The Senate on Monday unveiled the new 'Legacy Wall' featuring senators of the 20th Congress.
Senate President Francis 'Chiz' Escudero led the unveiling ceremony, noting that the portraits of the senators were arranged in alphabetical order.
'Ito ang kumakatawan sa ika-20 Kongreso, kasama 'yung mga bagong papasok na kongresista sa parte ng Senado,' Escudero said.
(This represents the 20th Congress, including the new, incoming senators.)
'Kagaya ng sinabi ko, alphabetical naming in-arrange, so walang partikular na ayos 'to pagdating sa seniority or posisyon sa Senado. Alphabetical ang sinunod namin, hindi katulad ng nagdaan na sinunod ang mga opisyal ng Senado,' he added.
(We arranged this alphabetically, so there is no particular order when it comes to seniority or position in the Senate. We put it in alphabetical order, unlike in the past, where the order was based on the senators' positions.)

The mural is currently installed at the second floor of the Senate Building in Pasay City.
Escudero said that the Senate allocated a budget of around P800,000 for the legacy wall, which includes the photography of each senator.
'Almost the same as the one last year,' he said when asked if the amount was reasonable.

Bad weather on SONA? OCD says protocol will depend on Congress

''Of course, we will depend on the protocol ng Congress po if they will suspend iyong SONA. But kami po... we are closely coordinating with the PNP po na magkaroon tayo ng orderly conduct ng flow ng mga pupunta sa SONA,'' OCD's Raffy Alejandro said./File photo Office of Civil Defense (OCD) officer-in-charge Raffy Alejandro said Tuesday that the contingencies for President Ferdinand ''Bongbong'' Marcos Jr.'s State of the Nation Address next week would depend on Congress. At a Palace press briefing, Alejandro was asked for the contingency measures in case there will be inclement weather during the President's fourth SONA, which is scheduled on July 28 at the Batasang Pambansa compound in Quezon City. ''Of course, we will depend on the protocol ng Congress po if they will suspend iyong SONA. But kami po... we are closely coordinating with the PNP po na magkaroon tayo ng orderly conduct ng flow ng mga pupunta sa SONA,'' Alejandro said. (Of course, we will depend on the protocol of Congress if they will suspend SONA. But we are closely coordinating with the PNP so we can have an orderly conduct for those who will be attending the SONA.) ''So, kami po, ang mga areas na surrounding Congress ay hinahanda pa rin natin in case na magkaroon ng hindi magandang weather. So, in the event po na—or magkaroon ng suspension ng work or classes, tuluy-tuloy pa rin naman ang ating mga emergency responders na naka-standby in case na kailangan ng assistance during the SONA po,'' he added. (We are preparing the areas surrounding Congress in case there will be inclement weather. So, in the event that there will be suspension of work or classes, emergency responders are on standby in case they need assistance during the SONA.) Days before the SONA, several parts of the country are experiencing rains even after tropical cyclone Crising (international name: Wipha) left the Philippine Area of Responsibility last weekend. Classes and government work have been suspended at least until Wednesday in Metro Manila and some provinces in Luzon and the Visayas due to the effects of the Southwest Monsoon (Habagat). Earlier, Marcos directed the suspension of pre-SONA preparations and tasked government offices to focus and ensure the safety of the public amid the bad weather. — RSJ, GMA Integrated News

Jinggoy pushes for creation of Department of Disaster Resilience

Senate President Pro Tempore Jinggoy Ejercito Estrada has filed a bill seeking the creation of the Department of Disaster Resilience (DDR) that would lead the preparations, response, and recovery efforts in times of disasters. Under Senate Bill 791, Estrada said that the proposed DDR would stand as the principal government body with "sufficiently high level of authority to lead the coordination, monitoring, oversight, and implementation of disaster risk reduction and management efforts' in the country. The agency is also expected to provide a 'clear operational framework to address the fragmented institutional functions and actions among concerned agencies on climate change and disasters.' It will also cover all natural and biological hazards, including typhoons, earthquakes, pandemics, volcanic eruptions, and other climate-related threats. 'Given how natural disasters can seriously affect our country's economic progress, it's important for the government to put in place long-term strategies and practical solutions to manage risks and help communities become less vulnerable,' Estrada said in a statement. Aside from this bill, the senator also included in his priority measures for the 20th Congress the enactment of the Disaster Food Bank and Stockpile Act, which seeks to establish a nationwide network of food banks and relief supplies for quick deployment during calamities and emergencies. Under Senate Bill 2860, food and non-food items will be prepositioned at strategic areas housed in a calamity-proof and secure warehouse that will be jointly managed by the National Disaster Risk Reduction and Management Council (NDRRMC) and the Department of Social Welfare and Development (DSWD). The local stockpiles will contain non-perishable food, potable water, medical supplies, first-aid kits, power and light sources, tents, and communication devices. The bill also requires stored items to have a minimum shelf life of two years, enough supplies to be maintained to support the local population for at least three weeks, and the use of a 'first-in, first-out system' to ensure timely use and replenishment of expiring goods. 'Relief efforts are often delayed because of access issues. These food banks will bring help closer to those who need it most, especially in hard-to-reach and island communities,' Estrada said. —VBL, GMA Integrated News

Marcos orders suspension of all SONA preps

President Ferdinand ''Bongbong'' Marcos Jr. is "dismayed" over reports that government personnel are putting up materials for the upcoming State of the Nation Address (SONA) in public areas despite communities battling the onslaught of the Southwest Monsoon or Habagat. In a statement issued Tuesday, the Office of the Executive Secretary announced that all SONA-related preparations are immediately suspended. Marcos is set to have his fourth SONA next week, July 28. The Department of Public Works and Highways, together with other concerned agencies, must instead focus on flood response and relief operations, according to the OES. The OES said Marcos has directed that all efforts should be focused on ensuring the safety and welfare of the public, adding that all government agencies must act accordingly. The Southwest Monsoon or Habagat continues to bring cloudy skies and torrential rains over most parts of the country, particularly in Luzon area. PAGASA had said Metro Manila, CALABARZON, Zambales, Bataan, Pampanga, Bulacan, and Occidental Mindoro will have monsoon rains with the possibility that floods or landslides will occur due to moderate to heavy with at times intense rains. The President had instructed concerned government agencies to ensure the safety of the people amid the floods in Metro Manila and several other provinces and to deliver assistance to flood victims quickly. —VAL, GMA Integrated News
