In shipwreck, best practice is to register case against ship owner, says ex-Shipping Secretary

Though the Kerala government has decided to look for insurance compensation instead of registering a case against the Mediterranean Shipping Company, the owner of the ship MSC Elsa 3 that sank off the coast of Kerala, the Maharashtra government had sued the company when its cargo vessel MSC Chitra collided with another vessel, MV Khalijia, off the Mumbai coast, spilling huge amounts of oil and hazardous chemicals into the Arabian Sea in 2010, causing serious environmental damage. K. Mohandas, who was the Shipping Secretary then, told The Hindu that soon after the incident the Maharashtra government registered a criminal case against the owner of the ship and the negotiation for insurance compensation progressed parallelly. 'We cannot compare the two cases. The best practice is to register a case against the shipping company and pursue the case both legally and also through negotiations. The case can be withdrawn later if there is mutual agreement on the compensation after a detailed scientific analysis,' he said. No legal compulsion However, he said, there was no legal compulsion to register a case. If the State government was confident of settling the case through negotiation, it could also be explored, especially since the company had a global reputation, he said. In the case of Maharashtra, the damage to the ecosystem was severe with huge oil spillage. Later, the owner of the ship sank the vessel along with the dangerous cargo onboard after around eight months of the accident as it was very difficult to retrieve the poisonous cargo from the ship. Even the shipbreakers refused to handle the cargo and shred the vessel. The owners sank the ship to the bottom of the sea around 350 nautical miles off the coast of Mumbai, as per reports. Criticism Experts have criticised the handling of the issue in Kerala, as the State government has decided to pursue negotiation instead of filing a case against the owner of the ship. The State was of the view that the MSC is a reputed company which patronises the Vizhinjam International Seaport and the company requires the goodwill of Kerala for its operations here. The State, which released the list of dangerous cargo manifest a day after a cargo vessel caught fire off the coast of Kannur on Monday, was dragging its feet on releasing the cargo manifest of MSC Elsa 3.

NHAI set to begin work on developing final section of Vikravandi-Thanjavur national highway

Construction of the long-delayed third and final section of the four-lane Vikravandi-Thanjavur National Highway, between Sethiyathope and Vikravandi, is set to commence next month. The project is being executed by the National Highways Authority of India (NHAI) in three packages — from Thanjavur to Cholapuram; Cholapuram to Sethiyathope; and Sethiyathope to Vikravandi. The NHAI has just completed work on the second package of the highway, covering the stretch from Sethiyathope and Cholapuram. Although motorists are already using the section, it would formally open to traffic with the commencement of user fee collection at the Manambadi Toll Plaza from June 12. The 50-km long section, developed at an estimated cost of ₹2,357 crore (including land acquisition and utility shifting), includes three bypasses and four major bridges. A new bridge has been built across the Kollidam river at Anaikkarai. In January this year, the Cholapuram-Thanjavur section of the highway was opened for traffic. Service organisations in the delta region had been pressing for the early commencement of the Sethiyathope-Vikravandi package, as the NHAI had terminated the contract awarded for the section and decided to go for a fresh tender. 'The tender for developing the Vikravandi-Sethiyathope section into a four lane highway has been awarded recently. The land acquisition for the 66-km long section has been completed and the work will begin in July. The project is expected to be completed in two years,' sources in NHAI told The Hindu. Two new bypass pass roads would come up at Vadalur and Panruti, running for a total distance of 18 km, on the section which would entail an investment of about ₹2,000 crore approximately. The entire project, originally scheduled for completion by September 2020, had run into a long delay due to various factors, including Cyclone Gaja, the COVID-19 pandemic and issues in land acquisition. Union Minister of Road Transport and Highways Nitin Gadkari's had inspected the progress of the project in September 2024. Once completed, the four-lane highway is expected to give a big push to the development of the central region, especially Villupuram, Cuddalore, Ariyalur, Tiruvarur, and Thanjavur districts. Besides reducing the travel time between Thanjavur and Chennai, it would even help reduce the traffic on the Chennai-Tiruchi-Madurai National Highway as those bound to southern destinations such as Karaikudi, Ramanathapuram and Rameswaram could take the NH 36 (Vikravandi-Manamadurai), the sources said. The news on the award of the contract has brought cheer to the locals. 'We welcome the award of the fresh contract and hope the NHAI would closely monitor the project and complete it expeditiously,' said V. Sathiyanarayanan, secretary, All Traders Associations of Kumbakonam.

Jaishankar to step up diplomatic push on visit to France, Belgium

On his third visit to Europe in the past few months, External Affairs Minister S. Jaishankar left on Sunday (June 8, 2025) for a week-long visit to France and Belgium. He is expected to meet with his counterparts in both governments, and in the European Commission and European Parliament in Brussels. This visit is part of the government's efforts to step up its diplomatic engagement post Operation Sindoor to garner support for India's fight against terrorism. 'The visit of EAM is expected to further deepen India's friendly relations with the European Union, France and Belgium and give renewed momentum to ongoing cooperation in diverse areas,' the Ministry of External Affairs (MEA) said, announcing the visit from June 8 to 14. In March, Mr. Jaishankar had travelled to the U.K. and Ireland, and in May, he had visited the Netherlands, Denmark and Germany. In France, Mr. Jaishankar is scheduled to visit Paris for bilateral talks with French Foreign Minister Jean Noel Barrot, and to Marseille to address the 'Mediterranean Raisina Dialogue', a conference of the Ministry and Observer Research Foundation (ORF). This is significant because Marseille is one of the European ports along with Trieste, Italy, and Piraeus, Greece that are in the running for the India-Middle East-Europe-Economic Corridor (IMEC) route, and although ambitions for the project launched in 2023 have been dimmed due to the Israel-Gaza conflict, New Delhi is keen to keep discussions on it alive. In Brussels, he will hold a 'Strategic Dialogue' with EU High Representative and Vice-President Kaja Kallas, the Ministry said. Mr. Jaishankar is also expected to raise India's request for the repatriation of diamond merchant Mehul Choksi, who is under arrest pending a trial for extradition to India to face charges of fraud and embezzlement. Mr. Jaishankar will end his tour in time for the G-7 summit in Canada, although it is unclear whether he will attend. He is also scheduled to travel to Washington for the Quad Foreign Ministers' Meeting in early July and could accompany PM Modi to the BRICS summit in Rio de Janeiro on July 5-6.
