Baghdad Airport Development progresses with Public-Private Partnership

Prime Minister Mohammed S. Al-Sudani has reaffirmed his government's commitment to upgrading Baghdad International Airport (BIAP), chairing a high-level meeting to advance a public-private partnership (PPP) project aimed at overhauling Iraq's main aviation hub.
Attended by representatives from the International Finance Corporation (IFC), the Prime Minister's advisors, and the Head of the Iraqi Civil Aviation Authority (ICAA), the meeting focused on finalising the bidding documents and launching the Request for Proposals (RFP) for qualified investors.
The Prime Minister emphasised that the project must reflect Baghdad's status and meet rising passenger demand, in line with international standards. He called for guarantees to protect current employees and enhance their skills, while ensuring commercial management to improve state revenues.
Plans include a new terminal with an annual capacity of 8.5 million passengers-expected to rise to 15 million by 2040-along with runway upgrades, VIP terminal unification, and investment in commercial activities around the airport.
The IFC, which has supported similar airport projects in 11 airports across nine countries, is advising the government on feasibility, technical scope, and private sector engagement. While security and core sovereign functions will remain under government control, private investors will manage passenger services, ground handling, and air cargo within the terminals.

The statement read 'During the meeting, Prime Minister Al-Sudani reaffirmed the government's commitment to meeting the aspirations of citizens and addressing their concerns across all parts of Iraq, in line with its legal and constitutional responsibilities and the priorities and needs of the population.' It further said 'The meeting also underscored the need for fundamental solutions—within the framework of the Constitution and the law—regarding the financial obligations of the Kurdistan Regional Government, based on the provisions of the Federal Budget Law and the ruling of the Federal Supreme Court. The importance of passing the Oil and Gas Law was also emphasized.' The statement also said 'Members of the Kurdistan Islamic Union Bloc highlighted the significance of the enhanced security and societal stability achieved alongside a comprehensive economic and urban revival. UK's Agrium Capital to Build Infant Formula Plant in Iraq

The Iraq Development Fund has reportedly signed a memorandum of understanding with British firm Agrium Capital to establish Iraq's first modern infant formula production facility, with a planned capital expenditure exceeding $200 million. The plant, which will use locally sourced ingredients including Iraqi milk, is expected to meet 85 percent of the domestic market's demand, reducing Iraq's reliance on imports and enabling improved quality oversight. State-run Iraqi News Agency (INA) quotes Agrium Capital Managing Director, Rod Bassett, as saying that the company operates globally with around 3,000 employees and is now focusing on food security and renewable energy. He emphasised Iraq's strategic importance and noted the company's 15-year presence in the Iraqi market. The factory will have a production capacity of 25,000 tonnes annually, and is the first in a series of planned investments in Iraq's industrial sector. (Source: INA)
