Nikkei Forum opens with Medini in spotlight

ISKANDAR PUTERI: The Nikkei Forum Medini Johor 2025 opened today with a bold ambition to position Asia as the world's next innovation leader, with Medini at the heart of its transformation.
Iskandar Investment Berhad (IIB) president and chief executive officer Datuk Idzham Mohd Hashim said the forum marks a turning point for Medini as it emerges as a regional nucleus for tech-driven growth.
"This is more than a branding exercise; it's about anchoring real capital, talent and partnerships here in Johor," he said.
Co-organised by IIB and Japan's Nikkei Inc., the two-day forum is hosted by the Johor state government with support from Invest Johor, the Johor Economic Planning Division and the Iskandar Puteri City Council (MBIP).
Carrying the theme "Driving Asia's Innovation Hub", the forum sets the stage for high-impact conversations on digital transformation, cross-border investment and sustainable growth.
Medini, a master-planned development, is now being actively positioned as a strategic node in Southeast Asia's future economy.
Attendees engaged in keynote sessions, investment talks, networking events and curated visits to key development sites.
Nikkei said the collaboration signals a deeper push for regional integration, especially in emerging sectors such as artificial intelligence, fintech, smart mobility and renewable energy.
With rising investor interest in Johor, particularly under the Johor-Singapore Special Economic Zone (JS-SEZ), the forum is expected to catalyse new partnerships and policy momentum.

KUALA LUMPUR, Aug 14 — Johor Corporation's real estate and infrastructure arm JLand Group Sdn Bhd has entered into a three-year collaboration with China's ZGC International Holding Ltd to position Johor as Asean's innovation launchpad. In a statement today, JLand Group said the memorandum of understanding (MoU) signed between the two companies would cover three core initiatives, namely investment and relocation facilitation, Johor-Singapore Special Economic Zone (JS-SEZ) project implementation, and the development of a Johor innovation centre. 'This partnership is a strategic leap in scaling our ecosystems globally. ZGC brings a proven innovation model and global reach that will connect Ibrahim Technopolis and the JS-SEZ with future-focused companies, capital and technologies,' said JLand group managing director Datuk Akmal Ahmad. He said the partnership reflects the company's commitment to building with purpose, not just physical assets, but also resilient, innovation-ready ecosystems, delivering long-term value for both global partners and local champions. Meanwhile, ZGC International general manager Jiang Lu said JLand Group's vision aligns with the company's strategy to connect global innovation with high-potential markets. 'This partnership gives our network a strategic foothold in Johor, one of the region's most dynamic industrial destinations,' he said. Under the MoU, the investment facilitation initiative would allow global technology companies to be supported in setting up operations in JLand's industrial parks, while the cooperation under the JS-SEZ will involve joint marketing, intelligence sharing and strategic co-development. The Johor innovation centre development would involve the co-creating of a regional hub for innovation, research and development and ecosystem building in Johor, the statement said. It said the collaboration supports national and state priorities under Maju Johor 2030, the 13th Malaysia Plan and initiatives in digital infrastructure, artificial intelligence and cross-border economic zones. Arbitration rulings overseas valid in Malaysia, Federal Court rules

PUTRAJAYA: Parties that win in overseas arbitration cases can use either the Malaysian Arbitration Act 2005 (MAA) or the Reciprocal Enforcement of Judgments Act 1958 (REJA) to enforce their awards in the country, the Federal Court ruled recently. A three-member panel chaired by Court of Appeal president Datuk Abu Bakar Jais said REJA can be used if the arbitration award has already been confirmed as a court judgment overseas. Other members of the bench were Federal Court judges Tan Sri Nallini Pathmanathan and Datuk Nordin Hassan. The decision came in a dispute between ING Bank NV and O.W. Bunker Far East (Singapore) Pte Ltd (appellants) against Johor-based Tumpuan Megah Development Sdn Bhd (respondent) over a US$935,000 (RM4.3 million) claim for marine fuel allegedly supplied in 2014. A London arbitration tribunal had ruled in favour of the bank and its partner, and the award was later confirmed as a judgment by the English High Court. They then registered that judgment in Malaysia under REJA to claim the money. The Court of Appeal had earlier blocked this move, saying such enforcement should only be done through the MAA. The appellate court also allowed Tumpuan Megah to reopen arguments about whether the London tribunal had the right to hear the case, describing the use of REJA as "judgment laundering". Nallini, who wrote the unanimous judgment, however, disagreed with the lower court's decision, saying the law clearly allows REJA to be used when an arbitration award has already been turned into a court judgment overseas. "The definition of 'judgment' in Section 2 of REJA, by including an arbitral award which has been registered in the seat court as a judgment, effectively incorporates international arbitral awards as an integral part of REJA. "An award creditor may choose to enforce the arbitral award under the MAA or the confirmation judgment under REJA. "The statutory provisions of REJA are not ousted by the MAA," she said in the grounds of judgment dated Aug 13. Rejecting claims of "judgment laundering", the apex court said using REJA to enforce a confirmation judgment is a legitimate enforcement route expressly provided by law. "It is strictly the fulfilment of the statutory provisions that determines whether a foreign judgment is to be registered and enforced," she said, adding that judges should adopt a minimal curial review when dealing with foreign judgments registered under REJA. The court said this approach reflects the law's spirit of reciprocity and stressed that courts should only examine the specific legal issues allowed under the Act, not reopen and re-try cases. Lawyers Sharon Chong, Muhammad Suhaib Ibrahim and Akhmal Amaluddin appeared for the appellants, while Nahendran Navaratnam, Steven Thiru, Wong Wye Wah, Derrick Chan, Jeremiah Rais, Brandon Toh and Ananthan Moorthi acted for the respondent. Universiti Malaya law faculty dean Professor Dr Jason Chuah appeared as amicus curiae (friend of the court).

JOHOR BAHRU, Aug 13 — Johor has emerged as the nation's leading data centre investment hub with 42 projects worth RM164.45 billion approved as of the second quarter (2Q) this year. Johor Menteri Besar Datuk Onn Hafiz Ghazi said these projects are expected to create over 6,000 quality job opportunities and contribute 78.6 per cent of the country's operational IT capacity. He also stated that Johor is targeting to house six per cent of Malaysia's data centre capacity by the year 2030. 'In line with this development, the state government aspires to position Johor as a leader in artificial intelligence (AI) and the nation's digital economy. This will be achieved through the integration of smart technologies in public services, enhancing the competitiveness of industries, and building an inclusive and sustainable digital ecosystem so that the benefits of technology can be enjoyed by all levels of society,' he said in a Facebook post. He added that the combination of large-scale data centre infrastructure, advances in AI technology, and progressive government policies will further position Johor as a potential regional digital innovation hub. 'This initiative will not only drive economic growth but also improve the quality of life for the people of Johor through high-skilled job opportunities, the development of new industries, and smart solutions to everyday challenges,' he said. In the same post, Onn Hafiz also shared that he met with Digital Minister Gobind Singh Deo to discuss the direction of the state's digital development at the Malaysia International Trade and Exhibition Centre (Mitec) in Kuala Lumpur today. He said the meeting served as an important platform to strengthen Johor's role in the Data Centre Task Force (DCTF) and ensure that data centre development is carried out comprehensively, sustainably, and with real impact for the people. — Bernama
