Putrajaya to review judge appointment system amid public confusion, says Azalina

PUTRAJAYA, July 15 — The government is taking time to study the current system for appointing top judges to understand why there is public confusion and concern, Minister in the Prime Minister's Department (Law and Institutional Reform) Datuk Seri Azalina Othman Said said today.
She said a committee will be formed to review the process and structure of the Judicial Appointments Commission (JAC), and to identify what might be causing the lack of clarity.
'Right now, there's a lot of confusion and a lack of clarity from the public's perspective,' she told reporters after attending the International Conference On Governance And Integrity 2025 here.
'Where is the confusion coming from? Is it the process itself? Or perhaps even the wording? maybe it's the word 'appointment' in the 'Judicial Appointments Commission'? I'm not sure, but we need to examine that,' she added.
Azalina said although the JAC has been in place since 2009 and helped appoint five Chief Justices without controversy, the current situation has raised questions that need to be addressed.
'This JAC Act, which was passed and came into force in 2009, has overseen the appointment of five Chief Justices without issue. Sadly, now there's a problem, so we really need to study it thoroughly,' she said.
The special committee, she said, will include members from both the Dewan Rakyat and Dewan Negara, as well as law professors, lawyers, and constitutional experts. The Bar Council will also be consulted during the early stages.
'If you look at countries like the UK, Canada, Australia, and India, some have a JAC, some don't. Even Singapore doesn't have a JAC.
'So we need to examine what works best. Even the structure of our own JAC needs improvement,' she said.
Azalina stressed that there are no plans to amend the Federal Constitution for now, as the government is still gathering expert views.
'First, we need to gather opinions from experts, constitutional scholars, lawyers, and professors. We plan to have a thorough discussion. Once we've done that, I'll bring it to the Cabinet to decide which direction we should take,' she said.
Earlier, Prime Minister Datuk Seri Anwar Ibrahim said that Malaysians can expect an announcement on the appointment of top judiciary leaders by the Conference of Rulers tomorrow.
He said the announcement can hopefully dispel the 'negative perception' from Malaysians surrounding the issue.

In an official statement issued to Bernama today, the palace described the allegations as baseless, irresponsible, and defamatory, saying they threaten to tarnish the reputation of Tun Musa's family. It also called on the public not to spread unverified or slanderous information, and reminded them that disseminating false content is an offence under existing laws, including the Communications and Multimedia Act 1998. 'Any developments related to the investigation into the case should be referred to the police or the Ministry of Education Malaysia to avoid public confusion and misinformation,' the statement read. Sabah Police Commissioner Datuk Jauteh Dikun was quoted earlier today as confirming that the case has been transferred to Bukit Aman for final review before being referred to the Attorney General's Chambers. The 13-year-old student was pronounced dead at Queen Elizabeth I Hospital in Kota Kinabalu at 11 am on July 17, a day after she was found unconscious in a drain near her school dormitory at around 4 am on July 16. — Bernama

PETALING JAYA: Education is a fundamental right that empowers all children, says the Women's Aid Organisation (WAO). In a statement on Thursday (July 31), WAO expressed support for the decision to make secondary schooling compulsory for all, following the successful passing of the Education Amendment Bill 2025 in the Dewan Rakyat on Wednesday (July 30). "We believe that education is a right, not a privilege. Every child, regardless of gender, deserves the opportunity to learn, grow, and fulfil their potential. "This decision to make secondary education compulsory is not only a progressive step for Malaysia but a critical move towards fulfilling our international commitments under the Convention on the Rights of the Child (CRC), which guarantees every child the right to education without discrimination," the statement read. WAO highlighted that compulsory secondary education would empower women and girls through education while also helping to prevent gender-based violence. "Secondary education enables girls to develop skills, confidence, and opportunities critical for participating in the workforce and civic life. Education is one of the most effective tools for poverty reduction. Children who complete school are more likely to secure stable employment and improve their economic status. "Education is also a protective factor. Girls who stay in school are statistically less likely to experience early marriage, intimate partner violence, or exploitation and other forms of gender-based violence," WAO stated. The women's rights NGO added that compulsory secondary education would reduce inequalities through stronger legal support for the right to education among marginalised girls, including those in rural areas, Indigenous communities, and girls with disabilities. WAO also called on the government to translate the policy into tangible outcomes by guaranteeing accessibility and inclusivity as well as making schools safer and more gender-sensitive. "Effective implementation of compulsory secondary education requires robust and transparent monitoring mechanisms to ensure that no child is left behind. This data is critical for identifying trends, gaps, and groups at higher risk of exclusion or early school-leaving," WAO said.

