Defunct B-PACS to be made operational through roster system

Lucknow: With over 2,215 out of 6,859 Bahu-Uddeshiye Prathmik Gramin Cooperative Samitis (B-PACS), meant for fertiliser distribution in villages, being non-operational in the absence of full-time secretaries, the department has made additional arrangements to ensure that these samitis remain open at least twice a week to facilitate fertiliser distribution.
The cooperative department has streamlined the duties of secretaries of functional samitis and instructed them to monitor the non-functional samitis. Cooperative department commissioner Yogesh Kumar said cooperative societies played important role in distribution of fertilisers to farmers and affirmed there were several societies facing operational problems in the absence of secretaries and other working staff.
As a result, secretaries of the samitis were given an additional charge, but that did not solve the problem.
Kumar said the department will now formulate a roster for secretaries with additional charge. "This will streamline samiti operations and help farmers get fertiliser," he said, adding that duty chart and mobile number of secretaries and other key officials of cooperative department would be displayed to help farmers approach them.

According to a cooperative department report, out of the 6,859 B-PACS set up in villages, only 4,644 have full-time secretaries to make them operational in Kharif season, which started in June. The rest of the over 2,215 samitis (32%) are either completely non-operational or not functioning regularly in the absence of adequate manpower.
The non-functionality of over 2,200 B-PACS is seen as a pointer to a systemic administrative vacuum in last-mile delivery.
Full-time secretaries are crucial as they not only ensure fertiliser distribution but also maintain records, liaise with block-level authorities and monitor stock levels. Timely fertiliser availability is vital in Kharif for timely sowing and yields.
Cooperative societies are entrusted with distributing fertilisers of KRIBHCO and IFFCO. 40% quota of private sector too has been diverted to cooperative societies so that farmers in remote and far-flung areas benefited. Data shows agriculture department allocated 6.84 lakh metric tonnes urea to cooperative societies till Jul. Against this, 3.75 lakh MT was distributed while remaining 3.09 LMT is in buffer of societies.

They should also go for comprehensive coverage and not just third-party coverage.'CHOOSING ADD-ONS WISELYAdd-ons are another area where many car owners are unsure. According to Kumar, 'A coverage which provides zero depreciation, engine protection, and roadside assistance as part of the coverage is a great option as it would help in reducing out-of-pocket expenses and help in emergencies or major repairs.'On the other hand, he said that some add-ons are often unnecessary: 'Add-on cover which provide benefits such as daily allowance, excessive consumables, tyre protection (unless roads are very rough), and loss of belongings are often bought but rarely claimed or needed by vehicle owners.'Balancing cost and coverage is also key. 'Buyers should use online insurance aggregator sites to compare policies online, then tailor their IDV accordingly, choose only needed add-ons, leverage No Claim Bonus, and consider voluntary deductibles to cut premium costs,' says THE FINE PRINT BEFORE SIGNINGHe also warns against skipping the fine print. Stones from various parts of the country were used in its construction, symbolising "unity in diversity". The project was completed by the CPWD, with the entire cost borne by the Atal Smriti Nyas Society, the Ministry added. Atal Bihari Vajpayee, born on December 25, 1924, in Gwalior, Madhya Pradesh, was elected prime minister three times. He was the first non-Congress leader to complete a full term in office. He served briefly from May 16, 1996, to June 1, 1996, and then from March 19, 1998, to May 22, 2004. Vajpayee also served as India's External Affairs Minister from 1977 to 1979 in the cabinet of Prime Minister Morarji Desai. The veteran leader, poet and statesman passed away at AIIMS Hospital in New Delhi on August 16, 2018.
