
Bills on sports will help sportsmen improve performance in sporting events globally: Mansukh Mandaviya
Parliament has approved two new sports bills aimed at enhancing India's performance in global sporting events. Union Minister Mansukh Mandaviya stated that the National Anti-Doping (Amendment) Bill, 2025, and The National Sports Governance Bill, 2025, seek to improve coordination between sports federations, athletes, and the government, addressing issues like 'legal paralysis' and lack of accountability.
ANI Union Sports Minister Mansukh Mandaviya New Delhi: Union Minister for Youth Affairs and Sports Mansukh Mandaviya on Tuesday said the two new bills on sports, approved by Parliament, will help sportsmen improve their performance in sporting events globally. The National Anti-Doping (Amendment) Bill, 2025, and The National Sports Governance Bill, 2025, were passed by the Rajya Sabha by voice vote. These bills were earlier approved by the Lok Sabha.Piloting these bills, the minister said federations governing various sports were embroiled in legal matters, terming the situation as 'legal paralysis'.He noted that the situation impacts the performance of the athletes.The sports governance bill is meant to improve coordination between sports federations, athletes and the government.
The minister noted that despite a young population, the country lags behind when it comes to medal tallies in global sporting events."We aspire to be in the first five positions in terms of medals, and for that, good governance in the sports sector is necessary," Mandaviya said.Efforts were also made earlier to bring legislation for improvement in sports administrations, but such attempts did not succeed, he added.Ayodhya Rami Reddy of YSRCP said every state and district needs to come up with a strategy for the welfare of the athletes, so that they can bring laurels to the country.The bill brings clarity to state and district affiliates, he added.Praful Patel of NCP noted that the legislation brought by the government was laudable and necessary.Minister for Skill Development and Entrepreneurship Jayant Chaudhary said federations will now be devoid of politicians and would be run by athletes and people who know about sports.The sports governance bill has provisions for a National Sports Board (NSB) to create a stringent system of accountability. All National Sports Federations (NSFs) will have to attain NSB's recognition for access to central government funding.NSB will have the mandate to derecognise a national body that fails to hold elections for its Executive Committee or has committed "gross irregularities in the election procedures".Sudha Murty (Nominated) requested that, along with the Anti-Doping Bill, awareness camps should be organised particularly in rural areas, where our children are bright, as they are getting a lot of opportunities to rise through Khelo India, but not knowing that doping is a bad habit, they may end up somewhere else.Kesridevsinh Jhala (BJP) said former governments never paid attention to the development of sports in the country, owing to policy paralysis and a lack of vision.Parmar Jashvantsinh Salamsinh (BJP) said the Bill is necessary because the existing National Sports Code of 2011 was only a set of guidelines, not a binding law, and many national sports federations ignored these mandates.Sana Sathish Babu (TDP) said the landmark Bills will ensure fair governance and transparency.Dharmshila Gupta, BJP, noted that the Bill will ensure fair competition and lead to the emergence of true talent without any discrimination.Bhubaneswar Kalita (BJP) pointed out that the government has prioritised sports and youth affairs with a boost in their fund allocation."As the country eyes the 2036 Olympics, its journey towards becoming a top ten sporting nation is firmly on track," he said.According to the national sports governance bill, a failure to publish annual audited accounts or "misuse, misapplied or misappropriated public funds" would also be liable for action by NSB, but it would be required to consult the concerned global body before making its move.
Another feature is the proposal for a National Sports Tribunal, which will have the powers of a civil court and decide disputes ranging from selection to election, involving federations and athletes. Once instituted, the Tribunal's decisions can only be challenged in the Supreme Court. The bill makes some concessions on the issue of age cap for administrators by allowing those in the bracket of 70 to 75 to contest elections if the concerned international bodies' statutes and bylaws allow for it. It is a departure from the national sports code that capped the age limit at 70.The National Anti-Doping (Amendment) Bill-2025 seeks to incorporate the changes sought by the World Anti-Doping Agency (WADA), which objected to "government interference" in the functioning of the country's Anti-Doping Agency (NADA).
