IJM Corp's construction book may expand to RM11bil with new deals

KUALA LUMPUR: IJM Corp Bhd is expected to see growth in its construction order book and a pickup in property earnings going into financial year 2026 (FY26).
Hong Leong Investment Bank Bhd (HLIB Research) said the group's outstanding order book stands at RM6.6 billion, representing 2.6 times cover on FY25 construction revenue.
The firm said IJM's effective order book could expand to RM11.1 billion, including contributions from construction associates JRL Group, which is pending completion, and Hexacon.
"Contracts secured in FY25 amounted to RM2.7 billion, falling below management's guidance of RM5 billion, largely due to delays in the NPE extension. Nevertheless, IJM has started FY26 strongly, securing approval for the NPE extension worth RM1.4 billion.
"Management is targeting a replenishment rate of RM6 billion to RM8 billion, backed by five to six data centre tenders, Penang LRT Segment 2, and airport jobs, in addition to NPE 2.0 and Nusantara PFI," it said in a note.
HLIB Research also anticipates the potential conversion of two Nusantara private finance initiatives in FY26, namely the public housing project worth RM1.5 billion and the 26km multi-utility tunnel project.
"In our view, IJM, possibly through a joint venture, could generate returns from availability charges. However, the conversion of the latter could spill over into FY27, in our view," it added.
The research house remains upbeat on the group's longer-term prospects in the ports segment.
This is supported by investments in MCKIP, the ECRL and the Phase 1 carbon capture, utilisation and storage project under the National Energy Transition Roadmap, which could add five million tonnes per annum of throughput.
HLIB Research said toll volumes remained healthy in the fourth quarter and expressed confidence that the NPE restructuring will not result in toll rate cuts in the near term.
It noted that IJM has also maintained that plans to monetise mature highways remain in place, though the timing remains uncertain.
The firm has kept its 'Buy' call on IJM, raising its target price slightly to RM2.96 from RM2.92.
"We continue to see trading opportunities in the stock given its valuation discount to peers, potential contract wins and monetisation news flow.
"Key catalysts include contract awards, while risks involve unfavourable restructuring terms, high material costs and labour shortages," it said.

HLIB Research maintained its own FY25 FFB output growth assumption of 2.5%. It said IOI's FFB output has shown month-on-month and year-on-year (y-o-y) recovery since March with weather conditions improving. The output recovery has helped to narrow the group's year-to-date FFB output decline to just 0.3%, for the first 10 months of FY25. Lower FFB output, minimum wage hike effective February and higher windfall profit levy had lifted IOI's 3Q25 CPO production cost by 1.3% y-o-y to RM2,530 per tonne, bringing its nine-month FY25 CPO production cost to RM2,104 per tonne. It said the accelerated replanting programme of 8,000ha to 9,000ha per annum, embarked since FY19, would continue into FY26. This will bring down its average age profile to about 13 years by end-FY26.

KOTA KINABALU (June 4): A former cellphone company salesman was fined a total of RM50,000 by the Sessions Court here on Wednesday after pleading guilty to six charges under the Computer Crimes Act 1997. Judge Noor Hafizah Mohd Salim handed down the fines to Mohd Ariffin Rafiuddin, 35, who admitted to all charges under Section 4(1)(a) of the Act. The section provides for a fine of up to RM150,000 or imprisonment of up to 10 years, or both, upon conviction. For the first and second charges, Mohd Ariffin was fined RM5,000 each, in default 10 days' imprisonment per charge. For the remaining charges, he was fined RM10,000 each, in default 20 days' jail per charge. Mohd Ariffin, who is currently unemployed, admitted to unauthorized access of a terminal operating system of a credit card under his name with the intent to cheat. On the first and second counts, he used the system to make payments for two branded smartphones, each worth RM5,999. On the third count, he committed a similar offence by purchasing two branded gadgets and smartphones worth RM29,095. The fourth charge involved four branded smartphones valued at RM30,695. On the fifth count, he made payments for four gadgets worth RM26,996. On the sixth count, he purchased two gadgets amounting to RM10,398. All the offences were committed at a shop in a shopping complex here on June 12, 2024. Mohd Ariffin was represented by counsel Lim Ming Zoong @ Lawrence.

The AA1 rating indicates high safety for payment of financial obligations by SDB and the stable outlook reflects RAM's expectations that the long-term rating will be unchanged over the intermediate term. SDB's commercial papers are also affirmed at P1, the highest short-term rating assigned by RAM which reflects high safety for payment of short-term financial obligations. RAM is the leading and largest credit rating agency in Southeast Asia, and publishes credit ratings to give independent, forward-looking opinion about an issuer's ability to repay its financial obligations. In RAM's report, it stated that 'The affirmation of SDB's ratings reflects our expectations of continued financial support from the Sabah state government. 'Given the state's strong track record of support and SDB's strategic role in advancing Sabah's development objectives, we assessed the Bank to have an 'almost certain' likelihood of receiving state support, in accordance with our Rating Approach for Government-Linked Entities (GLE) (October 2024).' In RAM's assessment, which evaluates both the importance of the GLE and the strength of its relationship with the Government, 'almost certain' represents the highest category of potential outcomes. SDB has made significant strides in its 3-Year Transformation Journey, which it embarked on in the second half of 2023 under a new Board and Management. The bank's aggressive restructuring efforts, backed by strong support from the state government, have resulted in a substantial reduction of its bond repayment obligations from RM5 billion in July 2023 to RM3 billion as of today. As a result of the kitchen-sinking exercise initiated in the second half of 2023, the bank's total capital ratio fell to 7.9 per cent by year-end. However, with strong support from the Sabah state government, it has since improved, reaching 19.6 per cent by the end of 2024. Since the setup of an independent professional recovery team in September 2023, notable progress has been made in addressing the non-performing loans (NPLs). From January 2024 to April 2025, the Bank's Board approved RM965 million in settlement proposals, in addition to the RM2 billion in pledged securities placed under receivership. In line with the mandate from the Sabah state government, SDB is now focused on financing development projects in Sabah predominantly in the infrastructure, power and water sectors. The State has positioned SDB as the lead lender for local content in major investments in Sabah, reinforcing the Bank's strategic role in State's economic development. Between January 2024 and April 2025, SDB approved RM1.708 billion loan applications aligned with its developmental mandate.
