
DBM OKs release of P309M for Child Development Centers in barangays
The Department of Budget and Management (DBM) announced Thursday the release of P309 million for the establishment of Child Development Centers (CDCs) through multi-purpose building (MPB) projects in various barangays across the country.
In a news release, the DBM said Budget Secretary Amenah Pangandaman approved the release of the funds under the Local Government Support Fund – Financial Assistance to LGUs (LGSF-FA to LGUs) in the 2025 national budget.
The release also follows the guidelines set by the DBM and the Department of Education (DepEd) through Joint Circular 2 issued last April, the Budget Department said.
"This is part of our continuing support for Child Development Centers, aimed at giving our children a fair start even before they step into classrooms," said Pangandaman.
Under the program, LGUs must provide at least 150 square meters of land, sign a memorandum of agreement (MOA) with the Early Childhood Care and Development (ECCD) Council, and take on operational responsibilities to ensure the long-term viability of the CDCs.
The DBM said it continues to work closely with DepEd, DILG, and the ECCD Council, as well as local governments to monitor implementation and delivery of the results at the community level.
The DBM said 328 low-income LGUs are targeted to benefit from the initiative, of which 89 are in Luzon, 106 in the Visayas, and 133 in Mindanao, including the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). — VDV, GMA Integrated News

PH economic officials slash 2025–2028 growth forecasts

Cabuenas/ GMA Integrated News The Philippine economic team slashed its growth forecasts for this year and the next three years, citing heightened global uncertainties such as the escalation of tensions in the Middle East and the imposition of reciprocal tariffs by the United States. The inter-agency Development Budget Coordination Committee (DBCC) now targets economic growth to average between 5.5% to 6.5% this year, slower than the previous target range of 6.0% to 8.0%. The DBCC also lowered its target range from 2026 to 2028 to 6.0% to 7.0% from the previous range of 6.0% to 7.0%. 'The revisions take into account heightened global uncertainties, such as the unforeseen escalation of tensions in the Middle East and the imposition of U.S. tariffs,' the DBCC said in a joint statement read by chairman and Budget Secretary Amenah Pangandaman in a briefing in Mandaluyong City. 'Despite these headwinds, the DBCC remains vigilant and ready to deploy timely and targeted measures to mitigate their potential impact on the Philippine economy. Moreover, international reserves remain ample providing adequate buffer to help absorb these external shocks,' she added. Tensions between Israel and Iran have escalated in the past week, but the two parties have sent signals that the conflict was over at least for now, as they have agreed to a ceasefire under pressure from US President Donald Trump. The DBCC now expects goods exports to contract 2.0% this year, and goods imports to expand by 3.5%. The United States earlier planned to slap a 17% reciprocal tariff on Philippine goods as part of the 'Liberation Day' policy, which compares with the 34% rate that Manila charges against American goods. This was set to take effect on April 9, but Trump announced a 90-day pause on most countries except China, while countries such as the Philippines could still face a baseline 10% tariff. Sought for the latest updates regarding the trade negotiations with the US, Special Assistant to the President for Investment and Economic Affairs Secretary Frederick Go said July 9 remains to be the target for negotiations to be finalized. 'We have not heard otherwise. Of course the markets are swirling with different kinds of news from different countries, but for now we continue to negotiate with the U.S. We have submitted some of our suggested negotiation points and the U.S. has also responded, so it's a back and forth,' he said in the same briefing. The DBCC on Thursday also announced new macroeconomic assumptions for the year — inflation to average 2.0% to 3.0%, Dubai crude at $60 to $70 per barrel, the foreign exchange rate at P56:$1 to P57:$1. PH-Japan educational ties strengthen 'Golden Age' relations — envoy
Japan underscored the significance of educational cooperation in strengthening the "Golden Age" of bilateral relations with the Philippines. In a press release issued on Thursday, Japanese Ambassador to the Philippines Endo Kazuya said a deeper educational partnership between Manila and Tokyo advances and strengthens their "Golden Age" of bilateral relations. Kazuya also stressed that such collaboration could establish long-term trust and people-to-people connections, which will later support the nation's lasting diplomatic ties. Japan is currently engaged in a number of educational partnerships with the Philippines including trainings, scholarship grants, and student exchanges. Last year, the Department of Education (DepEd) partnered with a Japanese company in a bid to improve the math proficiency of public school learners. The DepEd signed a memorandum of agreement with Japan-based firm Sprix, Inc. to provide public school students free access to the Test of Fundamental Skills (TOFAS). According to DepEd, TOFAS allows teachers to assess students' calculation and problem-solving skills "accurately, providing valuable data to tailor instruction according to each student's needs." To recall, Kazuya welcomed distinguished Japan Studies professors from the University of the Philippines (UP) in April, and De La Salle University (DLSU) and Ateneo de Manila University (ADMU) in May to his residence in Makati City. Among those who visited him include UP Asian Center Professor Dr. Matthew M. Santamaria, Associate Professor Dr. Jocelyn Celero, Assistant Professor Dr. Karl Ian U.
