
St Andre MLA for inquiry against errant TCP officials
St Andre MLA Viresh Borkar on Thursday demanded a vigilance inquiry against TCP officials who arbitrarily grant development permissions and approve plans submitted by project proponents without conducting any site inspections.
In response, TCP minister Vishwajit Rane said Borkar should file complaints if such cases exist. Chief minister Pramod Sawant, meanwhile, said that if a project proponent threatens to demolish local houses, action would be taken.
Stating that 11 plots were created in a village in his constituency, Borkar asked whether TCP officials had inspected the site before granting permissions for the subdivision of plots and construction of a compound wall, among others.
Rane said that before granting permission, the department inspects sites according to a checklist.
'The land was shown as settlement zone in Regional Plan 2021,' the minister said.
Borkar said the property was purchased by a person from Delhi and asked whether the existing road had been demarcated therein.
'The road was 3m wide and there is a well there. Now, the well has been covered by a compound wall. We seek that the road and the well be removed from the ambit of the project,' Borkar said.
He further told the House that although the road has existed for the last 40 years, it does not reflect in the regional plan. 'A lot of people from the Bahujan Samaj reside there. The owner (of the property) complained to the PWD that the road is illegal.
He has also been threatening that he will not allow the road,' Borkar said.
The MLA questioned whether the TCP department would consequently revoke permission for the road.
In response, Rane said that technically, permissions are facilitated according to the law.
'We will write to the PWD and ask it to notify the road,' the minister said.
When Borkar said, 'Delhi people take locals to the police station and threaten to demolish local houses,' Sawant intervened and said govt is here to save local dwellings. 'You lodge a complaint. Such things will not be tolerated, and action will be taken against such a person,' the CM told Borkar.
He also said that the road and the well in the property has been removed from the ambit of the plan.
Mayem MLA Premendra Shet asked whether TCP officials conduct site inspections of controversial projects. Rane said that he has instructed his department that inspections must be conducted and photos of the exercise must be kept on record.

State plans law to thwart illegal plotting

TCP minister Vishwajit Rane on Thursday said govt will bring in a new law before the next assembly session to stop illegal plotting on orchard and other lands.
Opposition leader Yuri Alemao said 1,000 complaints of hill-cutting were received. 'How many people have been prosecuted? These cases come under the TCP, revenue and home departments,' Alemao said. Listing out survey numbers, he said 50 illegal constructions have come up on those lands. He said plots are being developed without open spaces, and some have even come up in orchard, paddy and cultivable lands. 'I charge that your department is hand-in-glove with illegal plotting.
Will you revert these areas to their original state?' Alemao asked.
Rane admitted that illegal plotting is taking place, and that the department must act quickly. He said former TCP minister Vijai Sardesai had introduced Section 49 to the TCP Act to tackle illegal plotting, but people were still troubling govt. Sardesai said if govt implemented the section, illegal plotting would stop. TNN

SP, BJP trade barbs over Fatehpur tomb vandalism, law and order
Allegations and counter-allegations flew in the Upper House of Uttar Pradesh assembly over the vandalism of a Fatehpur mausoleum, on the second day of the ongoing Monsoon session on Tuesday. Some of the SP MLCs, including Jasmeer Ansari, raised issues related to protocols for the lawmakers and removal of inauguration stones with their names. Replying to this, Maurya said the matter will be investigated and action will be taken accordingly. Meanwhile, MLC Mukul Yadav raised the Fatehpur mausoleum issue, questioning the law and order situation in the state. 'As per latest information, around 10 murders and nine rapes are committed in the state every day. The law and order situation in the state is in shambles. Yesterday, a group of people attacked a mausoleum in Fatehpur, which was barricaded, and that too in front of the police,' Yadav said. Another SP MLC Kiranpal Kashyap also raised questions on the law and order, claiming that it is a struggle for the poor to get an FIR registered in the current regime. Lal Bihari Yadav alleged that the corruption was at its peak in police stations. However, Maurya dismissed all the allegations pertaining to the law and order. 'Since we have come to power in 2017, we have ensured stern action against criminals, and that is why the law and order situation in the state has improved. There is no denying that crimes happen, but swift action is taken against culprits,' he said. 'The previous SP regime was full of criminals and there was an atmosphere of fear in the state. All the criminals have relations with the Samajwadi Party, which is a sinking ship. The bubble of fake PDA has burst,' Maurya added. Objecting to this, Lal Bihari Yadav asked Maurya to answer the question on law and order.

Fatehpur incident: Amid din by opposition, govt assures guilty won't be spared

Uproar continued in both the assembly and the legislative council on Tuesday, with members raising the Fatehpur incident soon after Question Hour. Leader of the opposition Mata Prasad Pandey criticised the government over the vandalism of the mausoleum in Fatehpur, alleging a pattern under the BJP of targeting madrasas and religious sites of Muslims. On Monday, the opposition had disrupted the House, raising the issue of misbehaviour with Pandey. Referring to the incident, he said: 'It has become a custom in the BJP government to damage madrasas and mausoleums. An announcement regarding the Fatehpur mausoleum was made a week in advance and a large number of people assembled to vandalise it. Though police personnel were there, they were not in sufficient numbers. Can the government reply to this?' Dismissing the claims of government's involvement as baseless, parliamentary affairs minister Suresh Khanna said law and order is the top priority and those taking the law into their hands will face strict action.' In the presence of chief minister Yogi Adityanath, Khanna said, 'An FIR was lodged at the Kotwali police station on August 11 against 10 named and 150 unidentified accused under sections 190, 191(2), 191(3), 301, and 196 of the BNS. The accused have also been booked under the Criminal Law Amendment Act and the Public Property Damage Prevention Act.' He alleged that the opposition was politicising the incident. 'Your party's office-bearer was among the vandals, but his name does not figure in the FIR,' Mata Prasad Pandey alleged. At least two dozen SP MLAs entered the well of the House, raising slogans 'Nahi chalegi nahi chalegi, ye sarkar nahi chelegi.' The SP members sat on the floor while the government went ahead with legislative work. Speaker Satish Mahana urged them to end the protest. 'The government has given a complete reply to your issue. The government wants to run the House, but I see some members are not interested,' he remarked, also stopping a member from filming the protest. The opposition members briefly returned to their seats at 1:20pm but resumed protesting at 1:40pm as the government tabled several reports, including the Geology and Mining Section notification, the Comptroller and Auditor General (CAG) reports on Solid Waste Management in Urban Areas, the utilisation of the Central Road Fund, the Saryu Canal Project, and the welfare of building and other construction workers.
