Lao Provincial party secretary, governor replaced as govt extends reshuffle

In the northwest province of Bokeo, Brigadier General Paenkham Boutchanpheng has been appointed Acting Party Secretary and Acting Governor of the province. He replaced outgoing Party Secretary and provincial Governor, Dr Thongchanh Manixay, who is also a member of the Party Central Committee, at a ceremony held on Aug 1 Dr Thongchanh has now retired. Presiding over the position transfer, Politburo member, Deputy Prime Minister, and Minister of Public Security, General Vilay Lakhamfong, said the changes reflect a strategic vision to improve leadership performance across the country. On the same day, in the northernmost province of Phongsaly, Brigadier General Somphone Mittaphone was appointed Acting Party Secretary of the province, replacing outgoing Party Secretary and provincial Governor Khamphoy Vannasane. No mention was made of a replacement for the position of governor. Mr Khamphoy, who is a member of the Party Central Committee, will take up a new post at the Lao Front for National Development. The replacements came after a recent cabinet reshuffle and organisational change that merged four ministries with others, reducing the total from 17 to 13 ministries. The changes are taking place as provinces and ministries prepare for their Party Congresses to elect new Party leaders, including Party secretaries, to lead their respective bodies over the next five years from 2026-2030. In traditional practice, all provincial and ministerial Party Congresses are normally convened by year's end, paving the way for the National Party Congress, which is slated to take place next year to elect a new Party leadership, including the Party Secretary General and members of the Politburo and Party Central Committee for the next five-year tenure. As the five-year tenure in Party and state bodies ends at around the same time, it is expected that next year there will be an overhaul not only within Party bodies, but also in the National Assembly (NA), following a national election to select new or return existing members of the NA. At the preliminary session of the next NA legislature, the people's representatives will elect the state president and prime minister and vote for a new government cabinet. - Vientiane Times/ANN

Mediation efforts based on mutually agreed framework, says PM
KUALA LUMPUR: Malaysia's mediation efforts between Thailand and Cambodia are being carried out through a mechanism mutually agreed upon by both countries. Prime Minister Datuk Seri Anwar Ibrahim said the framework sees Malaysia acting as the chair, host and observer in the ongoing peace talks, following consent from both sides. "The mechanism decided Malaysia as chair, host and witness. Both Cambodia and Thailand agreed to this," he said during Prime Minister's Question Time in the Dewan Rakyat today. He was responding to a question from Datuk Seri Shahidan Kassim (PN–Arau), who asked whether the government planned to use the Asean Forum to defend member states from external interference. Anwar added that he had contacted all Asean leaders to secure their mandate and support, and had been updating them on developments. He stressed that Malaysia's role was aimed at safeguarding Asean unity and cooperation. "I wouldn't want to overstate any success. The situation remains sensitive and tense, with accusations still being exchanged. "But what is encouraging is that whenever tensions arise, they are immediately referred — either to the foreign minister, to me, or now also to the Armed Forces chief. This has placed Malaysia and Asean in a position of priority," he said. Anwar also said that any formal framework for resolving the border dispute through the Asean Regional Forum or Security Initiative was still too early to determine at this stage.

Laos diversifies into nuclear energy with Russian support

Laos aims to diversify power sources, instead of relying heavily on hydropower- Sinohydro 3/Hangout via Xinhua VIENTIANE: Laos is looking to Russian nuclear energy technology to boost its domestic power sector - a vital source of revenue for the landlocked nation. The two governments agreed to sign a roadmap to develop Laos's nuclear energy during Lao President Thongloun Sisoulith's visit to Moscow recently, along with several other bilateral agreements. "One of them is a roadmap for cooperation in the nuclear sector between the Russian nuclear corporation Rosatom and the Ministry of Industry and Trade of Laos,' Russian News Agency TASS reported, but no further details were revealed. The Moscow-headquartered Rosatom is the world leader in nuclear energy production. Vientiane Times on Monday (Aug 4) reported that both parties signed the agreement to pursue the nuclear energy programme. "This comes at a time when Laos seeks to harness the peaceful use of nuclear energy to diversify power sources, instead of relying heavily on hydropower,' said the English daily. At least 80 per cent of electricity is produced by hydropower plants. The Lao economy is largely driven by agriculture, tourism, electricity generation, mining, manufacturing and transport sectors. The energy diversification also comes at a crucial time after the United States imposed a 40 per cent tariff on Laos' exports into the country, which could hurt its economy. Nicknamed the "battery of Asia', Laos is trying to emerge as a major energy player in the Asean region and currently exports electricity to Thailand and Cambodia. Last year, it earned about RM4 billion (US$980 million) in electricity exports. It is also part of the ambitious Asean Power Grid, a regional network earmarked to be fully integrated by 2045. The initiative aims to supply affordable energy to about 670 million people in the South-East Asian region. According to the International Energy Agency, coal makes up 38.9 per cent of the Lao's energy mix, followed by 35 per cent hydropower, biofuel and waste at 16.5 per cent, and oil at 9.5 per cent. The Lao president visited Russia from July 30 to August 1 at the invitation of Russian President Vladimir Putin. - Bernama
