Carrying maximum sustained winds of 85 km/h with gustiness of up to 115 km/h, Crising was located 125 km west northwest of Calayan, Cagayan at 4 a.m.
It was moving west northwestward at 15 km/h.

PAGASA said both Crising and the Southwest Monsoon (Habagat) would continue to bring heavy rainfall over parts of Luzon and Visayas.
''There is a minimal to moderate risk of life-threatening storm surge with peak heights reaching 1.0 to 2.0 m within 12 hours over the low-lying or exposed coastal localities of Batanes, Cagayan including Babuyan Islands, Ilocos Norte, and Ilocos Sur,'' PAGASA said.
The Southwest Monsoon will bring strong to gale-force gusts over the following areas:
• Saturday: Metro Manila, Central Luzon, CALABARZON, Bicol Region, MIMAROPA, Visayas, Nueva Ecija, Nueva Vizcaya, the rest of Isabela, the rest of La Union, the rest of Benguet, Abra, Zamboanga del Norte, Camiguin, Misamis Oriental, Misamis Occidental, Lanao del Norte, Surigao del Norte, and Dinagat Islands.
• Sunday: Metro Manila, Ilocos Region, Cordillera Administrative Region, Cagayan Valley, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, Visayas, and Zamboanga del Norte.
• Monday: Metro Manila, Ilocos Region, Cordillera Administrative Region, Central Luzon, CALABARZON, MIMAROPA, Bicol Region, and Visayas.

Over 300 families evacuated as Marikina River reaches 2nd alarm
A total of 1,637 individuals, or 346 families, have been evacuated as the Marikina River reached the 2nd alarm amid the inclement weather caused by the Southwest Monsoon (Habagat). According to Mariz Umali's Monday report on '24 Oras,' residents near the river and in low-lying areas started evacuating as the Marikina River reached 2nd alarm at 1:53 p.m. Some of the residents said they decided to evacuate for the safety of their families, especially their children. Another resident said she opted to evacuate out of fear of being being trapped in her home as what happened during Tropical Storm Ondoy in 2009. Used as one of the evacuation centers in Marikina, some rooms in Elementary School were dedicated to senior citizens, lactating mothers, and pregnant women. Another room was turned into a soup kitchen. Residents also received relief kits, which have mats and blankets, among others. Marikina City Mayor Maan Teodoro said they have teams unclogging drainage canals and waterways of garbage after some streets in Mountain View Village were flooded. Teodoro said the city also has to contend with trash and debris that are brought by waters from neighboring Rizal province. A list of Metro Manila malls offering free parking, WiFi, charging stations amid heavy rains
Over the weekend, the Philippines was battered by heavy rains brought by Severe Tropical Storm Crising and the Southwest Monsoon (Habagat). While Crising has exited the Philippine Area of Responsibility (PAR), two low pressure areas (LPAs) currently within the PAR have a moderate chance of developing into a tropical depression within the next 24 hours. In its 4 p.m. daily weather forecast, PAGASA reported that the trough of one LPA is expected to affect weather conditions in the Cagayan Valley region. Meanwhile, the Southwest Monsoon continues to bring scattered rain showers and thunderstorms across parts of the country.
