As climate costs mount, businesses talking more about spending to adapt: report

TORONTO — Work on climate change has largely focused on preventing it from getting worse, but as a new RBC report points out, businesses are also starting to think more about potential spending on adaptation and preparation as the costs of disasters pile up.
The report says that extreme weather and natural disaster costs already totalled US$368 billion last year, 14 per cent above the long-term average since 2000, and that this year could match or exceed the total.
The trend is expected to get worse, because as the report notes there's expected to be a 2.7 degree rise in average temperatures by 2100 based on current global policies and actions, while an optimistic scenario pegs the rise at 1.9 degrees.
The costs stemming from rising temperatures are leading to more attention in boardrooms, with the report noting mentions of climate change on the rise in both U.S. and Asia.
'We are also seeing discussions of extreme weather impacts during earnings calls hit new highs this year,' said Sara Mahaffy, RBC's head of global sustainability strategy research, in the report.
Mentions of physical climate change risk on Canadian earnings calls did see a lumpy climb from late 2020 to a peak mid last year, but the report showed mentions had fallen sharply in recent months.
Talk has been highest in industries like utilities, insurance and industrial services that could be most affected by climate change, said Mahaffy.
'Companies have not only been citing higher financial impacts (risks), but also increased tailwinds for their products and services that are helping customers prepare and respond to extreme weather events and natural disasters (opportunities).'
The report says that so far it's still a challenge to finance bigger, longer-term adaptation efforts, which can include measures like burying power lines and building floodways, but that a study out this year found that every $1 invested in adaptation and resilience generates more than $10 in benefits over a decade.
Public funding has so far supplied about two-thirds of spending on adaptation efforts, the report notes, with funding especially falling short in developing countries. While annual adaptation needs for lower-income countries total US$387 billion a year, international public finance flows have totalled only US$28 billion a year.
Part of the importance in investing in developing countries is that there's an opportunity to build for the future there now, said Mahaffy.
'According to the World Bank, 70 per cent of infrastructure that will exist in developing countries by 2050 has yet to be built, presenting a huge opportunity to integrate adaptative solutions early on.'
Besides the need for ramped-up spending, companies are also figuring other ways to adapt, such as insurers issuing sustainability-linked coverage that rewards and incentivizes company resilience measures, and the rise of ESG debt that includes adaptation clauses.
Insurers are also adapting by issuing more catastrophe bonds, which transfer risk from the insurers to investors who buy into the bonds. The market for the category has grown seven per cent a year since 2015 and is on track to exceed US$50 billion this year, the report notes.
There are many companies in the U.S. that the RBC report notes could stand to benefit from shifting trends, but it also highlighted a few Canadian ones.
Fertilizer giant Nutrien could be well placed through its products that help farmers manage crops, while satellite company MDA Space could see higher demand for weather forecasting and climate modelling. Canadian companies in the waste management sector could also see higher interest because of disaster response needs, while engineering and construction firms stand to gain from the need to build for the future.

The review was first launched in 2018 as part of a G20 commitment to eliminate all 'inefficient' subsides to the fossil fuel sector. It was only supposed to take about two years to complete. But it was clear as early as 2019 that it would be behind schedule and it now seems to have fallen off the rails entirely. Canada says Argentina ceased communication and participation in the process after Argentines voted into office President Javier Milei — a right-wing populist who has referred to climate change as a 'socialist lie.' 'Following its 2023 election, Argentina's domestic policies with respect to the environment and climate change shifted significantly,' a spokesperson for Environment and Climate Change Canada said in a statement to The Canadian Press. Argentina's negotiators left the annual UN climate talks in 2024 and reports earlier this year suggested Milei was considering withdrawing from the Paris climate pact altogether. The department declined an interview request. It said in a followup statement that while Canada had some engagement with Argentina on the planning for a peer review process, 'no additional progress has been made since Argentina's election.' Argentina's embassy in Canada forwarded a request for comment to authorities in Buenos Aires but did not provide a response. Similar peer reviews undertaken between the United States and China, Germany and Mexico, and Italy and Indonesia took between 12 and 24 months to complete. As of 2021, 11 G20 peer reviews had been completed. The studies serve as a way to independently take stock of a country's fossil fuel subsidies, better define what constitutes a subsidy and determine whether a subsidy is achieving the desired impact. 