KUALA NERUS: Various new initiatives announced to strengthen the civil service, including improving the Malaysian Armed Forces (MAF) scheme, are timely and well-received, says Deputy Army chief Lt Gen Datuk Tengku Muhammad Fauzi Tengku Ibrahim. He said the expansion of the performance-based incentive payments (BIPs) to other ranks, namely Sergeant or equivalent (Grade Z4) and Staff Sergeant or equivalent (Grade Z5) as announced by Prime Minister Datuk Seri Anwar Ibrahim on Friday (Aug 15), can motivate military personnel to continue striving more diligently. "This is something positive, as with this 'performance-based' system, we can use it as a benchmark to determine that everyone will strive harder to achieve the desired level," he said when met by reporters after the closing ceremony of the Skim Perkhidmatan Askar-Lasykar Angkatan Tetap ATM Gred Z1 (Tugas Khusus) here on Saturday (Aug 16). Tengku Muhammad Fauzi said that in addition, the extension of seven entry qualifications for various Skim Perkhidmatan Askar-Lasykar Angkatan Tetap ATM Gred Z1 (Tugas Khusus) is also timely, considering that the expertise required for military personnel is no longer solely dependent on physical strength. He said the military needs officers and personnel who were experts in various fields, including cyber technology. "Perhaps previously, they (the army) used a lot of physical strength. But nowadays, with technology and so on, various concepts are emerging. They need someone who is an expert in social media due to information warfare," he said. At Friday's Majlis Amanat Perdana Perkhidmatan Awam Ke-20 (Mappa XX) 2025, Anwar announced various new initiatives to strengthen the civil service, including improvements to the MAF scheme, introducing the Academic Recognition Award (HPA) initiative, and the allocation of funds to empower the National Institute of Public Administration (Intan). PUTRAJAYA: Prime Minister Datuk Seri Anwar Ibrahim announced a RM75 million financial incentive for civil servants who pursue higher education, including those furthering their doctorate studies using self-funded means. He said the amount would benefit more than 91,000 civil servants in the management, professional and support groups. He said those pursuing PhD studies would receive RM1,250, master's degree RM1,000, bachelor's degree RM750 and diploma or equivalent level RM500. He added that the assistance is aimed at easing the burden of civil servants who are upgrading their academic qualifications. 'Imagine studying on your own, reducing your wife's allowance just to pay for tuition. So, we're offering this small token of appreciation, although the budget involves RM75.7 million. 'At least once during their service we want to show that we encourage civil servants to improve themselves through their own efforts and initiative,' he said at the 20th Premier Civil Service Address yesterday. Anwar announced an allocation of RM3 million to strengthen the National Institute of Public Administration as a centre of reference for public service excellence in Asia and globally. He also announced the continuation of the APEL.Q @ Intan initiative for 2026, with a budget allocation of RM1.5 million. This initiative will cover tuition support for the APEL.Q Programme, providing up to 50% or a maximum of RM15,000 in tuition fee assistance, depending on which amount is lower.

PUTRAJAYA: The government has allocated RM3 million to strengthen the National Institute of Public Administration (Intan) as a centre of excellence for public service in the Asian region and globally. Prime Minister Datuk Seri Anwar Ibrahim said this includes a research and development (R&D) fund of RM1 million to enhance the capacity and capability of public officers in service delivery, particularly in new focus areas such as artificial intelligence, blockchain, and post-quantum cryptography (PQC). Another RM1 million in R&D funding will be allocated to boost Intan's capability as a reference centre in governance and best values, human capital development, organisational management, service delivery, and best practices in public–private collaboration. The remaining RM1 million will support R&D for the publication and implementation of the Intan Country Report, similar to the Organisation for Economic Cooperation and Development (OECD) and World Bank Reports, for the nation's public service. Anwar also announced that the APEL.Q @ Intan initiative, which was approved under the 2025 Budget, will continue in 2026 with an allocation of RM1.5 million.

PUTRAJAYA: The one-off incentive for civil servants who self-fund their studies will encourage others to further their studies, said the Congress of Unions of Employees in the Public and Civil Services (Cuepacs). Its president, Datuk Dr Adnan Mat, said such an effort would ultimately bring positive impact on the public service delivery system, as having more personnel with higher academic qualifications would lead to better performance and capabilities. "Although it is a one-time incentive, we are deeply moved by the recognition of the sacrifices made by those who furthered their studies on their own initiative, with their own expenses and great commitment. "This incentive is a form of recognition by the government, and it offers new hope to civil servants to continue improving their academic qualifications. "This is crucial as we work to enhance civil service performance and productivity. The announcement is also timely, as we will soon receive an additional seven per cent salary increase, making it all the more important that we are prepared to deliver the best possible impact in public service," he told reporters after the 20th Civil Service Premier Assembly. Adnan also expressed his gratitude to the government for allowing civil servants who have yet to be confirmed in their positions to perform the haj. "If they were to miss their allocated turn, they would face a very long wait before getting another opportunity. Therefore, following our request and with the government's agreement, for which we are thankful, this decision provides an advantage to civil servants who have yet to be confirmed in their positions to perform the haj," he said. He said the continuation of the Accreditation of Prior Experiential Learning for Qualifications (APEL.Q) programme through the National Institute of Public Administration (Intan), which had been extended until next year, would allow civil servants to pursue lifelong learning or upgrade their skills and competencies. "This is in line with the prime minister's aspiration for civil servants to continuously deliver the best possible service," he said. Adnan added that civil servants must always be ready to adapt, and failure to change would mean being left behind. This meant civil servants must embrace a new work culture and rhythm, and no longer work in the same complacent manner or adhere to outdated trends.
