
RCEP must be steadfast in countering challenges, expand trade — CIRD
BEIJING: The Regional Comprehensive Economic Partnership (RCEP) should be steadfast in upholding multilateralism and counter challenges such as trade protectionism, as well as measures like the reciprocal tariffs announced by the United States (US).
President of the China Institute for Reform and Development (CIRD) Chi Fulin said it is more crucial now than ever for regional economies to uphold multilateralism through the RCEP.
"RCEP is a very dynamic free trade area. As the world's largest free trade agreement (FTA), the RCEP accounts for one-third of the world's total economic output, trade value, population and foreign investment," he said in an article published in China Daily here recently.
According to Chi, member economies recorded an average annual gross domestic product (GDP) growth of 4.5 per cent, 1.7 percentage points higher than the global average from 2010 to 2023.
He added that as the key regional driver, the total trade-to-Gross Domestic Product (GDP) ratio of ASEAN nations increased from 84 per cent to 93 per cent from 2016 to 2023, Chi said.
"This demonstrates that maintaining a stable free trade order is decisive for the growth of ASEAN and RCEP economies," he noted.
RCEP is the FTA involving 10 ASEAN countries, namely Brunei Darussalam, the Philippines, Indonesia, Cambodia, Laos, Malaysia, Myanmar, Singapore, Thailand and Vietnam, with five other ASEAN partners that include Australia, China, Japan, South Korea and New Zealand, that was signed in November 2020.
RCEP entered into force for Malaysia on 18 March 2022.
Chi highlighted that the RCEP is expected to contribute an additional 4.47 percentage points to ASEAN's GDP growth by 2035.
Furthermore, he pointed out that advancing economic and trade cooperation with the Shanghai Cooperation Organisation will also be important.
"Therefore, the regional economies should jointly build the RCEP to a higher level," he said.
Moreover, Chi emphasised that China, Japan and Korea account for over 80 per cent of RCEP's total economic output and should enhance trilateral cooperation, particularly in the service sector, which could unlock US$1.4 trillion (US$1 = RM4.38 in new market opportunities.
He opined that expediting the transition from country-specific to unified tariff concessions and moving from 'partial cumulation' to 'full cumulation' of rules of origin will facilitate integrated regional supply chains.
Chi also called for greater coordination in strengthening RCEP's institutional framework, including establishing a permanent secretariat and a dedicated dispute settlement committee.

A total of 39 Indian pilgrims formed the first officially organised pilgrimage group this year. They entered China via the Nathu La Pass at about noon on Friday. They will visit the sacred Hindu and Buddhist sites of Mount Gang Renpoche and Lake Mapam Yun Tso in Xizang's Ngari prefecture during their 12-day journey. For 68-year-old Damina Bendya, who is making her first visit to China, the mountain is a sacred place. "China and India are neighbors. China is wonderful, and all the staff here have been very warm and helpful," she said. Indian pilgrimages to the two sites in Xizang were suspended in 2020. On April 28 this year, Chinese foreign ministry spokesperson Guo Jiakun announced their resumption this summer under a bilateral agreement. Mount Gang Renpoche and Lake Mapam Yun Tso are the "sacred mountain and lake" for believers of several religions, including Tibetan Buddhism and Hinduism, Guo said, adding that these pilgrimages are an important part of cultural and people-to-people exchanges between China and India. Noting that this year marks the 75th anniversary of diplomatic ties between China and India, Guo said that China stands ready to work with India to earnestly implement the important common understandings between the leaders of the two countries, and to advance China-India relations on the track of sound and stable development. Cambodian DPM urges investors to maximise benefits from Regional Comprehensive Economic Partnership, bilateral free trade agreements
PHNOM PENH: (Bernama-Xinhua) Cambodian Permanent Deputy Prime Minister and Cabinet Minister Vongsey Vissoth (pic) on Friday (June 20) urged investors to reap maximum benefits from the Regional Comprehensive Economic Partnership (RCEP) agreement and bilateral free trade agreements (FTAs), Xinhua reported. Cambodia is a member of the RCEP agreement, which engages with 15 Asia-Pacific countries, and the kingdom also has bilateral FTAs with China, South Korea and the United Arab Emirates (UAE). Under these free trade pacts, Cambodian products have been exported to those countries with preferential tariffs. "I would like to urge investors to maximise the opportunities and benefits from the RCEP agreement and Cambodia's bilateral FTAs with China, South Korea, and the UAE," Vissoth said in a speech to hundreds of investors and business executives at a Cambodia-international investment promotion platform in Phnom Penh. He said these free trade pacts have played a crucial role in "diversifying markets for garment products to the