The act was originally passed in 2022, but its implementation had to be put on hold due to objections raised by WADA.

New income tax bill passed in Parliament; to replace 60-year-old law
Parliament on Tuesday passed a new income tax bill to replace the six-decade-old Income Tax Act, 1961, that will come into force from April 1, 2026. Union Ministers Nirmala Sitharaman, Kiren Rijiju and Mansukh Mandaviya during voting in the Lok Sabha on the withdrawal of the Income Tax Bill 2025 at the Monsoon session of Parliament.(Sansad TV) Piloting the Income Tax Bill, 2025, in the Rajya Sabha, Finance Minister Nirmala Sitharaman said it does not impose any new tax rate and only simplifies the language, which is required for understanding the complex income tax laws. The new bill removes redundant provisions and archaic language and reduces the number of Sections from 819 in the Income Act of 1961 to 536 and the number of chapters from 47 to 23. "These changes are not merely superficial; they reflect a new, simplified approach to tax administration. This leaner and more focused law is designed to make it easy to read, understand and implement," Sitharaman said while replying to a short debate in the absence of the Opposition in the Rajya Sabha. Along with the Income Tax Bill, 2025, the House also returned the Taxation Laws (Amendment) Bill, 2025, to the Lok Sabha that had passed these money bills on Monday. "To remove confusion, I want to say that the aim of bringing in this new law is to simplify the language and lucidity, which is required for understanding," the minister said. Sitharaman further emphasised that Prime Minister Narendra Modi had given clear instructions - Covid or no Covid - tax burden on people should not be increased. "We have not increased any new tax," she said. She said the taxpayer-friendly Income Tax Act 2025, replacing the 1961 Act, is a milestone for the country's financial system. "I am shocked that the Opposition doesn't want to participate. The Opposition had agreed in the Business Advisory Committee to debate the bill in both the Lok Sabha and the Rajya Sabha," she said. Most often, the Opposition says, she noted, "you don't want to discuss anything, we want to have charcha. We agreed for 16 hours of charcha in the Lok Sabha and 16 hours of charcha here (Rajya Sabha)...where are they today". The Opposition had earlier staged a walkout from the Rajya Sabha, demanding a discussion on special intensive revision of the voters' list in Bihar. The new income tax bill was drafted within a record time of 6 months and introduced in the Budget session in February 2025. The drafting of the new bill involved nearly 75,000 person-hours, with a team of dedicated officers of the Income Tax department working tirelessly. The minister informed the House that soon the finance ministry will be issuing FAQs and an information memorandum for more information on the new legislation. She further said ministry officials are busy formulating rules, which will be simpler like the bill. As the new law will come into force from April 1, 2026, the computer systems of the income tax department are required to be rebooted to operationalise the new legislation. The Taxation Laws (Amendment) Bill, 2025, also passed by voice in the Rajya Sabha, incorporated changes in the scheme of block assessment with regard to Income Tax search cases, and would provide for certain direct tax benefits to public investment funds of Saudi Arabia. It seeks to amend the Income Tax Act, 1961 and also the Finance Act, 2025. The government in July announced that all tax benefits available under the New Pension Scheme (NPS) shall apply to the Unified Pension Scheme (UPS), which was implemented from April 1, 2025.

