Penang sets RM156b GDP target by 2030 with new Digital Economy Master Plan

GEORGE TOWN, Aug 10 — Increasing Penang's Gross Domestic Product (GDP) contribution from RM116 billion in 2023 to RM156 billion by 2030 is among the key success metrics under the newly launched Digital Economy Master Plan (DEMP) 2025-2030.
State Infrastructure, Transport and Digital Committee chairman Zairil Khir Johari said the strategic plan aims to raise the digital economy's contribution to 35 per cent of Penang's GDP by 2030, while targeting digital investments of up to RM20 billion, including in integrated circuit (IC) design, and RM130 billion in advanced semiconductor manufacturing.
He said the plan also outlines several socio-economic targets, including increasing the state's median household income by approximately 17 per cent to RM7,700 by 2030, creating 50,000 new digital jobs and upskilling 30 per cent of the workforce.
'The Penang DEMP 2025-2030 is not just a document, it is a blueprint for action, a call to build a connected, competitive and inclusive digital Penang.
'We aim to transform civil service delivery, boost the number of digital-ready businesses and digitally savvy workforce, attract greater digital investment into our economic ecosystems, and make Penang a testbed and hub for emerging and frontier technologies,' he said at the launch of DEMP 2025-2030 at the Penang Digital Economy Summit (PDES) 2025 here today.
Other goals include reducing energy intensity by 25 per cent and increase renewable energy usage to 10 per cent by the end of the plan period.
Zairil noted that the DEMP is structured around four strategic pillars which is Digital Government, Digital Economy, Digital Society and Digital Foundation, supported by 16 initiatives to ensure Penang can achieve its vision, mission and strategic goals.
Meanwhile, Chief Minister Chow Kon Yeow, who officiated the launch, said the DEMP 2025-2030 serves as a long-term strategic roadmap aimed at positioning Penang as a digital-first economy focused on innovation, infrastructure, talent development and inclusive digital access.
He emphasised that the plan lays out clear strategies to ensure that mature workers and senior citizens are empowered through digital tools, skilling programmes and services that are accessible and age-friendly,
'With the recent tabling of the 13th Malaysia Plan, the national agenda is shifting towards a more inclusive, high-tech and aging-resilient economy. Here in Penang, we are responding in kind.
'The digital economy plays a vital role in our economic resilience, contributing significantly to our services sector, which adds up to 50 per cent of the state's GDP annually. It is a clear signal that we are on the right path,' he added.
Chow also pointed out that under the previous Digital Transformation Master Plan (DTMP) 1.0 from 2021 to 2023, more than 60 per cent of the 21 outlined initiatives were either completed or currently ongoing, with strong alignment to the state's strategic goals.
DEMP 2025-2030 represents a long-term commitment to advancing Penang's digital ecosystem and fostering collaborative efforts between the state and federal governments, government-linked companies, industry players and technology leaders. — Bernama

Deputy Education Minister Wong Kah Woh said the ministry has never sought to shield any party involved in such incidents, contrary to certain allegations. 'The ministry will not compromise on any matter related to bullying. Secondly, MOE will not and has never attempted to protect anyone involved, as alleged,' he told the Dewan Rakyat today. He was responding to a supplementary question from Semporna MP Tan Sri Shafie Apdal, who referred to the ongoing bullying case involving Zara Qairina and asked what measures were being taken to protect students and ensure justice. Shafie also stressed that law enforcement must not protect any party involved, regardless of their identity. Wong said the ministry has always been ready to cooperate fully with police in assisting investigations at all levels. He added that the ministry has established guidelines and circulars (SPI) to address disciplinary issues and bullying in schools, which are enforced and updated periodically to strengthen preventive measures. Zara, 13, reportedly fell from the third floor of her school dormitory in Papar on July 16 and was pronounced dead the following day, amid widespread public concern over allegations that her death may have involved school bullying and a cover-up. The exhumation of her remains at the Tanjung Ubi Muslim Cemetery in Kampung Mesapol, Sipitang, was completed at 7.15pm on Saturday. They were later sent to Queen Elizabeth I Hospital (HQEI) for a post-mortem scheduled the following morning.

