Swedish government plans to ease mortgage rules to help first-time buyers

STOCKHOLM: Sweden's government said on Tuesday it planned to ease mortgage rules to help first-time buyers and those without capital for a deposit to get into the housing market.
Under the plan, people wanting a mortgage will be able to borrow up to 90 per cent of the value of their property, up from the current 85 per cent.
A current requirement for the heaviest borrowers to pay back 3 per cent of their loan each year will be dropped.
The new rules are expected to be introduced at the start of next year.
"The new proposals will make it easier, for example, for first-time buyers and young families to get onto the property ladder," Housing Minster Andreas Carlson said.
"At the same time, we have taken into consideration financial stability through measures to hold back indebtedness."
The proposal broadly reflects recommendations in a white paper last November.
Critics have said that tough mortgage rules, introduced after the financial crisis of 2008-9, are necessary to reduce risks in the banking system.
Swedish home-owners are among the most highly indebted in Europe, with debts of around 180 per cent of disposable income, down from a peak of around 200 per cent in 2021.
Most mortgages are floating rate, making households sensitive to interest rate changes and amplifying swings in the economy.
The government said it also planned to strengthen the central bank's role in macroprudential oversight.
The central bank will take over responsibility for setting the level of banks' countercyclical financial buffer, which has up to now been set by the Financial Supervisory Authority.

LONDON: The US dollar eased against the yen and Swiss franc on Wednesday, as fighting between Israel and Iran prompted investors to scoop up safe-haven assets, while a Federal Reserve decision on interest rates due later kept volatility subdued. Israel has pounded Iran over the past six days to halt its nuclear activity and has asserted the need for a change of government in the Islamic Republic. The US military is also bolstering its presence in the region, Reuters reported, sparking speculation of US intervention that investors fear could widen the conflict in an area replete with energy resources, supply chains and infrastructure. The dollar has resumed its role as a safe haven, having gained around 1 per cent against both the Japanese yen and Swiss franc since last Thursday. On Wednesday, the US currency took a breather, edging fractionally lower against the yen and the franc and more noticeably so against the euro and the pound. "The dollar is still a safe haven because of its depth and liquidity, so, yes the structural forces are diluting the dollar safe-haven activities, but they're not eroding them completely," said currency strategist Rodrigo Catril at National Australia Bank. "But in a scenario of big risk aversion, the dollar will still gain support but maybe not to the same extent it has managed in the past." Against a basket of six other major currencies, the dollar is still down around 8 per cent so far this year, as confidence in the US economy and the reliability of President Donald Trump's administration as a trading and diplomatic partner has faded. With the Federal Reserve's decision on interest rates just hours away and markets closed on Thursday for the Juneteenth federal holiday, activity in currencies was muted. Against the yen, the dollar fell 0.2 per cent to 144.975 tilted into the red against the franc to 0.81665 francs. NO CHANGE FROM THE FED Traders expect the central bank to leave borrowing costs unchanged and will closely parse what Chair Jerome Powell says about the outlook for growth and inflation. Uncertainty was already running high and recent data have started to show the impact of Trump's erratic approach to trade and tariffs. The escalation in tensions in the Middle East, and the surge in crude oil prices to about US$75 a barrel, have further complicated matters for policymakers. Trump has repeatedly called for Powell to cut rates, accusing him of being too slow to lower borrowing costs. In the current environment, the Fed Chair is unlikely to signal when a cut might happen, according to strategists at MUFG. "The takeaway this evening may be some modest increase in expectations of rate cuts from September onwards. The appetite to sell the dollar though will likely be muted for now until there is a clearer outlook on the Israel/Iran conflict over the coming days," MUFG head of research for EMEA Derek Halpenny said. Weekly initial jobless claims data is due later, while on the macro front, the Swedish central bank cut rates as expected leaving the crown a touch weaker against the euro , which rose 0.3 per cent to 10.998 crowns. On Thursday, the Swiss National Bank, the Bank of England and the Norges Bank will deliver their respective rate decisions. The pound rose 0.26 per cent to US$1.346 after data showed inflation cooled no more than expected to an annual rate of 3.4 per cent in May, ahead of the BoE decision. The euro was also up 0.3 per cent at US$1.1514. In the background, an area of frustration for investors was a Group of Seven meeting in Canada that yielded little on the tariff front ahead of Trump's early-July deadline for additional levies.

HELSINKI, June 17 (Xinhua) -- Sweden's economy is projected to grow 0.9 percent in 2025, with a stronger expansion of 2.7 percent expected in 2026, the Swedish National Institute of Economic Research (NIER) estimated in an outlook report published Tuesday. The institute attributed the current economic sluggishness to both external and domestic factors. Internationally, U.S. trade policy, marked by higher tariffs and policy uncertainty, is weighing on the global economy, leading to weak demand in Sweden's export markets. This trend is likely to persist into next year. Domestically, Swedish households have been cautious about increasing consumption over an extended period, further restraining growth. To support the recovery, the Swedish Central Bank is expected to lower its guidance interest rate from the current 2.25 percent to 1.75 percent, amid subdued inflation and weaker overall activity, noted the NIER. Despite the current challenges, NIER anticipates an economic recovery in the second half of 2025, driven mainly by increased public and private investment in production and a gradual pickup in consumer spending. Wages are forecast to rise by 3.5 percent in both 2025 and 2026, boosting household purchasing power. Inflation has stabilized and is projected to fall below 2 percent in 2026. Nonetheless, labor market conditions remain difficult. According to the Swedish Statistics Agency, unemployment stood at 9.7 percent in May, one percentage point up from a year earlier. The NIER expects unemployment to remain around 9 percent in the near term. The NIER is a government agency operating under the Ministry of Finance.