Centre approves two semiconductor units for Odisha
Chief Minister Mohan Charan Majhi on Tuesday said the Union Cabinet's approval for the establishment of two semiconductor units in Odisha will accelerate the state's growth in the CM expressed his gratitude to Prime Minister Narendra Modi and Union minister Ashwini Vaishnaw for the Centre's approval of the two semiconductor units in Odisha. Opposition BJD, which had announced the Odisha Semiconductor Manufacturing and Fabless Policy 2023, said: "While other states were only announcing semiconductor units in 2024, the decision by the Union Cabinet to approve two such units in Odisha today is truly commendable." BJD senior vice-president Debi Prasad Mishra at a press conference here, expressed confidence that the state government will take proactive steps to develop the required supporting ecosystem for these units within the stipulated in the day, the Union Cabinet, chaired by Prime Minister Narendra Modi, approved four more semiconductor projects under India Semiconductor Mission (ISM), two of which will come to Odisha and one each for Punjab and Andhra Pradesh. After the Union Cabinet meeting, Vaishnaw said that a silicon carbide semiconductor plant will be set up in Bhubaneswar with an investment of Rs 2,066 crore by SiCsem. "Silicon carbide is a very robust material and can sustain at high temperatures. Silicon carbide is used in our missiles, satellites, telecom towers, rockets, railway engines, etc," Vaishnaw said. The minister said that the plant will have a capacity to produce 9.6 crore chips per Cabinet also approved US chip major Intel-backed 3D Glass semiconductor manufacturing unit in Odisha with an investment of Rs 1,943 crore. The plant will be set up by Heterogenous Integration Packaging Solutions Pvt Ltd with an annual production capacity of 5 crore units."I sincerely express my gratitude to Hon'ble Prime Minister Shri @narendramodi ji and Hon'ble Union Minister Shri @AshwiniVaishnaw ji for the Central Cabinet's approval of the establishment of two semiconductor manufacturing units in Odisha," Majhi said in a post on chief minister said the recent amendment of the Odisha Semiconductor Manufacturing and Fabless Policy, aimed at enhancing investment viability, competitiveness, and sustainability, together with this significant Cabinet approval, marks a major milestone in the state's industrial and technological advancement."This collaborative effort will accelerate innovation, generate employment, and strengthen Odisha's position as a vital contributor towards the vision of #AtmanirbharBharat. I look forward to continued partnership between the state and Central governments to further this strategic initiative for the comprehensive development of Odisha and the nation. #doubleengine," Majhi Private Limited is collaborating with Clas-SiC Wafer Fab Ltd, UK, to establish an integrated facility of Silicon Carbide (SiC) based Compound Semiconductors in Info Valley, Bhubaneshwar, project proposes to manufacture Silicon Carbide devices. This compound semiconductor fab will have an annual capacity of 60,000 wafers and packaging capacity of 96 million units. The proposed products will have applications in missiles, defence equipment, electric vehicles (EVs), railway, fast chargers, data centre racks, consumer appliances, and solar power inverters, an official statement said.3D Glass Solutions Inc (3DGS) will be setting up a vertically integrated advanced packaging and embedded glass substrate unit in Info Valley, Bhubaneshwar, Odisha. This unit will bring the world's most advanced packaging technology to India. Advanced packaging brings the next generation of efficiency to semiconductor industry, the statement facility will have a large variety of advanced technologies, including glass interposers with passives and silicon bridges, and 3D Heterogeneous Integration (3DHI) capacity of this unit will be approximately 69,600 glass panel substrates, 50 million assembled units, and 13,200 3DHI modules per annum. The proposed products will have significant applications in defence, high-performance computing, artificial intelligence, RF and automotive, photonics and co-packaged optics and leader Mishra said the process of setting up semiconductor units in Odisha was initiated under the leadership of former Chief Minister Naveen Patnaik during the BJD government. "The recent decision by the Union Cabinet to establish two semiconductor units in Odisha is rooted in the initiatives undertaken during the BJD regime," he said that investors interested in establishing a semiconductor industry in the state was cultivated during the 2nd edition of the Make in Odisha conclave held in December 2022, where several proposals were received. Accordingly, a dedicated policy for the semiconductor sector and its supporting ecosystem was formulated in 2023, he said. The BJD leader said that discussions were held with multiple international investors to attract investment in this sector, and efforts began to establish the necessary ecosystem to develop Odisha as a cutting-edge electronics manufacturing hub.