'I would not say that it had a lot of impact in phasing out subsidies,' said Jonas Kuehl, a policy adviser in the energy program at the International Institute for Sustainable Development. 'It maybe has some impact on, like, what's the transparency about it and how do you structure them in such an inventory.' In 2023, Canada ended federal subsidies specific to the oil and gas sector. It still pays subsidies to the industry through programs which are also available to companies in other sectors. Environmental organizations say Canada still spends billions of dollars to support oil and gas companies. A report by Environmental Defence says Canada spent close to $30 billion in 2024 to support the sector. It's not clear if that money is part of general corporate subsidies also paid to companies in other sectors — like the Canada Growth Fund, which helps to support clean growth projects, or tax credits for technology that help companies lower their emissions. Avinash Persaud, a special adviser on climate change to the president of the Inter-American Development Bank (IADB), who developed the proposals, believes the plan could drive tens of billions of new investment in the fledgling green economy in poorer countries within a few years, and could provide the bulk of the $1.3tn in annual climate finance promised to the developing world by 2035. 'This could be an engine for green growth, and produce the trillions needed for climate finance in the future,' he told the Guardian. 'It could be a transformation.' His ideas will be set out in detail at a UN meeting in Germany this week, kicking off negotiations for the Cop30 climate summit that will take place in Brazil this November against a worrying global background for the discussions. Having missed a deadline in February, the world's largest economies still need to submit plans for their greenhouse gas emissions before the Brazil summit, but so far only a few have done do so. But research seen by the Guardian, carried out by the campaign group Oil Change International, shows that many developed countries are still planning to expand their extraction of oil and gas, despite promising at Cop28 in 2023 to 'transition away from fossil fuels'. The analysis found that the US, Canada, Norway and Australia were responsible for 70% of projected new oil and gas expansion in 2025-35. Romain Ioualalen, the global policy lead at Oil Change International, said: 'It is sickening that countries with the highest incomes and outsized historical responsibility for causing the climate crisis are planning massive oil and gas expansion with no regard for the lives and livelihoods at stake.' At the two-week meeting in Bonn, which ends on 26 June, the vital issue of finance for developing countries – which they need in order to cut their emissions and cope with the impacts of extreme weather – will also come to the fore. The proposals by Persaud and others to buy up loans to renewable energy projects in the developing world could allow billions of dollars of private sector cash to flood the sector, in a big boost to global climate finance. The plan, which is being pioneered by the IADB, would involve getting taxpayer-funded development banks to buy existing loans to green projects in poor countries, which would free up investment from private sector lenders. Such loans are relatively low risk because they are already performing – but because they are in developing countries, with credit ratings lower than those of rich states – mainstream private sector investors such as pension funds are often forbidden from touching them because of their strict rules on credit worthiness. But if those loans are backed instead by development banks, which can provide guarantees against default, and which themselves have impeccable credit ratings, the 'repackaged' loan finance can meet private sector criteria. 'The lightbulb moment was realising there was $50bn in performing green loans in Latin America,' said Persaud, a former adviser to Barbados's prime minister, Mia Mottley, who has championed climate finance. 'Why not buy that to enable new projects to be created?' Key to the concept is that when the loans are bought up by the development banks, which pay a small premium to the current private sector creditors that own the loans, the originators of the renewable energy projects must agree to use the finance they gain access to in new projects. This creates a 'virtuous circle,' by which when the loans are bought up, developers – who already have expertise in setting up successful renewable energy schemes – seek new opportunities, which leads to further investment. IADB is working on launching the programme now, and is expected to send a request for proposals within the next few months, before COP30. The initial portfolio of loans is likely to be about $500m to £1bn. Several private and public sector experts said Persaud's ideas could have a big impact. Mattia Romani, a senior partner at Systemiq, a consultancy that is working with Cop30 on climate finance, said: 'It is a very powerful initiative, both pragmatic and innovative. Given the constraints we will inevitably face in the coming years, securitisation is one of the few realistic tools to reach [the sums needed]. 'This initiative is designed to unlock institutional capital by leveraging the balance sheets of domestic commercial banks – securitising their loans so that they can meet the fiduciary needs of institutional investors, and turning them into engines for transition finance. What's new is the direct engagement with local banks – we are starting with a pilot in Latin America.'
