Punjab's Anti-Sacrilege Bill Meets Roadblock, Sent To Select Committee

The anti-sacrilege bill, meant to introduce stringent punishment for desecration of religious scriptures - be it Guru Granth Sahab, Gita, Quran or the Bible -- did not get passed in the Punjab assembly today despite there being a broad consensus on the need for tougher laws.
The Punjab Prevention of Crimes Against Holy Scriptures Bill 2025 -- which proposed life imprisonment for culprits -- was sent to a select committee.
The BJP had raised questions over the bill, asking why feedback from political and social parties was not sought. The Congress wanted more time to scrutinise it.
The Select Committee will include assembly Speaker Kultar Singh Sandhwan and it would take the opinion of all stakeholders and submit its report within six months. The proposal related to this was passed unanimously in the Assembly.
Chief Minister Bhagwant Mann told the assembly that unlike earlier, those who desecrate the holy scriptures will get exemplary punishment once the bill is passed.
"Whenever incidents of desecration took place, our heart used to break. But till date there was no such concrete law in this matter. The culprits used to come out after serving the sentence after a short time. Therefore, it was very important that anyone who desecrates any religious text should get exemplary punishment," he said.
Punjab has been trying to pass an anti-sacrilege bill since several instances of desecration of Guru Granth Sahib about a decade ago.
Attempts were made in 2016 and 2018 to pass similar bills.
In 2016, the Centre thumbs downed the IPC (Punjab Amendment) Bill, 2016 and CrPC (Punjab Amendment) Bill, 2016, saying all religions should be treated equally given the secular nature of the Constitution.
In 2018, the Amarinder Singh government passed two similar bills which did not get the President's nod.
The current bill has provisions for strict punishment including life imprisonment for the desecration of holy scriptures.
Till now, cases involving desecration of religious texts were filed under IPC and later BNS Sections 298 (hurting religious sentiments, carrying a jail term of 3 years, fine or both), 299 (outraging religious feelings carrying a three-year jail term, a fine or both) and 300 (disturbing religious assemblies carrying a one-year jail term, a fine or both).

Protesters have criticised BJP's stance on smart meters, pointing out the party's contradictory position in West Bengal, where it opposed the installation of smart meters. Following protests over allegedly inflated electricity bills, the West Bengal govt halted the installation of smart meters for domestic consumers. "The BJP's actions in Tripura contradict their stance in West Bengal," said Jitendra Chaudhury, leader of the opposition. "The West Bengal govt recognised the issues and stopped the installation work," he added. Despite the backlash, TSECL managing director Biswajit Basu defended the decision, stating that the allegations against smart meters are unfounded and that any issues are likely due to human error or local problems. In a related development, TSECL has issued a showcause notice to TDS Management Consultants Pvt. Ltd, a Punjab-based billing agency, after uncovering significant irregularities in Tripura's energy meter billing system. An investigation led by Tripura power minister Ratan Lal Nath revealed large-scale underbilling and potential corruption in Khowai district. The investigation found that meter readers submitted average billing data despite having fully functional meters, leading to financial losses for TSECL. We've launched a campaign to educate consumers on the advantages of smart meters. The technology is reliable, similar to UPI transactions, which have not reported discrepancies." As the controversy continues, TSECL remains firm in its commitment to modernizing the state's electricity infrastructure.

The Congress on Wednesday (July 16, 2025) slammed the BJP government in Uttarakhand for promoting VIP culture in the State after Chairman of Badri-Kedar temple Committee (BKTC) took a chopper to Kedarnath despite suspension of services due to bad weather. As per reports, BKTC Chairman Hemant Dwivedi, along with three other persons, took a chopper to Kedarnath on July 14. Heritage aviation had organised the chopper ride. After the matter was reported to officials, the Uttarakhand Civil Aviation Development Authority (UCADA) ordered an investigation. Sources in the department confirmed that the aviation firm was informed about the guidelines of the Director General Civil Aviation (DGCA), which has totally shut the shuttle services in the Kedar valley due to the weather conditions, while the chopper services of Char Dham are allowed but that too with the riders of weather being suitable for the flight. UCADA CEO Ashish Chauhan told The Hindu that a notice had been issued to the aviation firm. 'After around half a dozen chopper accidents took place in the State during the ongoing char dham yatra, the DGCA had issued instructions to Uttarakhand's authorised agency, UCADA, to impose a complete ban on air services during the rainy season. But BKTC president Hemant Dwivedi has not only flouted the rules by travelling to Kedarnath by helicopter, but once again openly supported the VIP culture,' said Congress spokesperson Garima Dasauni. She said when there was a complete ban on flights for the safety of common devotees, then how and why was this special exemption given to the BKTC president. 'This directly reflects the situation of 'one country, two rules' and is an example of disrespect for government rules,' she added.
