Morocco Selects Five Investors for $31.9 Billion Green Hydrogen Projects
Doha – Morocco's green hydrogen ambitions took an epochal step forward as Prime Minister Aziz Akhannouch chaired a steering committee meeting in Rabat today, where five major investors were selected to develop six projects valued at MAD 319 billion ($31.9 billion) across the country's three southern regions.
The selected companies include the ORNX consortium, comprising American firm Ortus, Spain's Acciona, and Germany's Nordex, which will focus on ammonia production.
A second consortium, formed by UAE-based Taqa and Spain's Cepsa, will produce both ammonia and industrial fuel.
Moroccan company Nareva will invest in a comprehensive project encompassing ammonia, industrial fuel, and green steel production, while Saudi Arabia's ACWA Power will concentrate on green steel manufacturing.
Additionally, a Chinese consortium consisting of UEG and China Three Gorges will establish ammonia production facilities.
These projects follow two earlier agreements signed in October 2024 between Morocco and France, witnessed by King Mohammed VI and French President Emmanuel Macron.
The first agreement partners Morocco with TotalEnergies, while the second establishes collaboration between OCP and ENGIE, encompassing five projects, including one focused on green hydrogen.
Each project will be allocated up to 30,000 hectares of land, with the government implementing measures to ensure proper use of public land through contractual frameworks.
The selection process employed a 'scientific and transparent methodology' to guarantee balanced and sustainable partnerships between Morocco and the investors.
The initiative builds upon a government circular issued on March 11, 2024, which laid out the implementation framework for Morocco's green hydrogen strategy.
The strategy aims to capitalize on the country's strategic geographic location, diverse natural resources, and international-standard infrastructure.
The meeting was attended by key government officials, including Interior Minister Abdelouafi Laftit, Equipment and Water Minister Nizar Baraka, Industry and Commerce Minister Ryad Mezzour, Investment Minister Karim Zidane, Budget Minister Fouzi Lekjaa, and MASEN CEO Tarik Moufaddal.
The government maintains that the selection process remains open to additional investors interested in participating in Morocco's green hydrogen sector development.
This strategic initiative aligns with directives outlined in King Mohammed VI's Throne Speech of July 29, 2023, which called for a rapid and qualitative implementation of Morocco's green hydrogen strategy to leverage the country's advantages in this emerging sector and meet global investor interest. Morocco Launches New Star Rating System for All Tourist Accommodations
Rabat – Morocco has officially introduced a new star rating system that will apply to all types of tourist accommodations across the country. This marks the first time that hotels, riads, guest houses, and other lodging options will be classified under a single, internationally recognized star system. The Moroccan Ministry of Tourism, Handicrafts, and Social and Solidarity Economy has announced new rules to improve the quality of tourist accommodations across the country. Five new official orders have been published to update the 2015 law on tourist lodging, aiming to give visitors a better and clearer experience. From now on, all types of tourist accommodations will be rated using a star system similar to hotels. This new star rating is easier to understand and follows international standards, which would help tourists choose their stay more confidently, said the ministry in a press release. 'Every type of accommodation, whether Hotels, riads, Hotel clubs, Kasbahs…will now use the same star rating system that travelers recognize worldwide,' said the Minister of Tourism Fatim-Zahra Ammor. The evaluation will focus on buildings and facilities, as well as on the quality of service throughout the guest's stay. To ensure this, mystery visitors will regularly inspect the accommodations using a detailed checklist of up to 800 criteria, developed with the World Tourism Organization. Ratings will no longer be permanent. New establishments will be reviewed every 7 years, and others every 5 years, to maintain high standards. Another new idea introduced is called 'Residences Immobilières Adossées' (RIA). This lets investors build private villas connected to 5-star or luxury hotels, which they can sell to private owners. Morocco Opens Investigation into Alleged Cyber Attack on Judiciary Council Website
Rabat – The Public Prosecutor at the Court of Appeal in Rabat has ordered an official investigation into reports that the website of the Supreme Council of the Judiciary may have been hacked. In a statement on Tuesday, the Prosecutor announced that the decision follows information shared on social media about the alleged cyberattack. Posts claimed that two administrative documents, said to be from the Council, were leaked online. The Public Prosecutor confirmed that the National Brigade of Judicial Police has been tasked with leading the investigation to verify the authenticity of the documents and uncover any potential criminal acts. Authorities have not yet confirmed whether the website was truly breached or if the documents are legitimate. The investigation is currently underway. The Algerian hacker group Jabaroot has claimed responsibility for a recent cyberattack on Morocco's Ministry of Justice, saying they accessed sensitive data related to Justice Minister Abdellatif Ouahbi, around 5,000 magistrates, and 35,000 judicial officials. This alleged attack follows earlier breaches by Jabaroot on the National Social Security Fund (CNSS) and the National Agency for Land Registry (ANCFCC), where they accessed millions of sensitive documents.
