ETA to support developing countries in transfer pricing, international taxation: Abdel Aal
Abdel Aal stated that, with the full backing and ongoing guidance of Finance Minister Ahmed Kouchouk for institutional development and international cooperation efforts, the Authority continues to consolidate its position as one of the region's leading tax administrations. She described this transition from beneficiary to technical partner as an unprecedented milestone in the Authority's history.
She stressed that this new role reflects the Authority's significant progress in the field of international taxation. She noted that the initiative is a joint project between the Organisation for Economic Co-operation and Development (OECD) and the United Nations Development Programme (UNDP), funded by the European Union.
Abdel Aal explained that Egypt will now offer technical assistance to developing countries aiming to enhance their expertise in transfer pricing and international taxation. This support will draw on the Authority's accumulated experience and the outcomes of previous cooperation under the initiative.
She added that, in recent years, the Authority has implemented four capacity-building programmes for tax inspectors through the initiative, supported by experts from the OECD, UNDP and several independent consultants. The current programme, she noted, is conducted in collaboration with His Majesty's Revenue and Customs (HMRC) in the United Kingdom and focuses on complex transfer pricing issues in sectors such as extractive industries, financial services, and telecommunications.
Abdel Aal emphasised that the initiative's support has played a key role in developing sustainable capabilities within the Authority. This includes training 37 inspectors in transfer pricing and international taxation, establishing a dedicated unit for transfer pricing and international tax, and achieving a notable rise in tax revenues through improved examination of multinational companies' pricing practices based on international standards. She also highlighted several reforms to tax policy and regulatory procedures introduced following recommendations by initiative experts.
She affirmed that joining the initiative as a partner is international recognition of the Egyptian Tax Authority's commitment to capacity building and global cooperation. 'We are proud of this historic achievement,' she said, 'and we look forward to sharing our expertise with tax administrations in developing countries within the framework of international cooperation led by the initiative. This reinforces Egypt's leading role in shaping tax policy and audit practices globally.'
For its part, the OECD confirmed that the ETA's participation as a partner demonstrates its commitment to knowledge sharing and building a more collaborative international tax environment.

Egypt's Holding Company for Biological Products and Vaccines (VACSERA) has signed a memorandum of understanding (MoU) with UAE-based Al Qalaa Investments and China's Red Flag to expand its capacity in human and veterinary vaccine production and develop plasma-derived therapies, the Ministry of Health announced on Monday. Health Ministry spokesperson Hossam Abdel Ghaffar said the agreement supports Egypt's national strategy to attract foreign investment, localise biotechnology industries, and advance scientific research and innovation under the country's Vision 2030 sustainable development framework. The partnership aims to position Egypt as a regional hub for vaccine manufacturing and exports—particularly to African and Arab markets—while ensuring self-sufficiency in critical vaccines and plasma-based products. Sherif El-Fil, CEO of VACSERA, described the deal as a major step toward transferring advanced vaccine manufacturing technologies to Egypt. He said it would secure the domestic supply of safe, effective vaccines and open new export opportunities. El-Fil added that the collaboration will also strengthen VACSERA's capabilities in plasma processing and biopharmaceutical production, reinforcing its role as a key regional player in the vaccine industry. The MoU was signed by Sherif El-Fil for VACSERA, Li Yang, CEO of China's Red Flag, and Ashraf El-Badawy, CEO of UAE's Al Qalaa Investments.

