
What to do if your UK passport is lost or stolen: steps you need to take
Your passport serves as a gateway to travel abroad and allows you to identify as a citizen of a country. So losing it or having it stolen provides a number of headaches, especially if you are travelling at the time. If it does go missing, the most important thing is to act fast. As soon as you find your passport is missing The first thing you must do is report it to the Home Office via Gov.uk so that it can be cancelled. Only then can you apply for a new one.
Cancelling can be done via a webpage that will guide you through the process. Doing so quickly means you reduce the chances of identity theft.
If you know that your passport has been stolen, you should report the theft to the police. You can do this by calling 101 in the UK.
If you are abroad and you know it has been stolen, you should also tell the local police and ask for a written report – you may need this for insurance purposes to claim for any losses due to upset travel plans. You may also need it when applying for a new passport. Some police authorities may not give you a report, but the Association of British Travel Agents (Abta) recommends you always ask so you can demonstrate that you have tried to report the loss.
When you report it lost or stolen, you will be asked for the nine-digit passport number. You can proceed with the cancellation without it but it is useful to have it so take a photocopy or a picture of the passport for your files before you travel or if you have it in your possession now. Otherwise the number may be available on a travel booking, frequent flyer account or a visa application. Once you have reported it gone, you can get a replacement by applying online. This will cost £94.50 and you will need a digital photo, which is less than a month old and follows all the necessary requirements, and a debit or credit card. Someone will need to confirm your identity online if you are replacing a lost or stolen passport. You can also apply using a paper application form, available from the Post Office, but this is more expensive at £107. The processing time is about three weeks.
If the passport is urgent and you are in the UK, you can go through a one-week fast-track process, which costs £178 for an adult document or £145 for a child's.
If you are abroad, you can apply from the country that you are in but this is only if it is not urgent. If you need to travel within six weeks, you can apply for an emergency travel document, usually valid for a single or return journey. You can apply for this online. You will need to check whether the country you need to leave, or countries you need to travel through and to accept this form of travel document however. The application costs £125. Record the number: this is the nine digits printed on the biodata page of the passport. This will help if you have to apply for another if it is lost or stolen again. The FCO has advised in the past taking two photocopies of the page and leaving one with friends or relatives while you travel and holding on to the other one yourself. You can also take a picture with your phone and share it.
When you are travelling, your passport is not always safer with you when you are out and about and should only be carried if the local law requires you to. Store it in a hotel safe if you have access to one.
At home, the safest place to store your passport is in a secure, fire-resistant and water-resistant safe. Alternatively you could use a lockable filing cabinet.

Over-60s free travel costs taxpayers £100 MILLION more than fare dodgers
Free public transport for older Londoners is costing taxpayers around £500 million a year - £100 million more than fare dodgers. More than 1.5 million people aged 60 and above currently travel for free on London 's buses, Tubes, trains and trams thanks to two schemes: the 60+ Oyster Card for those aged 60 to 65, and the Freedom pass for those 66 and over. But with costs rapidly rising and many users still working, critics say the benefit is becoming 'difficult' to justify. Transport for London (TFL) is predicated to spend a staggering £135 million on the 60+ Oyster Card alone this year, up from £60 million in 2016 - and the figure is expected to hit £185 million by 2027. Meanwhile, the Freedom Pass costs London's boroughs another £350 million annually and could reach nearly £500 million by the end of the decade, as reported by The Telegraph. The hefty price tag has now sparked debate about whether these schemes are still fair - or sustainable. According to TfL, 60 per cent of those using the 60+ Oyster Card are still in work, and 20 per cent use it to commute. On average, Londoners aged 60 to 64 earn about £42,000 a year - nearly double the income of workers in their early twenties. Critics say this shows the benefit is going to people who don't necessarily need it. Reem Ibrahim, of the Institute of Economic Affairs, said: 'It is difficult to justify a system where the wealthiest age group in the country is having their travel funded by taxpayers. We urgently need a targeted approach.' Liz Emerson, chief executive of the research charity International Foundation, called it a 'perfect example of intergenerational unfairness,' with younger workers essentially footing the bill for their older colleagues' commutes. The Freedom Pass scheme is managed by the London boroughs, most of which raised council tax by the maximum 5 per cent this year. The body that it on behalf of the boroughs has warned the the scheme will soon become 'unsustainable.' The 60+ Oyster Card was introduced by then-Mayor Boris Johnson in 2012, and is funded through council tax and the congestion charge. Once users celebrate their 66th birthday, they automatically move onto the Freedom Pass - unless they have a disability, in which case they may qualify earlier. During the pandemic, Mayor Sadiq Khan paused the use of these passes before 9am to save money - a move that generated an extra £15 million in fares. However, he rejected a proposal to gradually raise the age limit for the 60+ card in line with the state pension age. A TfL spokesperson told the Telegraph: 'Both the Mayor and TfL are committed to making public transport in London as accessible, convenient, and affordable as possible. 'We regularly review our range of concessions to ensure that they continue to benefit Londoners, while also remaining affordable for TfL to operate.' It comes as a report released last Wednesday found fare evasion is becoming 'normalised', with train staff telling the inquiry that they are struggling to cope with 'aggressive' passengers who refuse to buy tickets. Travellers are using 'a range of techniques to persistently' underpay or avoid paying and see it as a 'victimless crime ', according to the Office of Road and Rail (ORR). It found fare evasion is a mounting problem now costing taxpayers £400million a year which is resulting in higher fares and less investment cash to improve services.