MANILA, Aug 11 — Philippine President Ferdinand Marcos warned Monday that his country would be dragged 'kicking and screaming' into any war over Taiwan, but must prepare for it. China considers self-ruled Taiwan, Manila's closest neighbour to the north, to be part of its territory and has threatened to seize it by force. 'If there's a war over this it is near us. What are we supposed to do?' Marcos told a news conference, adding: 'We can't ignore it.' 'So inevitably, despite our fervent wish to avoid any confrontation with anybody, anywhere, a war over Taiwan will drag the Philippines, kicking and screaming into the conflict,' he said. 'I hope it doesn't happen... But if it does we have to plan for it already,' he said, citing the large numbers of Filipinos working in Taiwan. In an interview with Indian news agency Firstpost during a state visit to New Delhi last week, Marcos said that in the event of a confrontation between China and the United States over Taiwan, 'there is no way that the Philippines can stay out of it simply because of our physical geographic location'. 'If there is an all-out war, then we will be drawn into it,' Marcos said in the interview, which was uploaded on YouTube. The reported comments angered Beijing, with the Chinese foreign ministry lodging a diplomatic protest and accusing Marcos of 'playing with fire' over the issue. KUALA LUMPUR : The ringgit opened higher against the US dollar today, rebounding after two consecutive sessions of losses, amid growing concerns over the impact of the US tariffs on the domestic and global economy, analysts said. US President Donald Trump's proposed tariffs on semiconductors and pharmaceuticals, the latest in a series of measures threatening to upend international trade, are expected to weigh on risk asset sentiment. 'At the same time, investors are closely monitoring rising pressure within the BRICS bloc and emerging signs of tension in the fragile US-China trade truce. 'Trump's swift and unpredictable policy actions, along with headline-driven developments, continue to fuel market uncertainty,' the analyst said. Meanwhile, Bank Muamalat Malaysia Bhd chief economist Afzanizam Rashid said the ringgit is expected to maintain its narrow range trade of around RM4.24 to RM4.25 against the greenback. He noted that mixed signals from recent US Federal Reserve officials' comments have lent support to the greenback, with the US dollar index (DXY) currently standing at 98.243 points, up 0.06%. 'The ringgit will continue to trade cautiously ahead of the release of the US consumer price index data tomorrow. 'Consensus estimates suggest that July's inflation rate will edge higher to 2.8% from 2.7% previously, while core inflation is expected to rise to 3.0% from 2.9%,' he told Bernama. He added that Malaysia's second-quarter (Q2) gross domestic product (GDP) data for 2025, scheduled for release this Friday (Aug 18), will also be closely watched, with advance estimates released in July indicating that the economy expanded by 4.5% in Q2 2025 based on the preliminary data. 'So far, the industrial production index and services index grew at a slower pace of 2% and 5%, respectively, in Q2 2025, compared to 2.3% and 5.1% in the previous quarter,' he added. 'This suggests there could be a downside risk to the final GDP figure compared to the advance estimate,' he said. At 8am, the local note appreciated to 4.2365/4.2515 against the greenback from last Friday's close of 4.2420/4.2480. At the opening, the ringgit traded higher against major currencies. It went up against the yen to 2.8693/2.8796 from 2.8720/2.8763 at the close on Friday, improved against the euro to 4.9343/4.9517 from 4.9381/4.9451 and rose versus the British pound to 5.6951/5.7153 from 5.7034/5.7114. The ringgit also gained against its regional peers. It increased against the Singapore dollar to 3.2966/3.3086 from 3.3014/3.3064, jumped against the Thai baht to 13.0801/13.1381 from 13.1173/13.1419, was higher against the Indonesian rupiah at 260.0/261.0 from 260.3/260.8 and edged up against the Philippine peso to 7.42/7.45 from 7.43/7.44, previously.
