China Vows to Address ‘Irrational Competition' in EV Sector

Mint17-07-2025
China pledged to rein in 'irrational competition' in its electric vehicle sector, reflecting authorities' increasing urgency to tackle deflationary price wars threatening economic and industrial growth.
The vow came in a State Council meeting Wednesday that was chaired by Premier Li Qiang, according to a readout published by Xinhua News Agency. The gathering of what is essentially China's cabinet pledged to effectively regulate market order in the industry and guide companies to boost competitiveness through innovation and better product quality.
The government's focus on the EV sector comes weeks after the top leadership's pledged to curb aggressive price wars, prompting speculation over upcoming policy action. While Beijing is on track to meet its growth target of around 5% this year, worsening deflation threatens to drag the world's No. 2 economy into a prolonged slowdown.
'The leadership is clearly growing more concerned about deflation,' said Tianlei Huang, China program coordinator at the Peterson Institute for International Economics. 'If EV prices can stabilize, then prices in upstream industries like steel could also stabilize and ultimately that could help ease some of the downward pressure on overall prices.'
Chinese electric vehicle stocks listed in Hong Kong mostly advanced on Thursday, with Geely Automobile Holdings Ltd rising as much as 2.4% and BYD Co Ltd gaining over 1%, both outperforming the benchmark Hang Seng China Enterprises Index.
Authorities will now step up monitoring of prices and costs, strengthen inspection on product quality and make sure key carmakers are paying their suppliers on time, according to the readout. The meeting called for a long-term mechanism to regulate competition and better self-discipline in the industry, without providing more details on concrete actions.
China's EV industry has become a world leader. BYD Co. sold more fully electric cars in Europe than Tesla for the first time ever in April. That success has raised tensions with the US and Europe over potential damage to their domestic auto companies, which are huge sources of employment.
How to rein in price wars among private companies without undermining confidence in one of the prized 'new three' green sectors that President Xi Jinping has championed is becoming a growing challenge — and attracting an unusual level of intervention from Beijing.
Last month, Chinese officials summoned the heads of major EV makers, including BYD, to address concerns over things including below-cost prices and mounting bills owed to suppliers. Later, BYD, Zhejiang Geely Holding Group Co. and other major automakers pledged to shorten the period for bill payment to suppliers to 60 days.
Transportation and communications products make up over a tenth of China's consumer price index basket, according to economist estimates. Prices for transportation facility, a subcategory that mainly consists of automobiles, have been in decline for three straight years. Overall consumer prices have hovered around zero since early 2023.
Finding a solution to end the EV price war will be the real challenge, economists say.
The authorities may resort to administrative tools such as price reviews or cost investigations to establish a de facto price floor, or coordinate a concerted capacity reduction among leading EV makers, according to PIIE's Huang, who said that those measures won't be easy.
Beijing will also need to overcome local governments' resistance to letting local champions fall. Regional officials are motivated to keep unprofitable companies alive in order to protect tax income and local employment, as well as to outperform in a competition with other localities in fostering sectors favored by top leaders.
'Ultimately, instead of encouraging competition among localities — which has fueled overcapacity in sectors like EVs and solar — the central government would need to stress coordination and make this a bigger part in evaluating local cadres' performance,' said Huang.
Even after the number of EV makers started shrinking for the first time last year, the industry is still using less than half its production capacity. That signals a shakeout may just be getting started.
Duncan Wrigley, chief China economist at Pantheon Macroeconomics, said authorities will also likely press for industry consolidation to clear out smaller loss-making firms.
'I expect they will look at traditional fuel car-making too, with lots of excess capacity given the trend shift to EVs,' Wrigley said. 'Local SOEs have put up resistance to merger and acquisition proposals, but it might just be delaying the inevitable.'

Von Der Leyen Tells Xi EU-China Ties Are at ‘Inflection Point'