Egypt reiterates readiness to fund Ugandan water projects in Nile Basin - Foreign Affairs
Egypt reiterated on Wednesday its readiness to "finance and mobilize the necessary financing" for Uganda's water-related infrastructure projects in the Nile Basin during bilateral talks in Entebbe. Egypt also has pledged to support development projects in the upstream nations, Uganda, as per a joint statement released by both nations following the conclusion of the second round of (2+2) ministerial consultations between Egyptian and Ugandan officials. The consultation round was held in Entebbe on Monday and Tuesday. Both nations also underscored their commitment to "win-win cooperation" and the importance of avoiding significant harm to the Nile River. They also agreed to hold regular consultations on Nile water management, to reach a cooperative agreement that adheres to international law, according to the statement. The commitment aligns with a new financing mechanism approved by the Egyptian cabinet last year. The mechanism aims to strengthen Egypt's African ties, particularly the Nile Basin countries, as being a strategic depth for Egypt. Egypt's commitment to support Uganda's projects is based on successful collaborations in the Owen Dam and the Water Weed Control Project in Uganda, the statement noted. Meanwhile, Egypt, the statement noted, welcomed the "constructive engagement" in the Nile Basin Initiative's (NBI) Ad Hoc Committee, which is currently presided over by Uganda. The committee engages with NBI countries that have not yet ratified the Cooperative Framework Agreement (CFA), also known as the "Entebbe Agreement." Egypt froze its full participation in the NBI in 2010 due to disagreements over the CFA, which contains three controversial items that Egypt rejects, including a provision on water security. "The two parties look forward to the continuation of the Nile Basin Initiative's consultative process to restore comprehensive participation and achieve win-win cooperation among the Nile Basin countries," the Egyptian-Ugandan statement said. An Egyptian delegation, led by Minister of Water Resources and Irrigation Hani Sewilam and Foreign Minister Badr Abdelatty, participated in the (2+2) consultations. In a side meeting with Ugandan President Yoweri Museveni on Monday, Minister Abdelatty underscored that Cairo will take all necessary measures guaranteed under international law to protect its water security. 'The Nile River is an existential issue for Egypt,' Abdelatty stated. Abdelatty's comments come as Ethiopia plans to inaugurate its disputed dam – built on the Nile River and known as GERD – in September despite a lack of agreement with downstream countries, Egypt and Sudan. Cairo and Khartoum, while not opposed to Ethiopia's development aims, have repeatedly criticized Addis Ababa's unilateral actions after it filled the dam in five stages between 2020 and 2024 Elevated Bilateral Cooperation According to the joint statement, Egypt and Uganda have agreed to intensify high-level exchanges, including ministerial and summit visits, as well as enhance bilateral cooperation in defence, security, law enforcement, peacebuilding, and counter-terrorism. This includes exchanging expertise and providing technical cooperation on water resources management and capacity building, the statement clarified. Such commitment will be coordinated via bodies from both nations, such as the Egyptian Agency for Partnership for Development and the Cairo International Centre for Conflict Resolution, Peacekeeping, and Peacebuilding, as well as the Egyptian Diplomatic Institute and Uganda's National Defence and Diplomatic Colleges. Furthermore, both nations will encourage their private sectors to boost bilateral trade and investment by organising trade visits, promoting investment, and holding forums to explore new opportunities. Egypt to host 21st Association of Power Utilities of Africa Conference on 26 September
Mahmoud Esmat, Minister of Electricity and Renewable Energy, has met with Abel Didier Tella, Director General of the Association of Power Utilities of Africa (APUA), and his accompanying delegation at the ministry's headquarters in the New Administrative Capital to finalise preparations for Egypt's hosting of the 21st APUA General Conference in Cairo from 26 September to 3 October 2025. Gaber Desouki, Chairperson of the Egyptian Electricity Holding Company, also attended the meeting. The event will be held under the patronage of Prime Minister Moustafa Madbouly. The conference coincides with the 55th anniversary of APUA's founding and will see leadership transferred from Senegal to Egypt—a continuation of Egypt's previous roles as Chair of the Scientific Committee and First Vice-President. Egypt's selection underscores African and international confidence in its capacity to guide dialogue on the continent's energy future, leveraging its extensive technical expertise and strong infrastructure. Organised in partnership with the African Development Bank and the APUA Secretariat, the gathering is expected to attract around 1,500 participants, including African ministers of electricity and energy, heads of utilities, policymakers, senior officials, experts, regional and international development partners, and representatives from leading energy companies. Esmat said the conference affirms Egypt's pioneering role in advancing Africa's energy sector and offers an ideal platform to shape a collective vision aligned with global developments. He reiterated Egypt's commitment to supporting Africa's energy transition, expanding renewable energy adoption, and achieving its national targets of 42% renewable energy by 2030 and 65% by 2040. This year's theme—'Challenges of the Energy Transition'—will address energy transformation, sector reforms, governance, sustainability of African utilities, and the continent's energy future. The programme includes the CEO and Governance Forum, the African Single Electricity Market Forum (AfSEM), and the African Women in Energy Forum (AWEF), alongside expert panels, workshops, technical exhibitions, and site visits to key Egyptian energy projects. A concurrent exhibition will showcase innovative technologies and solutions from national and international manufacturers and service providers.
