Bill seeking regulatory, marketing powers for NFA almost ready — DA
In a news release, the DA said the proposed bill 'reflects a strategic recalibration of government policy, reinforcing the DA's role in safeguarding food security and reviving the NFA's capacity to act decisively during periods of price volatility and supply disruptions.'
'This is one of several measures House Speaker Ferdinand Martin Romualdez asked the DA to craft to help the government advance its food security agenda—particularly the program of President Marcos to sustain P20-per-kilo rice for vulnerable sectors through 2028,' said Agriculture Secretary Francisco P. Tiu Laurel Jr.
According to the DA, the bill seeks to amend key provisions of the Rice Tariffication Law to grant certain regulatory powers to the NFA so it could better manage buffer stocks, regulate rice distribution and marketing, set a floor price for palay, and support farmers' cooperatives and recipients of Rice Processing Systems funded under the Rice Competitiveness Enhancement Fund.
The DA added the bill will also refine protocols for a DA-led rice importation to ensure the country can respond swiftly to supply shortages and sudden spikes in commodity prices.
'Critically, the measure grants the NFA greater flexibility in managing the appropriate level of buffer stock and ensuring that they are always of optimum quality—an essential tool in supporting not only the P20-per-kilo rice goal but also broader government efforts to ensure price stability and protect both producers and consumers,' the department said.
'These changes will significantly address market inefficiencies and promote fairness—especially for farmers who work the land for months but remain the most disadvantaged,' said NFA Administrator Larry Lacson. 'For the NFA, this means becoming more efficient, more responsive, and financially stronger.' —RF, GMA Integrated News

Marcos orders creation of Education and Workforce Development Group
President Ferdinand ''Bongbong'' Marcos Jr. has called for the creation of the Education and Workforce Development Group to establish an effective coordinating mechanism among agencies involved in education and workforce development. In signing Administrative Order No. 36 last August 13, 2025, Marcos said the establishment of the group is needed to address long-standing concerns in the education sector, and foster a complete, adequate, and integrated system of education in the country. The EWDG shall serve as the central coordinating body on all matters related to education and workforce development in the country. It is tasked to formulate a 10-year National Education and Workforce Development Plan (NEWDP), which shall guide concerned government agencies in formulating and enforcing strategies to align the country's education and workforce systems with the rapidly evolving demands of the global economy. The AO cited the report of EDCOM II, saying that the coordination within the education sector remains a challenge despite the existence of multiple inter-agency bodies working on the sector. The EWDG shall be chaired by the President, and shall be composed of the following: Co-Chairperson: Secretary, Department of Education Vice Chairperson : Secretary, Department of Labor and Employment Members: Chairperson, Commission on Higher Education; Secretary, Department of Migrant Workers; Secretary, Department of Economy, Planning, and Development; and Director General, Technical Education and Skills Development Authority. The DepEd shall serve as the Secretariat of the EWDG, and shall provide technical and administrative support to the EWDG. Further, the Secretariat shall be headed by an Executive Director who shall be designated by the DepEd Secretary from among the senior officials of the agency. The EWDG is also directed to study and evaluate all existing inter-agency bodies with duties and functions related to education and workforce development, and propose mechanisms to streamline and rationalize the same. DA to expand P20 per kilo of rice to fisherfolk starting August 29
Fisherfolk will be included in the list of beneficiaries who can avail the P20 per kilo of rice, the Department of Agriculture said Monday. In a press statement, the DA announced that the fisherfolk would be part of the growing list of beneficiaries of the 'Benteng Bigas, Meron Na!'' starting August 29. This will start in fish ports, the DA added. Agriculture Secretary Francisco Tiu Laurel Jr. described the P20 rice initiative as the DA's 'biggest challenge' in the years ahead, noting that while the program is already serving nearly 400,000 families, it still needs 'full support' from the entire agency. 'We have the stocks. We have the budget. What we need now is urgency and unity,' Tiu Laurel said in a statement, referring to the P10-billion increase in rice program funding under the proposed 2026 national budget. To recall, the government's rice program was originally limited to senior citizens, persons with disabilities, solo parents and indigents. It was then expanded to include minimum wage earners, beneficiaries of the Department of Social Welfare and Development's Walang Gutom program, and farmers and farm workers listed in the Registry System for Basic Sectors in Agriculture. The DA said that in the three days since the launch of the Benteng Bigas, Meron Na para sa mga Magsasaka, a total of 70 metric tons of rice sourced from the National Food Authority has been sold to rice farmers and farm workers. President Ferdinand ''Bongbong'' Marcos Jr. ensured that the coverage of the Benteng Bigas program would expand to guarantee that more sectors of the population can access the staple food at a cheaper cost. Marcos inspects P100-M solar irrigation project in Leyte
President Ferdinand ''Bongbong'' Marcos Jr. inspected Monday a solar project in Ormoc City, Leyte. Together with National Irrigation Administration administrator Eduardo Guillen, Marcos conducted a site visit at the RM Tan Solar Pump Irrigation Project, which has a total project cost of P100 million. The said project aims to provide irrigation water to 100 hectares of farmland, which will ensure sufficient supply for two cropping seasons. The irrigation will benefit at least 92 local farmers, including their families. Through this project, the farmers will no longer have to rely on diesel-powered motor pumps for irrigation. Aside from being cost-efficient, solar projects are also environmentally friendly and it reinforces NIA's dedication when it comes to renewable energy development. In May, Marcos highlighted the significance of solar-powered irrigation in sustainable agriculture, saying that once installed and is drawing electricity from the sun, there is no need for crude oil. — RSJ, GMA Integrated News
