Russia-Ukraine, Israel-Palestine, India-Pakistan conflicts.
In the case of India-Pakistan, the recent hostilities '(forced) airlines to choose the northern path or the southern one', he said.
'What this means is that the duration of a flight is longer, that you have a higher congestion, and this translates into delays and into a higher cost.'
Apac the 'epicentre' of aviation
Mr Baronci said ACI expects future mega airports to come from Asia, due to factors such as the region having more megacities – those with more than 10 million people – as well as its macroeconomic development and population growth.
Of the current 39 megacities in the world, 25 are in Asia, including Tokyo, Delhi, Shanghai, Dhaka and Manila.
'The epicentre... of aviation is Asia,' Mr Baronci said.
About 30 airports in Asia-Pacific and the Middle East have committed US$240 billion (S$313.1 billion) in the next 10 years to 2023 to upgrade existing facilities and building new ones, according to ACI. 'In this region, a new cycle of investment has started,' Mr Baronci said.
'An important message is that uncertainty should not be a reason for for retreat, but rather a call for building, for diversification and innovation.'

The Government will support fresh graduates and help them secure employment opportunities with government-funded traineeship programmes. The programme is meant to offer more training opportunities amid the current economic uncertainty, said Prime Minister Lawrence Wong as he announced the new programme during his National Day Rally speech on Sunday (Aug 17). "After graduation, I know many are concerned about jobs," he said, adding that the traineeships will be a "near term" solution that provides these graduates with the chance to gain real world experience while receiving an allowance. Through the traineeships, graduates will be able to "keep their skills sharp", he said, better equipping them to secure full-time jobs once the economy fully recovers. The new government-funded traineeship programme will apply to ITE, polytechnic and university graduates. According to PM Wong, the programme will be announced by the Singapore Economic Resilience Taskforce (SERT) and will begin with "a more focussed rollout". "If the economy worsens, we will scale up the programme," he added. At the same time, he recalled the Covid-19 period when many companies stopped hiring but offered traineeships instead, highlighting one particular student who benefitted from a traineeship programme and landed a full-time role after succeeding during the training period. Apart from the traineeships, students can also look forward to more career fairs on campus, where they can meet with employers and explore career possibilities before graduating, said PM Wong. Fewer fresh graduates found jobs in 2024 According to the latest annual graduate employment surveys conducted by local universities and polytechnics, fewer fresh graduates secured full-time employment in 2024. For fresh graduates from the universities, 79.5 per cent of them secured full-time jobs in 2024, down from 84.1 per cent in 2023. Employment outcomes for polytechnic graduates also declined, with 54.6 per cent of them in full-time permanent jobs in 2024, down from about 60 per cent in 2023. At a SERT press conference on July 10, Dr Tan See Leng, Minister for Manpower and Minister-in-charge of Energy and Science & Technology, said that while the "labour market remains stable for the time being", both he and Minister for Digital Development and Information Josephine Teo empathise with concerned jobseekers and fresh graduates. SINGAPORE - ITE, polytechnic and university graduates can soon tap a new government-funded traineeship scheme aimed at beefing up employability for young Singaporeans and giving them more career choices. The initiative will expand from the one first introduced during the Covid-19 pandemic, when many companies had stopped hiring for full-time jobs , but some were prepared to give traineeships. Prime Minister Lawrence Wong, in his Rally speech on Aug 17, said the traineeships gave fresh graduates a chance to gain real world experience. 'They received an allowance during the training. And they could keep their skills sharp, so that when the economy recovered, they would be in a better position to secure full-time jobs,' he added. Today, firms continue to provide traineeship opportunities, but government support will mean more training opportunities, he added. 