
Enough of the billionaires and their big tech. ‘Frugal tech' will build us all a better world
As the Canadian technologist and engineer Ursula Franklin once said, fantasies of technology would have it that innovation is always 'investment-driven, shiny, lab-born, experimental, exciting'. But more often than not, in the real world, it is 'needs-driven, scrappy, on location, iterative, practical, mundane'. The real pioneering technologies of today are genuinely useful systems I like to call 'frugal tech', and they are brought to life not by eccentric billionaires but by people doing more with less. They don't impose top-down 'solutions' that seem to complicate our lives while making a few people very rich. It turns out that genuinely innovative technology really can set people free.
Last month at Berlin's once hippy, now increasingly corporatised Re:publica conference, for example, I met researchers from the Association for Progressive Communications (APC), who are using technologies such as software-defined radios and spectrum sensing to allow people in low-resource environments to stay connected despite limited bandwidth, power, hardware and communication infrastructure. These technologies are the basis of the local community networks that supply coverage to the 2.5 billion people globally who lack internet access. In the Niger Delta, which suffers from toxic levels of air pollution from its oil industry, APC is setting up connections and deploying low-cost sensors that monitor the environment. These play a crucial role in how locals can advise children when to stay inside and which areas to avoid playing in. This infrastructure is managed for and by the municipality, serves a pressing need and can be installed and built by the people who deploy it. Unlike, say, ChatGPT or a Blue Origin space rocket.
The fact is, while generative AI is lauded as the technology of the minute, iterations such as Dall-E 3, Google Gemini and GPT are irrelevant to those who don't have enough internet bandwidth to use them. The new digital divide is the gap between the top end of the global population – who have access to these power-intensive technologies – and those at the bottom, whose internet access, or lack of, remains static. That's why some of today's most brilliant minds are working out how to manage the trade-off between internet range and bandwidth, and whether there are obstacles in the way such as mountains and foliage.
The fact is that good innovation also often involves lobbying for good. So while big tech poured hundreds of millions into watering down the EU AI Act, good tech lobbies for better internet provisions for all. Policy and innovation go hand in hand, meaning that the consequences of good technology far exceed the technology itself, extending to governance and social welfare.
At Re:publica's 'maker space', I fiddled around with DIY solar-powered sensors that can be built using a Raspberry Pi computer and off-the-shelf components such as humidity sensors. I lost my partner, an engineer by training, to a microscope designed by the OpenFlexure project that was made from 3D printed materials. Microscopes are crucial for diagnosing infections but can cost millions of pounds, making them entirely inaccessible for many people across the globe. This one is lightweight, costs next to nothing and is open source, meaning that anyone can reproduce the design by 3D printing parts and cobbling them together with shop-bought motors and circuit boards. A bit like a cheap Ikea wardrobe, except that all the bits you need to assemble it can be bought inexpensively from a local electronics shop. Manufacturers from Ghana and Wales to Chile and Australia are all using OpenFlexure's designs to give people everywhere access to low-source microscopy. We might think generative AI has invaded all corners of our lives, but this couldn't be further from the truth. What is actually prolific and relevant to the majority are low-cost technologies that solve day-to-day business and social problems.
While most of what we consider to be 'hi-tech' is closed off behind proprietary algorithms, the open-source technologies above all require community involvement. This can be immensely empowering, and can improve public trust: it's hard (and unwise) to give yourself over to a technology that won't tell you how it works, particularly when its predefined settings allow only for meagre approaches to 'user privacy'. As I ask my students, if you could develop an AI at your own home, and programme it to reflect your values and prioritise your safety, wouldn't you trust it more? Well, the idea isn't so outlandish – it only feels impossible because big tech firms want us to think it is.
What is most outstanding about frugal innovation is not just that its technologies are impressive, but that it might actually prompt systemic change by showing people that tech can be developed locally, and not just imported from Silicon Valley. When farmer Chris Conder dug her own fibreoptic cables on her property in Lancashire, she set out 'to prove that ordinary people could do it … it wasn't rocket science'. By demonstrating that fast internet could be connected with fibre-optic cable, a digger and the desire to just get on and do it, she spawned an organisation called B4RN, which promotes community fibre partnerships.
Tech bros may want you to believe there is no point in making something new unless it is difficult, inaccessible and exclusionary. But technological innovation is about collaboration as much as it is about competition. For many people across the world, a product's value isn't in a sky-high valuation, or in it being impossible to take apart (as with impenetrable iPhones). Often, the smartest technologies are those that distil a problem down to its bread and butter components in order to disseminate a solution to the masses.
So, while innovative individuals and communities around the world quietly get on with improving their lives and those around them, it's high time the rest of us stopped being passive recipients of technology, and started asking ourselves what kind of world we want to live in and how to create it. Must the setting for innovation be £1bn-plus buildings like Google's new London offices in King's Cross, located in nations that can afford to stomach eye-watering training costs and compute power requirements? Or might we instead be able to steer innovation from within our very communities – or households?

