Briton accused of plot to export US military tech

A British man has been indicted in the US for allegedly trying to smuggle "sensitive American military technology" to China, including missiles, air defence radar and drones. John Miller, 63, and a Chinese man, Cui Guanghai, are wanted by the FBI on charges relating to conspiracy to commit interstate stalking and conspiracy, smuggling and violations of the Arms Control Act. Mr Miller, a permanent US resident, and Mr Cui, 43, were both arrested in Serbia. They remain there and could now face extradition to the US. The Foreign Office has confirmed it is providing consular assistance to a British national following his arrest in April and it is "in touch with the local authorities and his family". Court documents suggest the two men discussed ways of exporting a device that could be used for encryption and decryption. They are alleged to have paid a $10,000 (£7,430) deposit for the equipment. Mr Miller and Mr Cui are also accused of trying to "harass" an anti-Chinese government protester, which included installing a tracking device on their car and slashing their tires. Deputy Attorney General Todd Blanche accused the pair of a "blatant assault" on US national security and its democratic values. He added: "This Justice Department will not tolerate foreign repression on US soil, nor will we allow hostile nations to infiltrate or exploit our defence systems." If found guilty, Mr Miller could face up to 20 years in prison for violation of the Arms Export Control Act, and 10 years for smuggling. Court documents detail how the men allegedly solicited the procurement of US defence articles, including missiles, air defence radar, drones and cryptographic devices for unlawful export to China. Mr Cui and Mr Miller are said to have discussed with two individuals - identified as "Individual 5" and "Individual 6" in court documents - how to export a cryptographic device from the US to China. Items the men allegedly discussed using to smuggle the technology include small electronics, a blender and a motor starter. The indictment also alleges the pair enlisted two individuals in the US to carry out a plot that would have prevented a victim from protesting against Chinese President Xi Jinping's attendance at the Asia Pacific Economic Co-operation (Apec) summit held in Los Angeles in November 2023. Mr Miller and Mr Cui were unaware that those two individuals - identified in court documents as "Individual 1" and "Individual 2" - were acting at the direction of the FBI. "The indictment alleges that Chinese foreign actors targeted a victim in our nation because he criticised the Chinese government and its president," said US Attorney Bill Essayli for the Central District of California. "My office will continue to use all legal methods available to hold accountable foreign nationals engaging in criminal activity on our soil." A similar scheme allegedly played out in the spring of 2025, when the alleged victim announced in a public video feed that he planned to unveil two new artistic statues that depicted Xi and his wife. Mr Cui and Mr Miller paid two other individuals - identified in court documents as "Individual 3" and "Individual 4" - to try and dissuade the alleged victim from sharing his online display of statues. Those individuals were paid $36,000 (£26,745), but the indictment notes that those two people were also affiliated with and acting at the direction of the FBI. The two men remain in Serbia and the US is co-ordinating with Serbian officials regarding their pending extraditions. "An indictment is merely an allegation," the US Attorney's Office of the Central District of California said in a statement. "All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law."

Is a long-term hedge fund strategy possible in this market?

