S. Korean delegation to visit UAE for high-speed rail, infrastructure bids
A high-level South Korean delegation plans to visit the United Arab Emirates this week to bolster Seoul's bids for high-speed railway and infrastructure projects in the Middle East nation, the Ministry of Land, Infrastructure and Transport said Wednesday.
Led by Land Minister Park Sang-woo, the delegation will meet with UAE Minister of Energy and Infrastructure Suhail Mohamed Al Mazrouei on Friday to discuss bilateral cooperation in the transport and infrastructure sectors, with a focus on the UAE's envisioned high-speed railway project connecting Abu Dhabi and Dubai.
The ministry has formed a public-private sector team, including the state-run Korea National Railway, Korea Railroad Corp., Hyundai Rotem Co. and POSCO E&C Co., for the UAE railway project bid. The team has passed the prequalification stage of the bidding process.
The delegation plans to emphasize South Korea's technological excellence and economic viability of its high-speed rail models, citing recent successes in securing high-value export deals from Uzbekistan and Morocco.
The delegation will also discuss follow-up cooperation based on a memorandum of understanding signed last year during the UAE president's state visit to South Korea
Under the agreement, South Korea and the UAE aim to jointly enter third-country infrastructure markets, particularly in post-conflict recovery zones, by combining South Korea's construction expertise with UAE's financial capabilities. (Yonhap)

Silence fell on the inter-Korean border for the first time in about a year, as North Korea abruptly halted its propaganda and noise broadcasts on Thursday — a day after Seoul preemptively paused its own loudspeaker broadcasts along the frontier. While it remains uncertain whether Pyongyang's pause will endure or signals a turning point, the mutual silence has raised cautious hopes at a time when inter-Korean relations are at their lowest ebb. South Korea's Joint Chiefs of Staff confirmed Thursday that 'there has been no noise since the last anti-South Korea broadcast was heard late last night on the western front." The South Korean military, however, said it 'is closely monitoring North Korea's movements' to see whether the halt to anti-South Korean propaganda broadcasts will continue. The liberal Lee Jae-myung administration took the proactive step of fully pausing loudspeaker broadcasts along the inter-Korean border as of 2 p.m. Wednesday. The presidential office explained that the move aimed at 'restoring confidence in inter-Korean relations and establishing peace on the Korean Peninsula.' The previous conservative Yoon Suk Yeol administration resumed propaganda broadcasts along the inter-Korean border in June 2024, for the first time in around six years, in response to North Korea's consecutive launches of trash-filled balloons. North Korea had responded to anti-South Korea broadcasts since July last year, transmitting sounds such as screeching metal, ghostly wails and animal noises, which had tormented residents in border areas for nearly a year. 'As North Korea responded to our government's pause of loudspeaker broadcasts toward the North, the suffering of residents in border areas has been alleviated,' a senior Unification Ministry official said on condition of anonymity on Thursday during a closed-door briefing. 'It is assessed that this has served as a meaningful opportunity to ease military tensions between the two Koreas and restore mutual confidence," the official added. The measure followed the Unification Ministry's public call on Monday for civic groups to stop sending anti-North Korea leaflets across the inter-Korean border, marking a shift from the previous policy under the Yoon administration. However, the Unification Ministry official confirmed that 'there are no official communication channels between South and North Korea.' North Korea has refused to answer regularly scheduled military-to-military calls from South Korea since April 7, 2023. The two Koreas are supposed to hold calls twice a day —in the morning and afternoon — via liaison and military hotlines. Pyongyang did not respond to Seoul's call through the liaison hotline Thursday morning, the official added. Inter-Korean relations have entered a prolonged downward spiral, including North Korea's designation of South Korea as an "enemy" state in its constitution. However, the inauguration of President Lee Jae-myung — who has vowed to restore inter-Korean communications and reduce tensions — along with the return of Trump, has raised hopes of a new diplomatic thaw on the Korean Peninsula. Karoline Leavitt, the White House spokesperson, said Wednesday that Trump "remains receptive to correspondence with Kim Jong-un, and he'd like to see the progress that was made at that summit in Singapore, which I know you covered in 2018 during his first term." The White House's response came after NK News, a Seoul-based media outlet specializing in North Korea issues, reported Wednesday that North Korean diplomats in New York had refused to accept a letter from Trump to Kim on multiple occasions, citing an unnamed informed source. Trump and Kim held three in-person summits between 2018 and 2019 and exchanged at least 27 personal letters, according to publicly disclosed records, as key means to build rapport between the two leaders. Lim Eul-chul, a professor at Kyungnam University's Institute for Far Eastern Studies, said North Korea's refusal to receive Trump's letter — if the media report is true — can be seen as Kim telling Trump to first take action. 'It is a message of pressure that preemptive measures — such as a substantive change to the US' hostile policy toward North Korea — must be taken in order to restore leader-to-leader relations and exchanges of personal letters, as in the past,' Lim said. Lim also noted that growing alignment between North Korea and Russia, and internal circumstances in North Korea — such as Kim's goal to inspire anti-South and anti-American sentiment for the regime's stability — could be reasons for its apparently cold response to Trump's letter. 'However, it is difficult to conclude that North Korea's position is fixed and unchanging in the mid-to-long term,' Lim added, pointing to various factors, including developments in the war in Ukraine and consequent changes in US–Russia relations.

