Penang launches first state-level resilience strategy to combat global disruptions

GEORGE TOWN: The Penang state government has introduced the Penang Resilience Strategy (PRS), a comprehensive plan designed to enhance the state's ability to withstand future global disruptions.
Chief Minister Chow Kon Yeow described the PRS as a collective commitment to safeguarding Penang against uncertainties in an evolving world.
Chow highlighted that the PRS, Malaysia's first state-level resilience strategy, was developed through extensive collaboration, incorporating local insights and global best practices.
'Penang is known for its industrial strength and cultural diversity, but we must now focus on resilience amid climate change, urban pressures, and economic shifts,' he said during the PRS Unveiling Ceremony.
The strategy aligns with Penang2030 and the Green Agenda, emphasizing inclusivity by incorporating feedback from communities, businesses, and civil society.
To ensure implementation, the state launched the Pledge for a Resilient Penang, urging all sectors to integrate resilience into daily operations, from sustainable business practices to community safety programs.
Chow stressed that recent extreme weather events, such as flash floods, underscore the urgency of proactive governance.
'Resilience means anticipating and adapting to challenges, not just recovering from them,' he added.
The Penang State Town and Country Planning Department (PLANMalaysia) will oversee PRS execution, ensuring policy continuity in urban development and infrastructure planning.
'While we cannot predict every future challenge, we can strengthen our response through unity and foresight,' Chow said. 'With sustained action, Penang will thrive even in adversity.' - Bernama

Chief Minister Chow Kon Yeow said the figure reflected steady growth in the state's agro-based economy, with livestock farming continuing to play a key role in food supply and rural income. 'The largest commodity contributing to the total Livestock Output Value (NHT) in 2024 was poultry, specifically chickens and ducks, including meat and eggs, which accounted for 91.75% of the overall value,' he said in his speech at Penang Farmers, Breeders and Fishermen's Day celebration at Malaysian Agriculture Research and Development Institute (Mardi) in Kepala Batas, Seberang Perai. Chow said for self-sustaining livestock industries such as poultry, the implementation of the State Livestock Enact­ment aimed to promote the transformation of these sectors to­wards modern, large-scale commercial farming. He said the use of closed-house systems was a key criterion, not only in enhancing the quantity and quality of production, but also towards making the industry more environmentally friendly and sustainable. Chow said that through the Livestock Industry Development Project, the state government continued to boost the productivity of small-scale and traditional livestock industries such as ruminant farming. He said programmes related to the prevention, control and eradication of zoonotic diseases remained a top priority to ensure public health was safeguarded and the sustainability of the breeding industry was maintained. For the fisheries sector, Chow said the Malaysian Fisheries Develop­ment Authority (LKIM) was implementing various programmes and incentives. These inclu­de Fishermen's Cost of Living Allowance (ESHN), fuel subsidies for petrol and diesel, Fishermen Safety and Protection Scheme, Fishermen Loan Fund Scheme, Disaster and Fund Relief Scheme, Fishermen's Catch Incentive and Special Housing Fishermen project. He said the development of modern, well-equipped fishery complexes and landing ports was being carried out to ensure that the landing and marketing of catches were conducted in an orderly and systematic manner. 'LKIM is now keeping pace with technology by leveraging innovations such as the Indi­vidual Quick Freezing (IQF) ­method to maximise fishery yields. 'Modern facilities, including ice-making plants, are also being developed to preserve the freshness of the catch,' he added. Chow said various fish aggregating devices had been built to increase fish stocks through the creation of new habitats under the Offshore Fish Farm Project (LIDL). He said other initiatives included the Fishery Site Identi­fication (FSI) system, solar thermal fish-drying technology for the downstream industry and aquaculture farming projects. Chow also visited some of the 80 booths during the event. Also present were state agrotechnology, food security and cooperative development committee chairman Fahmi Zainol, state secretary Datuk Seri Zulkifli Long and Penang Veterinary Services Department director Dr Saira Banu Mohamed Rejab. Dr Saira Banu confirmed that another farm had been found to be positive with African Swine Fever (ASF), bringing the total number of affected farms to four, all in Kam­pung Selamat, north Sebe­rang Perai. She said an outbreak previously detected in Kampung Selamat had been successfully contained. 'Initially, only three farms tested positive for the disease. 'Thanks to swift action and effective control measures, the spread has been brought under control.' She said no significant new cases had been reported and efforts were ongoing to ensure all other farms remain free from ASF. Dr Saira Banu advised the farmers to strengthen biosecurity measures on their farms, inclu­ding keeping outsiders or unsanitised vehicles out of their premi­ses. She said the department would begin culling at two more farms.

She said any attempt to retroactively or unilaterally change withdrawal terms after contributors have met the required conditions undermines public trust in the system. 'In light of this, public feedback is to urge the federal government to uphold the current withdrawal policy at age 55 without additional restrictions; refrain from introducing any new conditional withdrawal mechanisms for eligible retirees; and recognise that financial freedom in retirement is a personal right – not a government-controlled benefit. 'It is a fundamental principle that Malaysian EPF contributors are entitled to withdraw their savings in full upon reaching the age of 55 in accordance with existing EPF regulations. 'These funds represent the hard-earned savings of workers accumulated over decades, and the right to access them upon reaching retirement age must be respected and protected,' she said in a statement yesterday. Voon stressed that once members reach this milestone, it was no longer within the government's discretion to dictate how and when their savings should be accessed, and reiterated that the decision on how to manage their own retirement funds should rest fully with the account holders. 'EPF was never intended to be managed like a pension scheme, where funds are released monthly – it is a retirement savings fund, and contributors must retain the freedom and autonomy to make financial decisions based on their individual needs and circumstances.' She said the government must honour the rules and regulations of EPF contributions and commitment to protect the retirement rights of Malaysians. On the other hand, Labour Law Reform Coalition deputy president Andrew Lo said theoretically, the government's proposal was 'the way forward' as retirement income should be on a regular sustainable withdrawal instead of a lump sum. 'This will only work if the current inadequate retirement savings amongst majority of EPF contributors – current and future – is resolved, otherwise the monthly withdrawal or payout will be a pittance. 'It will also work if adequate monthly retirement withdrawal is about 40 per cent of pre-retirement income,' he said, adding pensions for civil servants were currently at 50 per cent of basic salary before retirement. Lo said the proposal might also work if retirement age was increased to at least 65 to enable workers to build up sufficient savings, reduce pension costs and boost labour productivity and improve fiscal and economic performance. 'On top of that, the government must introduce a universal basic pension which can be funded by the many welfare and handout schemes which are currently being implemented on ad hoc and at the whims of political convenience.' Meanwhile, it was reported that several leaders here opposed to proposed move to restrict EPF lump sum withdrawals, stating such a policy would deprive contributors of rightful access to their own savings. InvestKL chief executive officer Datuk Muhammad Azmi Zulkifli said the investments demonstrated continued confidence in Malaysia's strong fundamentals and marked a milestone in enhancing the region's ease of doing business. The hubs would serve as platforms for regional growth, advancing Malaysia's position in the global services value chain, it noted. 'This milestone brings InvestKL's cumulative achievements to over 150 global services hubs and 31,000 high-skilled jobs since inception.