Smaller hand luggage and stingier compensation: The EU continues to dictate how we travel
New EU regulations could water down British holidaymakers' rights to compensation in the event of a flight delay, while forcing us to take smaller bags into the cabin. On Thursday June 5, EU Transport Ministers met to discuss changes to air passenger laws. They proposed to extend the minimum delay after which flyers may be entitled to compensation from three hours to four, while reducing the maximum amount that passengers can receive. Ministers also suggested a new standardised bag allowance for free underseat luggage which is smaller than those currently imposed by easyJet and Wizz. Despite Brexit, these rule changes could have implications for British holidaymakers travelling to the Continent. Let's take a look at the new regulations on the table, and the chances that they will affect your holidays. It'll be harder to receive compensation What's happening? As it stands, holidaymakers delayed by more than three hours are eligible for compensation, on top of their refund, so long as the airline is at fault for the delay. This is thanks to a regulation called EU261, passed in 2004, which the UK decided to adopt into law after leaving the European Union. Compensation rates start from €250/£220, rising to €600/£520 depending on the length of the flight. However, this threshold could soon be raised to four hours. Under the latest proposals, the lower end of the compensation bracket will go up to €300 and the higher end will come down to €500. Ministers are also expected to update the list of 'extraordinary circumstances', which allow airlines to avoid paying compensation, as part of revisions to 31 different air passenger rights. Will this affect you? British passengers travelling with any airline from an EU country back to the UK will be affected by the proposed rule change. So if you are flying with British Airways from Paris to Heathrow, you will need to wait four hours, not three, to be eligible for compensation. If the proposed change passes through EU Parliament, passengers flying from Britain to the Continent would still qualify for compensation when their flight delay hits the three-hour mark. However, it is ultimately on the UK Government to decide whether or not to adopt the amendments for outbound flights, or to stick with the original rules. Consumer groups are lobbying the Government to take no action, thereby retaining the more generous compensation rules, but British airlines will likely argue that stepping out of line with the EU will put them at a disadvantage against international rivals. Ryanair has previously estimated that EU261 costs each passenger £7 per flight, and some airlines groups have lobbied for an even longer compensation threshold of five hours, to dissuade cancellations and allow airlines a chance to reroute flights to fulfil scheduled routes. Free hand luggage limits are changing What's happening? In early June, EU transport ministers proposed standardising the size of free underseat baggage across all EU airlines. This could become EU law if accepted by the European Parliament. The ministers proposed that this new size would be 40 x 30 x 15cm, including wheels and handles. Airlines currently have varying size allowances for the free underseat bag, which are: easyJet: 45 x 36 x 20cm Ryanair: 40 x 20 x 25cm Wizz: 40 x 30 x 20cm British Airways: 56 x 45 x 25cm plus handbag/laptop bag Jet2: 56 x 45 x 25cm plus handbag/laptop bag Notably, the suggested 15cm dimension would represent a reduction in depth by 20 to 25 per cent on what are already fairly stringent allowances. There have been no suggestions of standardising the size of overhead locker bag allowance. However, over the last year a number of Spanish courts have ordered low-cost airlines to reimburse passengers for hand luggage charges. Lawyers from Blake Morgan told The Telegraph: 'This will have consequences for all airlines flying to and from Spain and possibly other EU destinations as well.' Will this affect you? The new bag size rules would apply to all airlines with bases in the EU (including Ryanair, easyJet and Wizz) and would cover all routes including to non-EU countries like the UK. Some consumer groups have voiced their support for the move. Jane Hawkes, a consumer travel expert, says that hand luggage sizes should be universal. 'I don't really see why it can't be, and why they can't come to a voluntary agreement as to what those requirements should be for your baggage,' she told the BBC. 'There have to be restrictions, obviously, but a one-size-fits-all kind of approach would make it a lot simpler for passengers.'
