PSEB junior assistant suspended for tampering with office records
Taking strict action against its employee for tampering with office records, the Punjab School Education Board (PSEB) has suspended a junior assistant following a departmental inquiry.
The junior assistant, Vishal Nayyar, posted in the examination branch (Class 10 registration), has also lost his annual promotion. Meanwhile, the board dropped charges against four other officers, only reprimanding them for negligence.
The action came in connection with a 2020 controversy, when roll number records were tampered with in the computer system of the board's computer cell in violation of PSEB Employee Conduct Rules 5 and 8.
Board chairman Amarpal Singh said notices were issued on May 12, 2020, to several employees, including senior assistants Jagtar Singh and Raminder Singh Mangi; and junior assistants Ramandeep Kaur, Kanwaljit Kaur, Amarinder Singh, Chamandeep Kaur, Bhawna Sethi and Vishal Nayyar. A departmental inquiry was conducted under retired IAS officer Jagjit Puri through official orders dated August 13, 2020.
The inquiry acquitted most accused of all charges, except Nayyar.
Meanwhile, Manjinder Singh (helper) and Jugraj Khan (daily wager) were held responsible for pursuing the case. Additionally, Ashok Kumar (superintendent, computer cell), Gurtej Singh (deputy director, computer, now deputy secretary), and Navneet Kaur (director, computer) were reprimanded for failing to take immediate action.
Khan's services were discontinued due to his daily wage status. The chairman emphasised that vigilant board employees detected the negligence timely, preventing the issuance of falsified certificates. He reaffirmed the board's zero tolerance for corruption, negligence and misconduct, underscoring its commitment to the welfare of students and the integrity of education.

Delhi CM forms Transgender Welfare and Empowerment Board
Delhi Chief Minister Rekha Gupta on Saturday announced the formation of the Transgender Welfare and Empowerment Board to address the grievances of the community. The Board will help the transgender community receive their rightful entitlements in education, healthcare, employment, and safety, Gupta said in a statement. Stating that the Board will work on policymaking and recommending welfare schemes, the chief minister added that it will also coordinate with various departments to solve issues regarding the transgender community. This development will also ensure the timely issuance of identity certificates and ID cards. Now, transgenders will be able to self-declare their gender identity and obtain identity documents from the District Magistrate, the statement said. The chief minister further emphasised that this is not just a legal formality but a reflection of the government's deep commitment to providing dignity, rights, and opportunities to the transgender community. The Delhi government is planning new initiatives to ensure a dignified life for the transgender community, including construction of dedicated third-gender toilets in government buildings, hospital wards and gender-specific health services in government hospitals, she said. A transparent online process for issuing ID cards, sensitisation and awareness campaigns in educational institutions and workplaces, temporary shelters, employment training and social security schemes tailored to the community, are also being planned by the government. Reaffirming her government's commitment to developing a Delhi that stands for equality, respect, and inclusion, Gupta said this decision reaffirms the values of equality and justice in the Indian Constitution. She also called the development 'revolutionary' as it will bring the transgender community into the mainstream.
