
DoT plans mobile ID checks to curb cyber fraud
telecom department
has proposed tightening its
cybersecurity rules
, under which it can now direct telecom operators and other entities like banks, financial institutions, e-commerce players, etc., to verify mobile numbers or identities of users through a centralised platform, in another step to curb
online fraud
and spoofing.
The stakeholders can verify the mobile numbers of users by paying a prescribed fee for using the platform, the Department of Telecommunications (DoT) has proposed in a draft notification to amend the Telecommunications (
Telecom Cyber Security
) Rules, 2024.
"With a view to ensuring telecom cyber security and prevent security incidents, the Central Government shall by itself, or through an agency authorised by the Central Government, establish a MNV (
mobile number validation
) platform and issue directions to authorised entities and licensees, as regards the form and manner in which to participate on such platform," DoT said in the draft notification.

Further, the government can issue directions to phone makers to provide assistance as required in relation to tampered devices bearing International Mobile Equipment Identity (IMEI) numbers.
The manufacturers can also be asked not to assign IMEIs that are already in use in telecommunication networks in India, to new telecommunication equipment that are being manufactured in India or imported to India.

As per the draft rules, the Central government shall, either directly or through an agency authorised by it, will maintain a database of IMEIs which are tampered, or whose use has been restricted.
If the government considers that immediate action is necessary or expedient in public interest, it shall without issuing a notice, pass an order to the telcos to temporarily suspend the use of a mobile number. "The proposed Telecom Cybersecurity Amendment Rules 2025 represent a strong policy move toward securing India's digital infrastructure. By mandating verification of user identifiers through a centralized government platform, the regulation aims to reduce telecom-related fraud and enhance digital accountability across sectors," Tarun Wig, co-founder & CEO at Innefu Labs said.
However, the broader implications include potential friction around data privacy, integration complexity, and the cost of compliance especially for smaller digital platforms and startups. "Operationalizing such a system at scale while ensuring minimal disruption and maximum data protection will be a key challenge," Wig said.

The proposed rules seek to ensure that taxpayer-funded loan forgiveness supports genuine public servants working for organisations that serve the public good, rather than those involved in unlawful conduct. These changes come after President Trump signed the Restoring Public Service Loan Forgiveness Executive Order, directing the Department to revise the PSLF programme and tighten the definition of qualifying employers. The new rules specifically exclude organisations engaged in activities with a 'substantial illegal purpose,' such as terrorism support, discrimination, immigration law violations, and child abuse, from being eligible employers for the PSLF scheme. This NPRM follows an extensive process that included public feedback sessions and a negotiated rulemaking committee involving borrowers and education stakeholders. Two public hearings in May allowed for wide input, while the committee met in July to discuss and refine the qualifying employer definition. Although consensus was not fully reached—one committee member objected—the majority supported the changes. Exclusion criteria for qualifying employers The key feature of the proposed rules is the exclusion of organisations involved in illegal activities from the PSLF programme. Examples of activities that would disqualify employers include supporting terrorism, aiding or abetting discrimination, violating immigration laws, or engaging in child abuse. Such organisations would no longer be recognised as qualifying employers, thereby disqualifying their employees from receiving loan forgiveness benefits. Public comment period and next steps The Department of Education is accepting public comments on the proposed rules through the Federal eRulemaking Portal at Comments must be submitted by September 17, 2025, and submissions via fax or email will not be accepted. This period allows stakeholders and the public to contribute further before the regulations are finalised. PM to launch projects worth Rs 13,000 crore tomorrow
Patna/Gaya: Prime Minister Narendra Modi will inaugurate and lay the foundation for projects worth Rs 13,000 crore in Bihar during his Gaya visit on Friday. The visit is significant not only for the slew of infrastructure, health, power and urban development projects lined up for opening but also for its political importance, as the Magadh region—where the PM will hold his public rally—has remained a weak spot for the NDA in recent elections. The projects which PM Modi will launch from Gaya belong to roads, power, health, urban development and water supply. Modi will also flag off Amrit Bharat Express between Gaya and Delhi and the Buddhist circuit train between Vaishali and Koderma. After addressing a public meeting at Gaya around 11am, PM Modi will visit Simaria to inaugurate the 8.15-km-long Aunta-Simaria bridge project on NH-31, which includes the 1.86-km-long six-lane bridge on the Ganga river, constructed at a cost of over Rs 1,870 crore. It will provide direct connectivity between Mokama in Patna and Begusarai. NHAI regional officer M L Yoetkar said they had to face immense challenges during the bridge's construction. "This is a low-lying area, prone to annual floods. Construction work is possible only during seven-eight months every year. PM Modi will also inaugurate the four-lane Bakhtiyarpur-Mokama section of NH-31 built with around Rs 1,900 crore. Modi will also inaugurate Buxar Thermal Power Plant (660x1 MW) built at the cost of Rs 6,880 crore. The plant will meet the growing electricity demand of the region. In order to boost health infrastructure, PM Modi will inaugurate the Homi Bhabha Cancer Hospital & Research Centre at Muzaffarpur. The centre has advanced oncology OPD, IPD wards, operation theatres, modern lab, blood bank and a 24-bed ICU and HDU. As part of his Swachh Bharat Mission and ensuring unhindered flow of the Ganga river, PM Modi will inaugurate the sewerage treatment plant (STP) and sewerage network at Munger worth over Rs 520 crore and constructed under the Namami Gange project to reduce pollution load in the Ganga and improve sanitation facilities in the region. The PM will also lay the foundation stone for a series of urban infrastructure projects worth around Rs 1,260 crore. These include the STP and sewerage network at Daudnagar in Aurangabad and Jehanabad; STP and interception and diversion work at Barahiya in Lakhisarai and Jamui districts. Under AMRUT 2.0 programme, he will lay the foundation stone for water supply projects at Aurangabad, Bodh Gaya and Jehanabad. The PM will also symbolically hand over the keys to 12,000 rural beneficiaries under PMAY-Gramin and 4,260 beneficiaries under PMAY-Urban at the 'Grih Pravesh' ceremony. PM's visit to Gaya is politically crucial for the NDA as the alliance underperformed in the region both in the 2020 assembly elections and the 2024 parliamentary polls. The area, having 26 assembly and four Lok Sabha seats, is politically important and it is expected that his visit would boost the morale of NDA workers. In 2020, JD(U) could not win even one of the 26 seats in the five districts of the Magadh division. However, the performance of HAM(S) was much better in the Magadh division in 2020, as it won three of the 10 seats it contested. The good performance partially reduced the impact of embarrassment caused by HAM(S) founder Jitan Ram Manjhi's shock defeat in the Makhdumpur assembly segment of Jehanabad district. However, Manjhi, who contested two seats, won from Imamganj. NDA leaders, including Lav Singh, a prominent JD(U) leader of the Magadh division, and BJP leader Akhauri Niranjan, are hopeful that the performance of the NDA would be much better compared to 2020. The NDA leadership of the Magadh division is hopeful of repeating the 2010 assembly election performance when the alliance virtually swept the assembly polls in the area. During his visit, PM Modi will lay foundations and inaugurate several development projects, giving the NDA an opportunity to project both governance and intent ahead of the upcoming poll battles. Leaders of the alliance in Magadh believe that the PM's presence will not only energise the cadre, but also help the NDA reclaim its lost ground in a region once considered its stronghold.