KUALA LUMPUR: Bursa Malaysia closed at its intraday low on Thursday, tracking weaker regional sentiment despite optimism on Malaysia's strategic policy vision under the 13th Malaysia Plan (13MP) announcement. Prime Minister Datuk Seri Anwar Ibrahim tabled the 13MP at the Dewan Rakyat sitting today. At 5pm, the FTSE Bursa Malaysia KLCI (FBM KLCI) fell 11.25 points or 0.74 per cent due to late selling to settle at 1,513.25 from Wednesday's close of 1,524.50. The benchmark index opened 0.51 of-a-point firmer at 1,523.99 and hit its highest level at 1,524.05 in the early session before trending downwards throughout the rest of the day. However, the broader market was slightly positive, with gainers outpacing losers 545 to 475, while 483 counters were unchanged, 992 untraded and 53 suspended. Turnover increased to 3.77 billion units worth RM3.10 billion from 2.65 billion units worth RM2.07 billion yesterday. The local index's slide was in tandem with the negative tone across key regional markets. Hong Kong's Hang Seng Index slipped 1.60 per cent to 24,773.33, Singapore's Straits Times Index shrank 1.06 per cent to 4,173.77, South Korea's Kospi dipped 0.28 per cent to 3,245.44, while Japan's Nikkei 225 surged 1.02 per cent to 41,069.82. UOB Kay Hian Wealth Advisors Sdn Bhd's head of investment research Mohd Sedek Jantan said the Bursa Malaysia Technology Index rebounded sharply after three consecutive sessions of decline. He said the recovery was driven by renewed investor optimism following Anwar's presentation of Malaysia's strategic policy vision under the 13MP. "The plan lays the foundation for the country's medium-term economic transformation, with a strong emphasis on inclusive growth, environmental sustainability, and technological innovation. "Flagship initiatives such as the National Artificial Intelligence Action Plan 2030, along with a concerted focus on strengthening digital infrastructure, are intended to position Malaysia as a regional hub for high-value, future-facing investments," he told Bernama. Mohd Sedek also said investors awaited clarity ahead of the United States (US) trade tariff negotiations deadline. He noted that market sentiment remains fragile, with heightened uncertainty surrounding the trajectory of US trade policy under President Donald Trump's anticipated announcement either today or tomorrow. "Additionally, investors are also monitoring whether the current tariff negotiation deadline will be extended; the imposition of new tariffs on Malaysia as the country currently faces a 25 per cent rate and other trading partners; and the potential revision or reversal of previously secured tariff arrangements. "While no official announcements have been made, the uncertainty surrounding trade policy direction has prompted many Malaysian firms to adopt a wait-and-see approach, delaying investment decisions and export orders pending further clarity," he added. Among the heavyweights, Maybank lost six sen to RM9.39, Public Bank fell eight sen to RM4.21, Tenaga Nasional dropped 26 sen to RM13.02, CIMB was flat at RM6.55, while IHH Healthcare gained two sen to RM6.65. Of the most active counters, Pharmaniaga went up 1.5 sen to 17.5 sen, Zetrix AI added 3.5 sen to 88 sen, Top Glove advanced 1.5 sen to 68.5 sen, VS Industry perked up 7.5 sen to 80.5 sen, while TWL and EA Holdings were flat at 2.5 sen and half-a-sen, respectively. Top gainers Malaysian Pacific Industries bagged 74 sen to RM20.14, Nestle climbed 68 sen to RM88.08, and Hong Leong Industries garnered 16 sen to RM13.06. As for the top losers, Hong Leong Bank dipped 30 sen to RM19, Petronas Chemicals erased 19 sen to RM3.88, and Kuala Lumpur Kepong shed 12 sen to RM19.58.
