FRA approved fees for 695 colleges after deadline, claims student body
In a letter to the principal secretary of the higher and technical education department, Yuva Sena — the youth wing of Shiv Sena (UBT) — alleged that the FRA's decision flouts provisions of the Maharashtra Unaided Private Professional Educational Institutions (Regulation of Admission and Fees) Act, 2015.
Kalpesh Yadav, state joint secretary of Yuva Sena, cited Clause 14 of the Act, which mandates that colleges submit their fee proposals by October 31 for the next academic year beginning in June. 'If an institute misses this deadline, it cannot revise or hike fees for the upcoming academic year,' Yadav said, adding that colleges can only challenge FRA's decision within 15 days, and FRA must deliver a final verdict before March 31.
'This year, the FRA repeatedly extended the deadline even after October 31 and has now allowed submissions until August 15. This is a blatant violation of the law,' Yadav claimed. He warned that if the state government fails to intervene, Yuva Sena is prepared to seek judicial remedy.
Responding to the allegations, FRA member Adv. Dharmendra Mishra acknowledged the statutory timelines but defended the authority's actions. He said the FRA's internal norms require colleges to seek annual fee approvals to ensure transparency and prevent unjustified hikes.
'Colleges are allowed to skip one year of revision — but only without increasing fees. In all other years, they must approach FRA for approval. If we reject late submissions outright, colleges might sidestep the process entirely and impose arbitrary fees on students,' Mishra said. He explained that the FRA accepts late submissions with penalties to ensure fees remain regulated.
Mishra also disclosed that one college has filed a petition in the High Court challenging the FRA's functioning and the constitutional validity of the Act itself. 'The matter has been pending for four years, but we are clear: all colleges must come to us annually for fee regulation. We will also recommend changes to the Act to formalise this requirement,' he added.
Directors missing from key FRA meetings
Yadav further raised concerns about poor departmental representation in FRA meetings. 'As per the law, directors of technical and medical education departments are ex-officio FRA members. But they have skipped at least 205 meetings where college fees were finalised,' he said.
Another FRA member, while confirming these absences, said stronger departmental participation is essential for a more robust and accountable regulatory framework.

The Election Commission of India (ECI) on Sunday (August 3, 2025) has written a letter to Leader of Opposition Tejashwi Yadav to provide the details of the EPIC number which he has, a day after he raked up a controversy that his name is missing from the draft rolls published on August 1, 2025. Soon after his claim the ECI said on Saturday (August 2, 2025) that Mr. Yadav was making 'baseless' claims and furnished the extract of the draft roll where his name was present. However, confusion prevailed over the fact that the EPIC number quoted by Mr. Yadav was different from the one which the poll body gave him in the list. Rashtriya Janata Dal (RJD) leader Tejashwi Yadav had claimed that he voted in last year's Lok Sabha elections using the voter ID card having the EPIC number RAB2916120 which is now missing from the draft rolls, the ECI list shows the EPIC number to be RAB0456228. The Electoral Registration Officer (ERO) of Digha Assembly constituency under which Mr. Yadav cast his vote has written a letter to Mr. Yadav. 'It is to be informed that in the press conference held on 02.08.2025, you told that your name is not mentioned in the draft voter list. After investigation, it was found that your name is mentioned at serial number 416 of polling station number 204 (Library Building of Bihar Animal Science University), whose EPIC number is RAB0456228,' ERO stated in the letter. In the letter, there is no time frame mentioned to provide the EPIC card. Mr Yadav is a voter of the Digha Assembly seat and represents the Raghopur Assembly seat. In front of the media Mr. Yadav had filled in his EPIC number RAB2916120 on the ECI's official website and after entering the captcha, it was not found. Mr. Yadav ahd alleged that the ECI was working as a cell of the BJP. He had also asked the ECI how he would contest the upcoming Assembly Elections when his name is not showing in the draft list. It further stated, 'According to you, from the quote of your press conference, your EPIC number is RAB2916120. According to the preliminary investigation, EPIC number RAB2916120 does not appear to be officially issued. Therefore, you are requested to provide the details of the mentioned EPIC card (along with the original copy of the card) undersigned, so that it can be thoroughly investigated.' Reacting to the letter sent by ERO cum the Sub-Divisional Officer (SDO), Patna Sadar RJD spokesperson Chittaranjan Gagan said that the ECI at the behest of the BJP, wants to divert attention from the questions asked to the ECI by the leaders of the INDIA bloc, including the Leader of Opposition demands for clarification of several points. Meanwhile, the ECI said that no political party in Bihar has so far approached with the request of removal and inclusion of names from draft rolls. The ECI in a press statement signed with Assistant Director Apurva Kumar Singh stated that no claim and objections were received from political parties between 3 p.m. on August 1 and 3 p.m. of August 3, 2025. However, ECI has received 941 claims and objections from the voters. On the other hand, National Democratic Alliance (NDA) spokesperson on jointly urged the ECI to take a cognizance of Leader of Opposition Tejashwi Yadav's two voter ID cards and file a case against him. BJP national spokesperson Ajay Alok, JD(U) chief spokesperson Neeraj Kumar, LJP (Ram Vilas)'s Rajesh Bhatt, Hindustani Awam Morcha's (Secular) Shyam Sundar and Rashtriya Lok Morcha (RLM) spokesperson Nitin Bharti and BJP media in-charge Danish Iqbal were present in this press conference. In the joint press conference at BJP office, the NDA spokespersons said that where did the two EPIC numbers come from? They asserted that no person can have two voter ID cards and If someone does, it is a crime.