Floor leaders of DP, PPP step down amid changes in party leadership
The floor leaders of the country's two major parties officially stepped down Thursday as the parties gear up for a leadership change. The press conferences for ruling Democratic Party of Korea Rep. Park Chan-dae and People Power Party Rep. Kweon Seong-dong, which were held within hours of each other, came a week after President Lee Jae-myung took office after winning the early election triggered by former President Yoon Suk Yeol's impeachment. As Park wrapped up his year-long term as floor leader, he revealed plans to run for the leader of the ruling party and called his experience 'a glorious journey' with the South Korean people. The three-term lawmaker and a close aide of Lee had assumed the role of floor leader in May 2024. He also assumed the role of acting chair after Lee stepped down as party leader in April to run for president. 'The Democratic Party of Korea has become a responsible ruling party which has President Lee Jae-myung on our side,' Park said during a press conference held at the National Assembly, a day before his term as floor leader was to expire. The Democratic Party currently holds the majority of 171 of the total 300 seats in the Assembly. 'We must walk towards completing the national task of ending the insurrection, recovering the livelihoods of the people, economic recovery and unity of the people, together with our great people who succeeded in protecting South Korea once again,' he added. Park lauded the three contentious special counsel investigation bills railroaded by the Democratic Party, passed in the Assembly and endorsed by Lee, to probe several allegations against Yoon, his wife Kim Keon Hee and the previous administration. All three bills were reintroduced after being vetoed by Yoon when he was president. 'Weren't the special counsel investigation bills continuously pursued by the Democratic Party the biggest threat to the Yoon Suk Yeol administration?' Park said. 'President Lee Jae-myung has finally promulgated the three special counsel investigations, which are the insurrection probe, Kim Keon Hee probe and the investigation into the death of a Marine — it's an outcome of a long struggle that has continued from last year.' The Democratic Party is scheduled to elect its new floor leader Friday. Meanwhile, Kweon, who announced his resignation earlier in June following former People Power Party presidential candidate Kim Moon-soo's election loss, denounced Yoon's failed Dec. 3 martial law bid and expressed hopes that his party would 'move beyond' the current internal rift. 'President Yoon Suk Yeol's martial law bid was illegal and a terribly wrong political decision,' Kweon said at the Assembly. 'I still cannot understand why (Yoon) declared martial law.' While Kweon was viewed as a supporter of Yoon within the party, Kweon declined to be labeled as such. 'I played a noticeable part in the launch of the Yoon Suk Yeol administration and the labels of 'pro-Yoon' and an 'aide of Yoon' have always followed me — but I have never flattered the president nor received any special treatment.' Kweon wrapped up the conference by saying that he hopes the 'People Power Party would now move beyond the swamp of division and each and every one of its lawmakers would become elites who would (work for) the party.' Kweon was elected as floor leader in December. This marked the second time Kweon served as the People Power Party's floor leader. Previously, he served from April to September 2022.

Bipartisan resolution passes in Seoul for honoring Charles Rangel
The National Assembly in Seoul on Thursday unanimously voted to pass a resolution to remember former Congressman Charles Rangel, a US Army veteran who fought in the Korean War. The resolution, co-authored by Democratic Party of Korea Rep. Kim Young-bae and People Power Party Rep. Choi Hyung-du, was signed by 69 lawmakers of the two main parties. In the resolution, South Korean lawmakers said they express their "deepest respect" of the late congressman for his "dedication to defending the freedom and peace of the Republic of Korea against the illegal invasion by North Korea on June 25, 1950." The Republic of Korea is South Korea's official name. Rangel, over his time in the US Congress from 1971 to 2017, made "great contributions to the ROK-US alliance's resilience and strength, and peace on the Korean Peninsula," the resolution also said. "We extend our deepest condolences on the passing of Rep. Charles Rangel, and in his honor, resolve to continue to remember and cherish the values and spirit of the ROK-US alliance." Rangel, who died in May at 94 years, earned a Purple Heart and Bronze Star for his service in the Korean War. Also on Thursday, the National Assembly held an opening ceremony of the Seoul office of the Korea-US Parliamentarians' Union. "I think lawmakers of both parties all agree on the importance of continued efforts to cultivate the alliance and friendship between the two countries," Woo Won-shik, the Assembly speaker, said at the ceremony. The Korea chapter of the union launched in March.
