A proposed restructuring of Employees Provident Fund (EPF) accounts will introduce a monthly pension-style payout mechanism, but it will not affect the withdrawal rights of existing members, said Deputy Finance Minister Lim Hui Ying. She said the initiative, announced by Prime Minister Datuk Seri Anwar Ibrahim during the 13th Malaysia Plan (13MP), is intended to ensure that members' savings last longer throughout retirement, in line with increasing life expectancy. 'The new structure will take effect once members reach the minimum retirement age. Their savings will be split into two main components: flexible savings, which can be withdrawn at any time based on members' needs and income savings, which will be disbursed regularly or monthly until fully utilised. 'This proposal aims to strengthen retirement income security and support more sustainable financial management,' she added. Lim clarified that the monthly payout mechanism will apply only to new EPF members registering after the new mechanism comes into effect. However, she noted that existing contributors may voluntarily opt in to the new structure if they choose. 'The proposed restructuring of EPF accounts will introduce a new mechanism allowing part of members' savings to be allocated specifically for regular income during retirement,' she said during a Dewan Rakyat question-and-answer session on Thursday. She was responding to a supplementary question from Mordi Bimol (PH-Mas Gading), who had asked about the rationale behind introducing monthly pension-style payouts as part of the 13MP.

Deputy Finance Minister Lim Hui Ying said this includes selective redeployment into asset classes such as private equity, real estate and infrastructure — areas with strong long-term growth potential. She was responding to a question from Pagoh MP Tan Sri Muhyiddin Yassin (Perikatan Nasional [PN]-Pagoh) on EPF's asset reallocation strategy in light of market volatility and declining returns. Lim said EPF applies a disciplined investment strategy guided by its Strategic Asset Allocation (SAA) framework, supported by a dynamic portfolio rebalancing mechanism and comprehensive risk management. 'EPF adopts a disciplined investment strategy based on SAA, with optimal fund distribution across various asset classes, geographies, mandates and strategies, taking into account predetermined risk tolerance limits,' she told the Dewan Rakyat today. Lim added that the strategy ensures the fund can respond proactively to market shifts while maintaining controlled risk exposure. In the first quarter of 2025 (1Q25), EPF recorded RM18.31 billion in investment income, down 13% from RM20.99 billion in the same period last year. Despite the decline, Lim said EPF remains committed to delivering competitive returns to contributors while continuing to support the domestic market. 'EPF continues to prioritise and support the local market and actively invests in domestic bonds and equities,' she said.

KLANG: Human Rights NGO Tenaganita has lambasted DAP's Lim Guan Eng for his recent statement regarding wages and remuneration for foreign workers. Lim had said in Parliament recently there wasn't a need for the government to implement minimum wage as well as Employees Provident Fund (EPF) contributions for foreign workers as Malaysia was not bound by any international labour conventions to do so. Tenaganita executive director Glorene Das said Lim's statement was "tone deaf" and "reinforced the dehumanisation" of foreign workers and "legitimises exploitative employment practices" among others. 'Migrant workers form the backbone of Malaysia's key industries, from construction, manufacturing, and plantations to food processing and cleaning services. 'They undertake some of the most dangerous, dirty, and difficult jobs, sometimes deadly, that Malaysians refuse to do, often under unsafe and exploitative conditions. 'To suggest they do not 'deserve' a minimum wage or social security is to validate and support slavery," Glorene said. According to Glorene, Tenaganita's research and case documentation indicated there was a prevalence of foreign workers being treated unfairly in regard to proper wages and overtime payments as well as exposure to risky working conditions. She added that denying EPF contributions for migrant workers deprived them of long-term jobs as well as post-retirement security. 'The exclusion of migrant workers from wage protection and social security reduces human beings to tools that are disposable, replaceable, and silenced," said Glorene. She added that all workers, including migrant workers, must be equally protected and said that employers EPF contributions must also be made mandatory for all foreign workers.