BJP's Patra accuses Tejashwi Yadav of spreading misinformation on electoral process
New Delhi: The Bharatiya Janata Party's (BJP) national spokesperson Sambit Patra on Sunday accused the leader of the opposition in the Bihar Assembly, Tejashwi Yadav, of spreading misinformation about the electoral process. Speaking at a press conference, BJP's national spokesperson Sambit Patra alleged that Tejashwi Yadav had cited an incorrect voter ID number and questioned the integrity of the electoral process (ANI) Yadav, Rashtriya Janata Dal (RJD) leader, stirred a row by claiming that his name was missing from the draft electoral rolls published on Friday after a Special Intensive Revision (SIR) by the Election Commission in the poll-bound state. However, the ECI rebutted the claim and termed it 'factually incorrect', while the Opposition leader insisted there was a 'change' in the EPIC number allotted to him. Speaking at a press conference, Patra alleged that Yadav had cited an incorrect voter ID number and questioned the integrity of the electoral process, only for the Election Commission of India (ECI) to later confirm that Yadav remains an enrolled voter with a different and valid EPIC number. 'In a fraudulent and misleading manner, this is an attack on the constitutional institutions. This is a conspiracy, an attempt to lower the stature of India,' he said. After 'number changed' claim, EC terms Tejashwi's EPIC as 'unofficial', seeks card for probe
On Saturday, Tejashwi held a press conference in Patna where he claimed his name was missing from the revised electoral rolls. 'How can I contest election if my name is missing from the electoral rolls?' he asked. To drive home his point, the RJD leader displayed his Election Photo Identity Card (EPIC) number (RAB2916120) and entered it into the poll body's official mobile application, which showed a 'no records found' error. In response to a media query, he said, 'How can my wife's name be there when my name is missing from the voter's list?' He, however, admitted that a Booth Level Officer (BLO) had visited his residence and obtained all details regarding the revision of electoral rolls. Tejashwi further said, "EC used to mention how many people have shifted to other places, how many people are deceased, and how many people have duplicate names, but in the draft voter list provided to us by it, they have cleverly not given the address of any voter, no booth number, and no EPIC number, so that we cannot find whose names have been deleted from the voter list.' Patna District Magistrate Dr Thiyagarajan SM swiftly refuted the allegations levelled by the Opposition leader and shared details of Yadav's electoral records. '...In this regard, an investigation was conducted by the district administration, Patna. It has been clarified that the name of the Leader of the Opposition is registered in the draft voter list,' he wrote on X. "Currently, his name is listed at polling station number 204, the library building of Bihar Animal Sciences University, with serial number 416. Previously, his name was recorded at the library building of Bihar Animal Sciences University, polling station number 171, with serial number 481," Thiyagarajan added. However, Yadav stuck to his guns and raised a fresh claim that while his name may exist on the rolls, the EPIC number had been changed. 'I would like to know how the administration managed to change my EPIC number in the draft electoral rolls,' he said, reported PTI. When asked about this specific allegation, Patna DM Shirshat Kapil Ashok clarified that the EPIC number in the current draft rolls was the same as the one Yadav had submitted during the 2020 Assembly elections. 'If he is in possession of more than one EPIC, then it is a matter of investigation,' he said.
