'And when we roll that money over three or four cycles, you can imagine the scale of support this fund can provide to our innovation ecosystem,' Goyal added while speaking at the IIT Madras Alumni Association's Sangam 2025 event.
The minister said that India is transforming from a job-seeking nation to one of job creators, thanks to its thriving startup and research landscape. 'Our science and technology, combined with our startup ecosystem and R&D efforts, are writing the India growth story of the future,' he said.
Goyal credited the youth of the country for driving this transformation, stating that India's young population is leading innovation, research, and technology adoption across sectors and government programmes. He further emphasised that India does not shy away from adopting new technologies, and instead views them as essential to economic growth.
'They are being absorbed in our manufacturing, services, and business sectors, helping India become the fastest-growing large economy in the world,' the minister said. 'This tech-driven approach is helping India buck the global slowdown trend and expand its presence in international trade and innovation leadership,' the Union Minister mentioned.

Those two countries joined the BRICS in 2024, alongside Ethiopia, Indonesia and the United Arab Emirates. Saudi Arabia has been invited and is participating in member discussions, but it has yet to send its confirmation letter. As well as new members, the bloc has 10 strategic partner countries, a category created at last year's summit that includes Belarus, Cuba and Vietnam. That rapid expansion led Brazil to put housekeeping issues officially termed institutional development on the agenda to better integrate new members and boost internal cohesion. Despite notable absences, the summit is important for attendees, especially in the context of instability provoked by Trump's tariff wars, said Bruce Scheidl, a researcher at the University of Sao Paulo's BRICS study group. He also accused the Congress of 'negotiating and signing agreements that were not in the national interest' during the party-led UPA government's tenure. Leader of Opposition in the Lok Sabha, Rahul Gandhi, had attacked Prime Minister Narendra Modi over the Indo-US trade deal, claiming the PM will 'meekly bow' to the tariff deadline set by the President Trump administration. 'India does not negotiate under deadlines. We negotiate keeping national interest in mind, and national interest is paramount in all our engagements across the world,' Goyal, Commerce and Industry minister, told reporters here. 'After the Modi government came to power, we have signed free trade agreements with Mauritius, the United Arab Emirates, Australia, and the four-nation EFTA (European Free Trade Association) grouping—Switzerland, Norway, Iceland, and Liechtenstein—and now with the UK last month.' According to him, India continues to engage with other developed nations, including the EU bloc of 27 countries, the US, Oman, Peru, and Chile. 'Today, India negotiates from a position of strength. We are self-confident and can compete with anybody in the world. . This is not the weak India under Congress and the UPA, which signed agreements that were not in the national interest,' he claimed. Goyal underlined India's improved global reputation for quality manufacturing, especially in sectors like electronics, pharmaceuticals, textiles, and defence, while highlighting the Centre's efforts towards strengthening the country's startup and innovation ecosystem. He highlighted the government's launch of the Rs 10,000-crore Fund of Funds for Startups (FFS) and the Rs 1-lakh crore R&D and Innovation (RDI) Scheme, which aims to provide long-term, low-cost capital to private R&D through a dedicated SPV. Minister for Large and Medium Industries MB Patil said that of the Rs 5.56 lakh crore worth of investment commitments made in the manufacturing sector during Invest Karnataka-2025 Global Investors Meet (GIM), Rs 3.4 lakh crore — around 62%, has already translated into formal project applications. 'This shows our post-MoU follow-up has been effective. Companies like Krones, Safran, TASL, and others have filed proposals, and many have begun groundwork,' he said. The event was organised by the Department for Promotion of Industry and Internal Trade, Ministry of Commerce and Industry, and Confederation of Indian Industry, had over 100 key stakeholders participating, and focused on innovation-led growth, India's rising global competitiveness, and the progress of investments in the state.
