Politicians involved in anomalous flood control projects to be named — Erwin, Jinggoy
Tulfo, vice chairperson of the panel, said that not only members of the House of Representatives will be named in the next hearings to come, but also local government officials who have had a hand in suspicious flood control projects.
'Yung mga contractor na 'yan, connected 'yan sa mga pulitiko na 'yan. Hindi lang congressman dito, mayroon ding mga governor diyan, may mga mayor din na sasabit diyan na sila mismo ang tumitira ng flood control pagbaba ng pondo sa kanilang lalawigan, sa kanilang probinsya. Sila na ang tumitira,' Tulfo said in a Super Radyo dzBB interview.

''Yung iba naman na mga mayor, mga contractor. Sila na rin ang gumagawa ng mga flood control. At kahit hindi sa bayan nila, kahit sa ibang bayan, pupunta ang kanyang kumpanya para gawin ang flood control na 'yan,' he added.
(Some mayors are the contractors themselves. They also do flood control as a business. They will work on something not just in their own towns, but in other towns as well.)
Tulfo said that private contractors will be pressed in order for them to divulge who are the politicians they are working with. If they fail to cooperate with the blue ribbon committee, the senator warned that these contractors may be cited in contempt.
During the committee's initial public hearing on Tuesday, chairperson Senator Rodante Marcoleta approved a motion for the issuance of subpoenas against private contractors that were absent.
Department of Public Works and Highways (DPWH) Secretary Manuel Bonoan also revealed in the hearing that there may be "ghost" flood control projects worth P5.9 billion that mar some areas in Bulacan.

Estrada, meanwhile, explained that the Senate will not urge fellow lawmakers—particularly those from the lower chamber—to attend the hearings of the blue ribbon committee, but they may voluntarily do so if they want.
'Pwede naman sabihin ng contractor kung sino 'yung mga binibigyan nilang pulitiko,' the Senate President Pro Tempore said in a separate dzBB interview.
(The contractor can identify the politicians they are giving money to.)
'Siguro kung merong maglalakas loob na pangalanan 'yung mambabatas na 'yun, siguro sasagutin nila in a proper forum,' he added.

Bulacan has around 30 ‘ghost' flood control projects —Lacson

(Screenshot from Senate session) Senator Panfilo 'Ping' Lacson on Wednesday said that Bulacan was the 'most notorious' province when it comes to anomalies in flood control projects, claiming that a 'well-organized syndicate' was behind the scheme. In his privilege speech, Lacson said that 28 projects in Bulacan are so-called distinct as they are all worth P77 million. ''Distinct' ang mga budget items na makikita sa GAA at awarded contracts na may pare-parehong halaga para sa magkakalapit man o magkakalayo na proyekto. 'Distinct' dahil ayon sa aming mga informants sa loob ng DPWH at kinumpirma ng ilang contractors, 'coded na budget' ito para mayroong pagkakakilanlan ang mga 'may-ari' ng proyekto. Para sa nakakaunawa, ang ibig sabihin po ay 'akin yan,'' the senator said. He also mentioned former Bulacan first district engineers allegedly linked to such anomalous projects. 'Ayon sa mga contractors at DPWH officials na nakipag-usap mismo sa akin at aking staff, ang dalawang ito ay halos pareho lang ang pagmamahal sa pera,' Lacson 'Mr. President, sa district engineering office na ito, sa ilalim ng pamumuno ng dalawang nabanggit na opisyal, para sa taong 2024, 28 proyekto ang pare-pareho ang pondo kahit magkakaiba ang specs, disenyo at haba,' he added. This is well orchestrated by an organized network of people who abuse their power,' Lacson said. 'May isang grupo sa loob ng 1st district engineering office ng Bulacan na kilalang 'sindikato' ng mga substandard at 'ghost' projects. Ang kanilang modus, manghihiram ng lisensya sa mga suki nilang contractors. Gamit ang lisensya ng contractors, sila na ang mag-i-implement ng projects o kung hindi man, magpoproseso ng mga dokumento para lumabas na 'completed' na ang ghost projects,' he added. Ex-DPWH chief Singson: Flood projects 'chop-chopped' to fall under district engineers
Former Department of Public Works and Highways (DPWH) chief Rogelio Singson said Wednesday flood control projects were being "chop-chopped" into smaller projects so they would fall under the authority of district engineers instead of the central and regional offices. "Wala nang umaabot sa central office ngayon. Halos hindi na rin umaabot sa regional director. Lahat under the district engineer. Kaya kung may P1-billion project, icha-chop-chop na nila 'yan na tig-P150 million para hindi na umakyat," Singson said told Super Radyo dzBB in an interview. (No project reaches the central office anymore. It almost doesn't even reach the regional director. Everything is under the district engineer. So if there's a P1-billion project, they'll chop it up by P150 million so it doesn't go up to higher offices.) "Alam naman natin 'yung district engineer napaka-vulnerable nyan sa political interference. District, nasa congressman, nasa governor, lahat na 'yan," he added. (We know that the district engineer is very vulnerable to political interference. It's in the district, under the congressman, under the governor, all of them.) Based on DPWH Department Order 250 Series of 2022, district engineering offices are authorized to handle projects with a budget of up to P150 million, regional offices with up to P400 million, and the central office with above P400 million. However, the order noted that "splitting of plans and [program of works] for critical infrastructure projects to phases, just to fit the delegated authority of the concerned implementing office, shall not be allowed" for district and regional offices. Singson served as the DPWH chief from July 2010 to June 2016 under the administration of the late Benigno Simeon "Noynoy" Aquino III. He noted that during his time, the budget for flood control projects was only up to P64 billion, which is lower compared to the P350 billion in 2025. For Singson, the government's current probe into the flood control projects has yet to become in-depth. He suggested that the investigation focus on where the P200 billion insertions went.