European Commission President Ursula von der Leyen told Chinese leader Xi Jinping that the bloc's ties with his country 'have reached an inflection point,' opening a summit shadowed by tensions spanning trade to the war in Ukraine. 'As our cooperation has deepened, so have the imbalances,' von der Leyen said on Thursday, according to her prepared remarks. 'Rebalancing our bilateral relation is essential. Because to be sustainable, the relations need to be mutually beneficial.' The first in-person EU-China summit since 2023 is exposing a divide between the bloc and Beijing just months after earlier signs of a possible detente. In his opening remarks, Xi said their ties are 'at a historical juncture,' urging stronger trust and communication amid global uncertainty, state broadcaster CCTV reported. The messages come as the two sides mark the 50th anniversary of their diplomatic ties. The meeting has been cut short from two days to one at Beijing's request, Bloomberg News has reported, with the venue changed from Brussels to the Chinese capital after Xi refused to travel to Europe for the talks. Von der Leyen and the head of the European Council, Antonio Costa, met the Chinese leader following the EU's summit with Japan held in Tokyo Wednesday. While there are no plans to issue a joint communique, the EU intends to release a statement listing the main messages it delivered, according to people familiar with the matter, who spoke on condition of anonymity. The two sides are also preparing a landmark declaration on climate cooperation. Top officials will sign the document in Beijing on Thursday, according to people familiar with the plans, likely committing both parties to further emissions cuts and to deliver their climate plans to the United Nations before the COP30 summit in Brazil later this year. The tensions on display this week contrast with hope at the height of the trade war unleashed by Donald Trump for China to repair ties with the EU. Back then, Beijing appeared to be positioning itself as a more reliable partner as Trump alienated the bloc. Now, deep disagreements are once again marring the relationship. The strains flared into view in April with Beijing's decision to impose export controls on rare earth magnets, which shook European car companies and other sectors. Brussels also takes issue with what it considers as Beijing's support for Moscow. The EU on Friday sanctioned two Chinese banks and five China-based companies as part of its latest measures against Russia. Trade ties are another source of frustration. The Asian nation's goods trade surplus reached almost $143 billion in the first half of this year, a record for any six-month period, according to data released last week. The EU inflamed trade tensions when it imposed tariffs on Chinese electric vehicles last year in a bid to ward off a flood of cheap imports. In response, China launched anti-dumping probes into European brandy, dairy and pork. 'I don't think that any of us are too optimistic in terms of any sort of grand agreement being reached — and I don't think that this is really what we should aspire to,' Jens Eskelund, president of the European Union Chamber of Commerce in China, said on Bloomberg TV Thursday. The 50th anniversary of ties offers an opportunity to ask how to 'ensure that we have a relationship going forward that continues to deliver benefits from both sides,' he said. 'And what we are seeing right now is this increase in trade tension and this perception in particular in Europe, that the benefits of the relationship are no longer being distributed in an equitable manner.' Maldives' ‘first responder': Ex-minister hails ties with India ahead of PM Modi visit

Ahead of Prime Minister Narendra Modi's visit to the Maldives, former foreign minister Abdulla Shahid has hailed the nation's ties with India. Ahead of PM Modi's visit, former foreign minister Abdulla Shahid has hailed the nation's ties with India.(AFP) Speaking to reporters ahead of PM Narendra Modi's two-day visit to the island nation, Shahid praised India for its support to Maldives over the years and stated that New Delhi truly served as a "first responder" for the nation. Also Read | India-Maldives ties see turnaround; Modi to attend Independence Day in Malé "The relationship between Maldives and India has always demonstrated that India is the first responder. Whenever we dial the international line, India responds first. It is for many reasons," the former minister told news agency ANI. Furthermore, he added that India has never let Maldives down. "Whenever anything of urgency and distressful happens in Maldives, India has never let us increase in aid by the Indian Govt shows the generosity and maturity," Shahid added. PM Modi's visit to the Maldives comes after a strain in diplomatic ties between the two nations. The strain began with President Mohammed Muizzu's "India Out" campaign and policy, which resulted in Male leaning more towards China. The tensions increased after a row erupted over a minister's derogatory remarks after PM Modi's visit to Lakshadweep in 2024. This row was followed by the docking of a Chinese research vessel in February 2024, which added to the tensions. Also Read | Long way from 'India Out' campaign: Why Modi's Maldives visit matters 'It was unfortunate that there was a dip in Indian tourism around arrivals in the Maldives because of the diplomatic tensions. But I think the PM's visit this time will put everything right. The message that we are receiving shows that the current Maldivian Govt is ready to recognise the ground reality that India is a genuine friend and that India will always work to the greater good of its neighbours and there is no ill-will on the part of anyone,' said Shahid when asked about the diplomatic row. Modi will also be the first foreign head of state to visit Maldives under the presidency of Mohammed Muizzu. During his two-day visit on July 25 and 26, the prime minister will inaugurate development projects funded by India. PM Modi will also celebrate the Maldives' Independence Day and hold bilateral talks with President Muizzu.
