Harish urges SEBI to probe serious violations by TGIIC

Hyderabad: BRS senior leader T Harish Rao on Thursday urged Chairman of the Securities and Exchange Board of India (SEBI) to order an urgent investigation into serious irregularities and potential violations of SEBI regulations by the Telangana State Industrial Infrastructure Corporation (TGIIC) and the Government of Telangana.
The BRS leader wrote a detailed letter to the SEBI Chairman. In the letter, Harish Rao raised strong objections over the mortgaging of 400 acres of land in the Kancha-Gachibowli region, land which has been flagged by a Supreme Court-appointed Empowered Committee as 'forest-like' and environmentally sensitive. The same land has reportedly been used to raise large sums through Non-Convertible Debentures (NCDs), allegedly without disclosing its legal and environmental status to lenders or investors. 'This is not just a financial violation; it is a betrayal of public trust and a misuse of natural resources for questionable financial engineering,' Harish Rao said.
Harish Rao also flagged the financial capacity of TGIIC, noting that its annual turnover was reportedly less than Rs 150 crore, while it is raising thousands of crores rupees through NCDs, a move that raises red flags over repayment ability and disclosure norms. He further questioned the recent conversion of TGIIC from a private limited company to a public limited company, alleging that this structural change may have been carried out without full regulatory transparency or compliance with the Companies Act and SEBI guidelines.
Rao further said that merchant bankers were paid over Rs 169 crore plus GST to structure these transactions, despite the questionable status of the land used as collateral. 'This issue concerns not only regulatory compliance, but also environmental responsibility and public interest,' he wrote, urging SEBI to investigate the entire chain of transactions and hold all parties accountable.

The incident took place on June 20 before the bench of Justice Nirzar S Desai. The man, logged in as 'Samad Battery', initially appeared onscreen with a Bluetooth earphone around his neck. Moments later, he adjusted the camera, revealing that he was seated on a toilet. The video further shows him cleaning himself and exiting the washroom, before reappearing in another room. The matter had been settled amicably between parties, and the FIR was quashed by the court. This is not the first such incident in virtual courtrooms. In April, the Gujarat High Court imposed a Rs 50,000 fine on a litigant found smoking during a video conference. Similarly, in March, a Delhi court summoned a litigant who was also seen smoking while attending proceedings online. Courts across the country have repeatedly urged litigants and lawyers to maintain decorum during virtual hearings, treating them with the same seriousness as physical appearances.

Attending video calls from bedrooms or multitasking during online meetings is no longer unusual. While audio-only participation may go unnoticed, visuals in video calls often raise questions of decorum — especially in formal settings, such as a courtroom. In a recent incident that has sparked widespread outrage and disbelief, a man was seen attending virtual proceedings of the Gujarat High Court while seated on a toilet and apparently relieving himself. In the viral video, the individual logged into the virtual court session under the name 'Samad Battery" and was seen wearing a Bluetooth earphone around his neck. As the hearing commenced, he initially placed his phone at a distance, which eventually revealed that he was sitting on a toilet. The footage goes on to show him wiping himself before exiting the bathroom. He briefly disappears from view before reappearing in another room. According to Bar & Bench, the man had joined the proceedings as a respondent in a petition seeking the quashing of a first information report (FIR). Interestingly, he was also the original complainant in the criminal matter. After both parties informed the Court that the dispute had been amicably resolved, the FIR was subsequently quashed. However, this isn't the first time inappropriate conduct has occurred during virtual court hearings. Back in April, the Gujarat High Court imposed a fine of Rs 50,000 on a litigant who was caught smoking a cigarette while attending the proceedings via video conferencing.