There has never been so much brinkmanship from a U.S. administration in modern times. The first month of executive orders has produced a cyclone of speculation and a great deal of action and reaction. The U.S. recently enacted tariffs on Canada, Mexico, and China. Within one day, the first two were paused. Such moves have injected a great deal of volatility into markets. Conflicting business policies continue to add to the uncertainty and volatility. How can hedge fund managers hold to a medium- to long-term strategy in a world where so much is uncertain? In this article, we look at how fund managers have been preparing and will continue to respond by lowering their beta exposure. The current state of hedge fund activity Hedge funds began the year divesting from equities. This culminated in a selloff the Friday before the new tariffs where hedge funds 'sold nine of 11 sectors in the S&P,' reported Bloomberg. The most-sold groups included: Consumer discretionary Industrials Financials Energy Communication services Information technology Meanwhile, retail investors bet the opposite. As fund managers sold stocks, retail investors poured $2.1 billion into equities. The market dropped upon news of the tariffs, though less than expected. Futures fell — the Nasdaq composite, 2.35%, and the S&P, 1.7%. It is clear everyone is reading the room differently and holds a wide variety of views on the long-term health of the U.S. economy. On the one hand, JP Morgan Chase announced that it expected tariffs to lower U.S. growth by 0.5%-1% and raise inflation by that same amount. On the other, a Feb. 3 Gallup poll found consumers buoyant. Sixty-one percent expect stocks to rise in value, the most since Gallup began including that question in 2001. Yet, is it worth asking how useful projections, even when given sweeping tariffs, can be paused the next day? What is the long-term effect of those partnerships? Reuters asked fund managers why they were not more aggressive in the administration's first few weeks. Several said they were hesitant to 'get sucked in,' which appears to be trumping the fear of missing out. Many are hedging and investing in bonds and treasuries. "Either inflation comes down and you get hit on margins, or it doesn't, and the Fed hits you because it doesn't cut (rates)," Matt Smith, investment director at Ruffer LLP told Reuters. "We are at our lowest equity weight." Hedge funds have been readying for this market Hedge funds prepared for this presidency with their highest borrowing levels since 2010. They expect the dollar to continue to rise and protectionist policies to have some upsides for the U.S. economy. They also expect to benefit from the Trump administration's promise to maintain lower taxes — notably, corporate taxes and the capital gains tax, via extension of the expiring 2017 Tax Cuts and Jobs Act (TCJA) – though the administration's proposal on taxing of carried interest is not a favorable one for fund managers. Hedge funds are adjusting their strategies in four ways: Reducing their beta exposure As they say, predictions are difficult, especially about the future. Right now, it feels even more fraught. As tariffs and the president's 60+ executive orders (and counting) show, we can likely expect many quick policy decisions and reversals without warning. In response, Reuters reports that hedge fund managers are reducing the portion of their portfolio dedicated to beta investments to between 15%-5%, down from an average of 20%. Managers want less exposure to technology stocks Tariffs aside, stock market routs like the one that followed news of China's AI DeepSeek have managers on edge. As DeepSeek panic spread, the chipmaker Nvidia shed $600 billion in market cap. Since the industry has shifted to AI models, fortunes seem to rise and fall faster. Managers want less exposure to emerging markets The administration's protectionist policies seem certain to favor the dollar at the expense of our trading partners. They also favor reshoring operations. This makes it difficult to gauge the long-term value of foreign investments, even if they may be more attractive. Managers are bullish on alternative investments Fifty-six percent of hedge funds now have multiple managers and more capacity to shift into alternative investment strategies. For example, real estate and healthcare – from our conversations, hedge fund managers feel all the protectionist policies and declining trade make real estate and healthcare better investments. Consider the implications of new investment strategies As hedge funds shift their investing strategies, there may be a learning curve for firms entering new territory. Managers newly entering commercial real estate will find that the standard capital stack has changed over the past few years, and mezzanine debt is preferred over equity. There also may be new tax consequences to consider. For example, municipal bonds are taxed federally unless they are tax-free, in which case they are probably still subject to state and local taxation. Chinese Laser Weapon Is Claimed To Be In Russian Service