'So we will launch a new government-funded traineeship programme – for ITE, polytechnic and university graduates... and if the economy worsens, we will scale up the programme.' PM Wong added that a task force will provide details soon. The Singapore Economic Resilience Taskforce - helmed by Deputy Prime Minister and Trade and Industry Minister Gan Kim Yong - was formed earlier in 2025. It will explore ways to help businesses and workers navigate uncertainties arising from US President Donald Trump's tariff policies, and uneven global trade winds. One trainee who found success after a traineeship, PM Wong said, is Ms Syainda Abdul Halil. She graduated from Nanyang Polytechnic in 2021, in the thick of the pandemic, and after doing well during a traineeship stint at financial services firm JP Morgan, was offered a full-time job. Ms Syainda, who was just promoted to the role of associate technology project manager, also fell in love with a fellow trainee, and is now married, PM Wong added. This time, the scheme will be a rolled out with a key focus, as part of efforts to grow the economy and create good jobs for Singaporeans, he added. PM Wong said young Singaporeans harbour concerns about the uncertain economic climate. 'After graduation, I know many are concerned about jobs – especially with the current economic uncertainty.' The new scheme will provide fresh graduates an avenue to explore different career pathways, and feel supported at the same time.' Young Singaporeans are no longer limited to traditional career options, and have more diverse pathways to pursue their interests and chase their dreams, he added. They have more pathways to explore , from start-ups and social enterprises to the arts, sports and creative industries, or even striking out on their own as content creators and changemakers in their communities. PM Wong said: 'There's no single route to success. What matters is that they feel supported - to grow, to experiment, to take risks, and find their own way forward. 'That's what the Government will do – we will back you with opportunities, resources and guidance.' Apart from jobs, the Government will continue to focus on areas important to young Singaporeans - such as housing and parenting. More Housing Board flats with higher subsidies have been built, PM Wong said, and initiatives like more leave for young parents and help to reduce parenting costs have been rolled out. For example, HDB said it will increase subsidies for four Prime projects in Bukit Merah, Toa Payoh and Clementi, to keep the Build-To-Order (BTO) flats affordable for more Singaporeans. In his Budget speech in February, PM Wong also spoke about initiatives aimed at large families, for instance, up to $16,000 in additional support for each third and subsequent child born on or after Feb 18. Parents-to-be will also get a total of 30 weeks of government-paid parental leave by April 1, 2026. PM Wong added that the Government is studying additional measures to better support Singaporeans through every stage of their life. For students and young Singaporeans, growing up is not easy today, he added. He said: 'The world today can feel overwhelming. The future, at times, distant and unclear. But I say to you - do not fear. You are not alone on this journey. 'We see you, we hear you, and we will walk with you - every step of the way. [SINGAPORE] The government will fund a new traineeship programme for fresh graduates from the Institute of Technical Education, polytechnics and universities, supporting companies to offer training opportunities. This will begin with a 'more focused roll-out', said Prime Minister Lawrence Wong in his National Day Rally speech on Sunday (Aug 17), without elaborating. 'If the economy worsens, we will scale up the programme,' he said, adding that the Singapore Economic Resilience Taskforce will provide more details later. Acknowledging that many young graduates are concerned about jobs, PM Wong said the traineeship programme is something that can be done in the near term, in addition to efforts to grow the economy and create good jobs. He drew a comparison to the Covid-19 pandemic, when many companies stopped hiring, but some were willing to offer traineeships. These allowed fresh graduates to gain experience, receive an allowance and keep their skills sharp for full-time roles when economic conditions improved. Sign Up Sign Up During the pandemic, the government co-funded traineeships via the SGUnited Traineeship Programme , with host companies paying just 20 per cent of trainee allowances. Supporting young Singaporeans was one of five key themes in PM Wong's rally speech. Apart from graduate jobs, he also addressed issues such as vaping – which will now be treated as 'a drug issue' – and digital worries, including online harms and the use of artificial intelligence in schools. Beyond jobs, the government will 'continue to focus on areas that matter to young Singaporeans, including housing and parenting', said PM Wong. Noting earlier policy moves on housing and parenthood, he added: 'We are studying additional measures.'
