LACK OF REGULAR VC HITS EXPANSION AT RDWU

Bhubaneswar: Rama Devi Women's University, located in the heart of the city, is grappling with several issues, including the lack of a permanent vice-chancellor, shortage of faculty members, and delays in the university's expansion plans.
After the end of her tenure in Nov last year, Aparajita Chowdhury, the former VC of Rama Devi Women's University, submitted a representation to the Odisha governor to relinquish her position as VC of the university. She was relieved of her responsibilities on Dec 31 last year.
The office of the chancellor asked PG council chairman Chandi Charan Rath to remain in charge of the VC post in the university. The university has not had a permanent VC for the last six months.
The university has 57 per cent vacant permanent teaching posts, including a vacancy of around 70 per cent of professor posts. "To start faculty recruitment for the university, a permanent VC is required. An in-charge VC cannot make policy decisions, and many new initiatives face obstacles," said a faculty member at the university.
He said teaching and research were affected due to acute shortage of permanent faculty members.

"It received a B++ grade because of this problem. The quality of the university can be improved with the recruitment of more manpower and better mentoring of the affiliated colleges," he added.
When asked, Rath, the in-charge VC of the university, said he is focusing on the timely publication of results and implementing the National Education Policy (NEP), 2020. "I want to run the university smoothly and address the students' issues," he added.
A faculty member, requesting anonymity, said the expansion of the university remains a dream. "Earlier, there was a discussion on opening a second campus for the university. Even the govt had taken steps to allot land, but it got delayed. The land available at the existing campus is not sufficient," he added.
More departments and courses couldn't be opened due to lack of manpower and space. "We do not have a playground in our university.
We cannot organise our inter-college or inter-university tournaments here. We also need more hostels for our students," said the faculty member.
An official of the university said a Plus II college is functioning inside the university. "It should be separated from the university for more space. This separation has not been done so far. Another important aspect of the university is improving the standard of the women's colleges, increasing faculty members, and enhancing quality teaching and infrastructure," he added.

Mumbai University to launch skill-integrated UG courses from next year
In a major academic shift aimed at boosting student employability, Mumbai University (MU) is likely to roll out skill-integrated undergraduate programs — BA, and — from the next academic year. The move is aligned with University Grants Commission (UGC) guidelines that advocate industry-oriented learning to address sector-specific skill gaps. As per UGC guidelines in this regard, 50 percent of the total credits in these degree programs will be allotted to core academic subjects, while the remaining 50 percent will be dedicated to short-term, skill-based courses. These industry-aligned modules are intended to train students in fields such as real estate, insurance, and marketing — areas where dedicated academic training is currently lacking. 'There are several emerging industries with growing demand for trained manpower, but no corresponding courses in higher education,' said M Jagadesh Kumar, former UGC Chairperson, speaking in Mumbai on Saturday. 'The UGC has formed a committee to identify such gaps. With the support of industry partners, we aim to create hybrid-mode short-term courses to offer credits to students. Universities too are encouraged to create such courses meeting local industry requirements.' MU officials confirmed that groundwork laid to begin offering these revamped programs from the 2025-26 academic year onwards. The shift is expected to mark a significant overhaul of the traditional undergraduate education structure. Additionally, universities are encouraged to offer a new model combining academics and hands-on industry experience. Under this, students will spend two years on campus and two years apprenticing with industry partners. 'For instance, a BA Journalism student will study theory for two years and work in a media house for the next two, with the industry also involved in their evaluation,' Kumar explained. He emphasised that such students will have an edge over others when they enter the job market. 'They will already have an understanding of the industry with their experience of two years,' he said. Kumar was in the city for the western zone conference of VIKAS 2025 — a national initiative promoting industry-academia collaboration as envisioned in the National Education Policy (NEP) 2020. Representatives of various universities and affiliated colleges in Maharashtra were present to attend this conference.

Hyd IT employees in the dock for fake political donation claims
Hyderabad: The income tax department has uncovered a massive pattern of dubious political donation claims allegedly made by salaried professionals and business owners, primarily from the IT sector, aiming to illegally claim refunds under section 80GGC of the Income Tax Act. Over 400 tech employees in Hyderabad have now been served notices for allegedly declaring inflated or bogus donations to political parties—some even claiming to have donated sums equal to or exceeding their annual salaries. What began as isolated cases has now snowballed into one of the largest personal tax deduction scams under the guise of political funding, placing Hyderabad alongside metros like Mumbai, Delhi, and Bengaluru in a fast-widening national probe. In a single financial year, individuals across India reportedly claimed over ₹10,000 crore as deductions under section 80GGC, which allows tax breaks for donations made to political parties. While the provision is legal and has no upper limit, officials say the absence of safeguards has opened the door to large-scale misuse. "This is not just tax evasion—it's identity laundering using political donations," said a senior official. "We are not only looking at individuals but also at the network of entities that enabled these fraudulent claims," he said. Cheques in, cash out The modus operandi appears both simple and deceptive. In numerous cases, individuals reportedly issued cheques to shell entities posing as political parties and later received the money back in cash. These transactions were then falsely reported as political donations in tax returns—entitling the individual to a deduction and, in many cases, a significant tax refund. In some instances, software employees were found to have issued cheques to known third party entities and then claimed those as political donations in their IT returns. In Hyderabad alone, during a Feb 2025 probe (reported by TOI), the income tax department unearthed a ₹110 crore refund racket involving employees from 36 software companies. Many had claimed inflated political donations and received refunds based on falsified documentation. Unusual donation patterns According to internal data, there has been a 10-fold increase in 80GGC claims between 2016–17 and 2021–22. A growing number of these declarations showed individuals claiming political donations worth 10–100% of their total income—a pattern that the department now flags as a critical risk indicator. In Telangana and Andhra Pradesh alone, 400 high-risk cases have been identified between FY 2023–24 and 2024–25. Some Hyderabad tech employees received notices after declaring donations exceeding ₹10 lakh. Officials have flagged 30 entities, including shell firms and little-known outfits, for allegedly facilitating these inflated claims. 6.5L taxpayers under lens Nationwide, 6.5 lakh individuals, mostly salaried professionals and small business owners, are under the scanner for making suspicious claims under Section 80GGC. The top 10%, based on the donation-to-income ratio, have been placed under special audit scrutiny. To encourage voluntary compliance, the IT department has extended the returns correction window from two to four years. In Telangana, helpdesks have been set up in tech firms, and outreach programmes have been launched across 100 companies to educate employees about the risks of fake donation claims, including penalties, prosecution, and refund recovery. So far, 15% of those flagged in earlier phases have updated their returns and corrected their donation claims. Tax officials are now urging others to do the same before enforcement action begins.