Russia is using a new Chinese laser system to shoot down Ukrainian drones, according to pro-Russian Telegram channels. The system seen in a video posted to Telegram on Thursday appears to be at least extremely similar to a system Beijing has apparently already provided to Iran, which you can read more about here. The video, posted on the Military Information Telegram channel, opens with scenes of troops inside a vehicle, flicking switches and looking at heavily pixelated screens. The next scene shows the system rising out of the vehicle and then being rotated by a soldier in the vehicle using a joystick. It then cuts to small fiery holes being burned into a metal plate. A subsequent view shows the plate with four holes burned through it, apparently created by the laser. Russian sources have released footage showing the use of the Chinese Low-Altitude Laser Defending System (LASS) to shoot down Ukrainian drones in the combat appear to be the first documented visuals of the Chinese laser system in operational use in Ukraine. — NOELREPORTS (@NOELreports) May 31, 2025 The next scene shows several screens, with one displaying video of a drone catching fire and spinning out of control, with the implication that the damage was caused by the laser system. A second drone is shown being hit by what appears to be the laser. The video ends with recovered drone segments with burn marks that could be indicative of a laser engagement. While we can't say for certain what system this is, or where or when the video was taken, as noted earlier, it is very similar to a system China apparently provided to Iran. From our previous story about that: '…it has a single large aperture on the left side. In addition, there is an aperture with a more squared-off shape on the right side….A similar, if not identical arrangement is visible in Chinese marketing literature for another counter-drone laser weapon called the Shen Nung (also transliterated Shennong). Containerized and 4×4 Dongfeng Mengshi light tactical truck-mounted versions of the Shen Nung – the Shen Nung 5000 and 3000, respectively – have at least been pitched in the past. The pictures reportedly taken in Tehran last week show the system behind a blue tarp screen, but what is visible could point to a containerized variant.' This is a conclusion also drawn by Fabian Hinz, a Research Fellow Defense and Military Analysis at the International Institute for Strategic Studies. 'While the sensor arrangement seems to have been altered, the system observed in Russian service strongly resembles the Chinese Shen Nung 3000/5000 anti-drone laser,' Hinz noted on X. While the sensor arrangement seems to have been altered, the system observed in Russian service strongly resembles the Chinese Shen Nung 3000/5000 anti-drone laser. — Fabian Hinz (@fab_hinz) May 31, 2025 Russian Telegram channels claim the system is already in use by the Nomad special forces unit and is a great improvement over earlier counter-drone laser designs. 'Previously, there was an opinion in the domestic information environment that combat lasers were useless and expensive toys,' wrote the Military Informant Telegram channel, which on Thursday was the first to publish the video. 'However, new threats identified during [the full-on invasion of Ukraine] forced the search for alternative methods of counteraction. Thanks to the development of new technologies, laser systems have become an effective tool for the destruction of Ukrainian UAVs.' 'It remains to be hoped that the topic of developing laser weapons in Russia will receive new impetus, and the experience of using lasers as air defense weapons will be scaled up throughout the country,' the channel added. While Military Information did not explain what kind of system it was, the editor of a Russian military-themed magazine identified it as 'the Chinese Low-Altitude Laser Defending System (LASS).' It is used, 'among others, by the People's Armed Police of the People's Republic of China,' wrote Kornev Dmitry, editor of the NOZS magazine and the website. 'The developer and manufacturer of LASS is probably the Chinese Academy of Engineering Physics.' Though we don't know many details about this system, it certainly is not the first laser directed energy weapon to be used in combat against drones. Earlier this week, Israeli officials disclosed that Jerusalem has used a new air defense laser to shoot down Hezbollah drones in the current conflict in the Middle East. As we noted in our story: 'What is described as an adapted version of the Iron Beam system made its combat debut last October, and the definitive version should be fielded by the Israel Defense Forces (IDF) later this year, joining an already formidable, layered air defense network, something you can read about in more detail here.' The use of the Iron Beam — also known by its Hebrew name Magen Or — was announced by the IDF, Israeli Air Force (IAF), and defense contractor Rafael, in a joint statement. These three organizations, it is said, 'executed an accelerated development program to deploy revolutionary interception systems,' as part of an effort that also involved Israel's Directorate of Defense Research and Development. You can see that system in the video below. A World First — Combat-Proven Laser Defense, Powered by RafaelFor the first time in history, high-power laser systems have been used to intercept aerial threats in unprecedented breakthrough took place during the Swords of Iron War — with Rafael's advanced… — Rafael Advanced Defense Systems (@RAFAELdefense) May 28, 2025 The U.S. has similar lasers deployed in small numbers to forward locations and vessels for early operational use and evaluation. Multiple countries are working on developing similar systems. Although progress is being made on adapting laser weapons to operational military use, it has been far slower than many had predicted, including the Department of Defense. These systems also have key limitations in terms of their range and environmental factors significantly impacting their performance. Thermal limitations can also limit their engagement efficacy against multiple targets. They also use relatively delicate components that have to be hardened to the rigors of forward operations, often in remote locales, with limited external support. While there is still much we don't know about the system that emerged on social media, the fact that Iran has likely fielded a Chinese system that closely resembles is a sign that it is on the market. Russia, China and Iran have growing relations as they seek to challenge the United States and its allies on the world stage. Both China and Iran have provided weapons or supporting technologies to Russia in its fight against Ukraine. Contact the author: howard@
