Climate Change Bill still being reviewed by AGC, Parliament told

The Star2 days ago
KUALA LUMPUR: The Climate Change Bill is being reviewed by the Attorney General's Chambers, and is targeted for tabling later this year, says Datuk Seri Johari Abdul Ghani.
The acting Natural Resources and Environmental Sustainability Minister said they are looking to table it during the next Dewan Rakyat sitting in October.
'Once the bill is finalised, we will table it. If there are no major changes, we will table it after Budget 2026 is tabled.' he said during question time in the Dewan Rakyat on Monday (Aug 18).
Johari was responding to a supplementary question by Datuk Seri Hasni Mohammad (BN-Simpang Renggam) who asked about progress updates on the much talked about Climate Change Bill.
Previously, environmental activists and other professionals in Malaysia were reported pressing for the Climate Change Bill to be tabled in Parliament soon, making environmental rights a human rights concern.
On another matter, Johari said there are currently no mining activities in permanent forest reserves.
In a related development, he said there is a team of scientists and researchers led by the Forest Research Institute Malaysia (FRIM) currently conducting research at a site in Labis, Johor.
'They are studying the permanent forest reserve there and what must be done before, during and after mining activities.
'The outcome will allow all MPs to know what standard operating procedures must be followed to ensure no untoward outcomes,' he said.

Kuala Lumpur: Prime Minister Datuk Seri Anwar Ibrahim emphasised that close cooperation between state and federal leaders is essential to ensure the aspirations of the people are realised in a comprehensive and inclusive manner. The Pakatan Harapan (PH) Chairman said he had held a meeting with Barisan Nasional (BN) Chairman Datuk Seri Dr Ahmad Zahid Hamidi and Gabungan Rakyat Sabah (GRS) Chairman Datuk Seri Hajiji Noor, conducted in a harmonious atmosphere marked by camaraderie. Advertisement 'This meeting reflects political maturity and a commitment to strengthening cooperation to ensure the country's stability, particularly in the context of relations between the Federal Government and Sabah. 'I believe political stability is a crucial foundation for advancing development agendas and safeguarding the welfare of the people,' he said in a Facebook post. Anwar, who is also PKR President, expressed hope that this spirit of consensus will continue to underpin stronger national unity, leading to a progressive, just and prosperous future for all in Malaysia. PH is in separate pacts with GRS and BN for the Sabah election, as the two coalitions have refused to work together despite Anwar's urging. Sabah BN previously said any form of cooperation with GRS would only be considered after the outcome of the state polls, which must be held by December. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Education loan exemption for first-class honours starts next month

PETALING JAYA (Aug 20, 2025): Applications for the National Higher Education Fund Corporation first-class honours loan exemption will reopen on Sept 1, but the government says there are no plans, for now, to revive the travel ban on loan defaulters. Higher Education Deputy Minister Datuk Mustapha Sakmud told the Dewan Rakyat the loan exemption scheme, introduced in 2001, remains available for top graduates. 'The education fund website has been updated and applications will reopen on Sept 1. Eligible graduates, especially those with first-class honours, may reapply,' he said. Responding to Kepong MP Lim Lip Eng on the discontinued travel ban, Mustapha said the matter was still being studied but no decision had been made. 'We may revisit it, but at present there are no plans to impose a travel ban. Our priority is to help borrowers meet their obligations,' he added. Muar MP Syed Saddiq Syed Abdul Rahman meanwhile, flagged repayment struggles among graduates earning below RM2,200, citing a 2020 proposal for deferred or phased payments based on income levels. Mustapha said the government was open to such restructuring. 'Setting income thresholds is a good idea. The education fund already allows repayment restructuring so borrowers can pay according to their means. Our aim is to ease their burden and be compassionate.' He added that the education fund operates on a revolving fund dependent on repayments and urged those in difficulty to seek help directly from the agency. As of July this year, the education fund has approved loan disbursements worth RM59.44 billion for 3.1 million B40 borrowers.
