[UPDATED] Govt allocates RM3mil for Intan to become regional centre of excellence

PUTRAJAYA: The government has allocated RM3 million to strengthen the National Institute of Public Administration (Intan) as a centre of excellence for public service in the Asian region and globally.
Prime Minister Datuk Seri Anwar Ibrahim said this includes a research and development (R&D) fund of RM1 million to enhance the capacity and capability of public officers in service delivery, particularly in new focus areas such as artificial intelligence, blockchain, and post-quantum cryptography (PQC).
Another RM1 million in R&D funding will be allocated to boost Intan's capability as a reference centre in governance and best values, human capital development, organisational management, service delivery, and best practices in public–private collaboration.
The remaining RM1 million will support R&D for the publication and implementation of the Intan Country Report, similar to the Organisation for Economic Cooperation and Development (OECD) and World Bank Reports, for the nation's public service.
Anwar also announced that the APEL.Q @ Intan initiative, which was approved under the 2025 Budget, will continue in 2026 with an allocation of RM1.5 million.

KUALA LUMPUR, Aug 16 (Bernama) -- Lembaga Tabung Haji (TH) has rejected as false and defamatory allegations that it spent RM20 million on rebranding. In a statement, TH clarified that the actual cost for the brand rejuvenation process was RM2 million per year over a three-year period. 'Efforts to strengthen the brand have been carried out several times as an important investment to change mindsets and attract Muslims to save systematically in order to meet the requirements for performing the haj,' it said. TH said the rebranding process also involved market surveys and engagement with depositors to better understand their needs while taking into account demographic shifts within the Muslim community in Malaysia. 'The claim that TH need not strengthen its well-known brand after 60 years of operation is also inaccurate,' according to the statement. To date, TH has 9.6 million depositors, representing about half of the country's Muslim population. According to TH, more than 53 per cent of depositors had savings of less than RM1,300, far below the estimated RM15,000 required for a pilgrim from the B40 group to perform the haj in 2025. 'Over 80 per cent of depositors' financial transactions are carried out online. Therefore, TH plans to launch a campaign to encourage Muslims to save early, consistently and systematically to build sufficient savings, while ensuring stable investments for the institution's sustainability,' the statement said. TH also said its Board of Directors had decided to review the agency's strategy to remain competitive, provide better services and attract more young Muslims as depositors.

KUALA TERENGGANU: The armed forces have welcomed the enhancement of the performance-based incentive payments (BIPs) system announced yesterday by Prime Minister Datuk Seri Anwar Ibrahim. Army deputy chief Lieutenant-General Datuk Tengku Muhammad Fauzi Tengku Ibrahim said the incentive would serve as both encouragement and a benchmark for improving the performance of army personnel. "This is a positive step. The incentive can also act as a catalyst for personnel to progress to higher levels and to develop the social skills essential for military service in line with current needs," he told reporters after officiating at the closing ceremony of the Rapid Deployment Force Basic Course (APAC) Series 2/2025 at Dataran Drawbridge here today. Anwar had announced that the revised scheme would be extended to other ranks, namely Sergeant Equivalent (Grade Z4) and Staff Sergeant Equivalent (Grade Z5), while the qualifying period for BIP had been reduced from six years to four years. The revision is expected to benefit 3,789 personnel, with an estimated annual financial implication of RM6.47 million. Meanwhile, 131 participants, comprising male and female personnel of the 10th Parachute Brigade — including seven officers — successfully completed the six-week course, which began on July 13. Also present were 512 Territorial Army (Askar Wataniah) Commander Brigadier General Tengku Sri Temenggong Raja Tengku Baharuddin Sultan Mahmud Al-Muktafi Billah Shah, 10th Parachute Brigade Commander Khairul Anwar Soib, and Terengganu police chief Datuk Mohd Khairi Khairudin.