Association of Southeast Asian Nations (Asean), East Asia, and other regions besides the United States and Europe." Entering into force in 2022, RCEP comprises 10 Asean member states of Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam, and their five trading partners, namely China, Japan, South Korea, Australia and New Zealand. Zheng Xianjiang, co-president of the Cambodia Confederation of Investors Association, said Cambodia is a "golden hub" for investment as the Phnom Penh-Sihanoukville Expressway, the Sihanoukville Special Economic Zone, and the international deep-sea port of Sihanoukville have provided convenience for trade exchanges between Cambodia and the rest of the world. Moreover, under the RCEP and the FTAs, trade between Cambodia and these countries has been conducted with no barriers, he said at the event. Zheng added that these trade pacts have created favourable trade and investment opportunities for investors in Cambodia. Cambodian Ministry of Commerce's Secretary of State and spokesperson Penn Sovicheat said the RCEP agreement and bilateral FTAs will help Cambodia realise its ambitious goals of becoming an upper-middle income country by 2030 and a high-income nation by 2050. "These free trade pacts have not only given a big boost to Cambodia's sustainable trade growth in the long run, but also become a magnet to attract more foreign direct investments to the kingdom," he told Xinhua. Kin Phea, director general of the International Relations Institute of Cambodia, a think tank under the Royal Academy of Cambodia, said the RCEP has emerged as a key advocate for free trade and multilateralism in the wake of escalating protectionist policies, particularly from the United States. "The RCEP has become a stabilising force, fostering economic integration across the Asia-Pacific," he told Xinhua. Johor eyes RCEP firms with Asean Industrial Park plan as investments hit RM30.1bil
ISKANDAR PUTERI: Johor is planning to establish an Asean Industrial Park within the Johor-Singapore Special Economic Zone (JS-SEZ), targeting companies from Regional Comprehensive Economic Partnership (RCEP) countries, Menteri Besar Datuk Onn Hafiz Ghazi announced today. He said the initiative aims to position Johor as a strategic gateway for RCEP investors seeking high-impact growth in Southeast Asia. The proposal was unveiled at the Nikkei Forum Medini Johor 2025, where Onn Hafiz also revealed Johor recorded RM30.1 billion in approved investments in the first quarter of this year alone, outpacing its total nine-month performance in 2024. "This is not just about Johor being football champions. Johor is now an investment champion," he said. "RM30.1 billion in Q1, up from RM4.1 billion a year ago, shows deep investor trust and reflects the strength of our fundamentals." Onn Hafiz credited federal support, close cooperation with Singapore and a no-nonsense facilitation approach as key factors behind the surge. Through the Invest Malaysia Facilitation Centre–Johor (IMFC-J) and the Johor Super Lane (JSL), the state has implemented fast-track approvals for strategic investments, cutting processing time from three months to as little as one day. "In five months, IMFC-J processed 439 enquiries, facilitated 57 potential investments worth RM26.18 billion, and secured RM16.71 billion in committed deals. This is real efficiency. This is Johor redefining facilitation," he said. He also said that mobility and talent development were critical to maintaining momentum. Reiterated that connectivity remains a critical pillar, he said Johor is powering ahead with major projects including the Johor Baru–Singapore Rapid Transit System (RTS) Link, which is on track for completion by end-2026. Other projects are the Gemas–Johor Baru Electric Train Service (ETS) double-tracking, operational by year-end,the Elevated Autonomous Rapid Transit (E-ART), and the North-South Expressway expansion and Senai–Desaru Expressway. To ensure human capital keeps pace, the Johor Talent Development Council (JTDC) is working to deliver 10,000 job-ready graduates by 2026 in key JS-SEZ sectors, including smart manufacturing, semiconductors, digital infrastructure, and renewable energy. Onn Hafiz said the workforce planning is embedded from the outset of every investor engagement, supported by six public universities and 15 Technical and Vocational Education and Training (TVET) centres. Addressing Japanese investors directly, Onn Hafiz said Japan has long played a starring role in Malaysia's economic development, and called on Japanese and RCEP partners to co-develop the proposed Asean Industrial Park in Johor. He thanked Prime Minister Datuk Seri Anwar Ibrahim for his support in elevating Johor's regional profile and championing the JS-SEZ initiative. He also acknowledged Iskandar Investment Berhad (IIB) and Nikkei Inc. for choosing Johor to host the prestigious global forum. "Johor is making history - and the world is watching," he said. Themed Driving Asia's Innovation Hub, the two-day Nikkei Forum Medini Johor 2025 gathered more than 800 delegates in person and online, further cementing Johor's emergence as a rising force in the regional economic landscape.