£1500 off Renault, Nissan, Citroën, Vauxhall EVs as grant list grows
The government has confirmed 13 more models to be eligible for its new Electric Car Grant (ECG), including EVs from Renault, Nissan and Vauxhall - having announced that six electric Citroëns were eligible earlier this week. The ECG is applicable to certain electric cars priced at £37,000 or under, depending on the emissions output of the countries where they are built, and awards discounts of either £1500 or £3750. The 13 new EVs that now qualify for the electric car grant
Thirteen new electric cars have seen their prices slashed after qualifying for the Government's Electric Car Grant (ECG) - taking the grand total to 17 models eligible for the scheme. Nissan, Renault and Vauxhall are the latest brands to be given the go ahead for the 'green' grant which sees battery models meeting stringent technical and environmentally sustainability criteria receive government subsidies. The 13 models across the four brands are all eligible for the lower £1,500 grant band. This is applied immediately to On the Road (OTR) prices. These thirteen models join the four Citroen models announced earlier this week – the firsts to receive the ECG. The most recent update to the list of eligible EVs comes just over three weeks after Transport Secretary Heidi Alexander announced the £650million electric car grant for new EVs priced at or under £37,000. The grant is tiered so the amount available per vehicle (on or under the £37,000 price cap) depends on the level of emissions associated with the production of the vehicle; the most sustainable get £3,750 while those failing to meet the strict green targets are still rewarded with £1,500 off. Those failing to meet the minimum environmental criteria receive no subsidy at all. The new eligible models include five cars from Renault, two from Nissan and six from Vauxhall. Nissan's all-electric Micra has been confirmed ahead of the reinvented nameplate officially going on sale on 1 September, so buyers will be able to enjoy the discounted starting price of £21,495, down from £22,995 as soon as it hits the streets. Nissan has also had its Ariya SUV confirmed for the Band 2 £1,500 discount. The new Nissan Leaf hasn't been included in the announcement which suggests it is likely to qualify for the full Band 1, £3,750 ECG - something confirmed by Nissan who say it is 'anticipated it will get the highest-level grant of £3,750'. Pricing for this model has yet to be announced. The Nissan Micra is being built in France, and shares the same platform with the Renault 5, whereas the Leaf is being built at Sunderland – which is currently undergoing a EV36Zero project that will see the home of Nissan in the UK turn into a flagship EV hub, bringing together electric vehicles, renewable energy and battery production. James Taylor, managing director of Nissan GB, commented: 'With the grant confirmed today, we are thrilled to see Micra and Ariya becoming even better value for our customers. 'The Micra will be joined by three new models including the third generation British-built Leaf later this year and the Juke in 2026, also coming from our Sunderland plant.' But, as with the Citroen models already announced, there's been no detailed explanation from the Department for Transport as to why these models have failed to achieve the higher, £3,750 ECG band, and have only been awarded the £1,500 amount. The DfT previously told the Daily Mail that it won't comment on individual manufacturer's specific applications. The Government's is only awarding the grant to the electric car makers that show they put sustainable production first 'in recognition of the need to address embedded carbon emissions across a vehicle's lifetime, as well as tailpipe emissions'. At a minimum, this means the manufacturer must hold a verified Science Based Target, verified by the independent SBT Initiative and in line with the Paris Agreement goals. Emissions from vehicle production are then assessed against the carbon intensity of electricity grid in the country where vehicle assembly and battery production are located. Which models will now receive £1,500? We've already mentioned the Nissan Micra and Ariya both receive the £1,500, bringing their starting prices down to £21,495 and £38,165 respectively. Renault's Alpine A290, Megane, Scenic, R4 and R5 EVs will all receive the same discount, bringing the R5 down to £21,495 for the entry-level version and £25,495 for the R4 entry-level. Renault has confirmed that every new EV will start from under £37,000 and that the new ECG will be applied to all orders taken from 16 July, backdating the discount to customers who bought any of the eligible models from that date - a standalone act of generosity so far. Adam Wood, Managing Director of Renault UK, said: 'We have been asking Government to match its environmental ambition with action to accelerate demand for electric vehicles, and it has delivered on that with the creation of the Electric Car Grant (ECG).' Edmund King , AA president, pointed to the Renault models as appealing options, saying: 'This new round of £1,500 discounts makes some incredibly good cars more affordable. 'In particular, we can envisage the order books for the Renault 5 and Renault Alpine A290 growing because of this discount.' Vauxhall already has its own ' electric car grant ' out (until 31 August) which sees the same £1,500 offered to customers buying any of its electric EVs. The Stellantis owned brand brought out its privately funded grant – as have many other manufacturers - 'to make the switch to electric as attainable as possible'. The Government discounts are automatically applied at the point of sale, leaving customers free from tiresome paperwork. Transport Secretary Heidi Alexander said: 'With discounts on seventeen car models announced this week alone, we're delivering on our promise to make it easier and cheaper for families to go electric.' The Government will announce more ECG model in the coming weeks as they approve applications as fast as manufacturers file them When will we know which other EVs will get the ECG? The Government has said that more models are expected to be approved in the coming weeks as manufacturers' applications are assessed against the scheme's sustainability standards. The DfT confirmed to This is Money that applications are being processed as fast as manufacturers can file them. Car buyers will need to check the Government website every now and then to whether the full list of eligible models has been updated. Each car maker should flag up any models that have qualified on their own websites too. RAC head of policy Simon Williams commented: 'Another wave of cars qualifying for the Government's revamped Electric Car Grant is yet more welcome news. It's also very positive to see other manufacturers that don't meet the grant's green production targets lowering their prices.' Study reveals the best type of milk to consume
A decades-long study has revealed that consuming full-fat milk increases the risk of heart disease and death, while low-fat milk is associated with lower risks. Researchers in Norway tracked health data from 73,860 individuals over 33 years, recording over 26,000 deaths, including 8,590 from cardiovascular disease. The study found that those who drank the most milk had a 22 per cent increased risk of all-cause mortality and a 12 per cent increased risk of death from cardiovascular disease. Further analysis specifically linked whole milk consumption to this increased risk, with low-fat milk associated with an 11 per cent lower mortality risk and a 7 per cent lower risk of cardiovascular disease compared to whole milk. These findings remained consistent even after excluding early deaths or participants with pre-existing conditions and align with current NHS health advice regarding saturated fat intake.
