India's quasi-sovereign wealth fund seeks to double assets to $10 bn

India's $4.9 billion quasi-sovereign wealth fund is seeking to double its assets under management to $10 billion within the next 30 months, fueled by surging demand for urban infrastructure in the world's fastest-growing major economy.
Mumbai-based National Investment & Infrastructure Fund, backed by the Indian government alongside global investors such as Temasek Holdings Pte, Abu Dhabi Investment Authority and AustralianSuper Pty, is capitalising on a big funding gap in the sector, according to Vinod Giri, managing partner for its infrastructure fund.
'We are seeing significant amount of investment requirements — almost double of what we have been seeing over the last five to seven years, across subsectors,' said Giri, who heads NIIF's flagship infrastructure fund labelled the Master Fund.
The move comes as the likes of KKR & Co., Brookfield Asset Management Ltd. and GIC Pte are pumping in hundreds of millions of dollars to develop the country's roads, renewable energy projects, telecom towers, warehouses and data centers. Prime Minister Narendra Modi faces pressure to upgrade India's inadequate infrastructure and match the country's aesthetics to its ambitions - or in his words, create 'several Singapores' in the nation. Yet long delays, bad contracts and high costs remain big challenges.
Created with much fanfare in 2015 under Modi's administration, NIIF marks the country's first big attempt to develop a capital-raising structure on home soil even as many sovereign entities make direct investments in India. The fund also counts local investors among its backers.
NIIF, which currently has assets across its four strategies of infrastructure, climate, private markets and growth equity — is now raising $4.5 billion across successor funds for infrastructure and private markets, Giri said, adding that the firm is seeking to close it in three years.
Giri said NIIF anticipates most of its existing investors from the first fund to return to its second one for which it expects to mark the first close by early 2026. Funds typically start investing after raising a portion of the targeted corpus as part of the first close.
For the second infrastructure fund, Giri expects a new set of investors from Australia, Japan, US, Europe and Korea.
NIIF's recent successful stake sales are likely to support the fundraising attempts, Giri said. NIIF sold its renewable platform in February. It has also disposed three out of five of its road assets in June.
The fund achieved a distribution to paid-in capital of 50% with its two exits, said Giri, adding that it means 'for every dollar that our investors have given us till now, we managed to return half of that back to them.'

Income Tax Filing: Slow website, complex ITR forms trouble taxpayers; experts bat for deadline extension
Income Tax: A number of tax experts and taxpayers are reportedly facing problems with filing their income tax returns (ITR) for FY 2024-25. Some of them Livemint spoke to claimed that two crucial documents, AIS (Annual Information Statement) and TIS (Taxpayer Information Summary), could not be downloaded on Tuesday, while the I-T filing portal was functioning at a snail's pace on Wednesday. 'Yesterday, we were unable to download AIS and TIS, which are important to cross-verify data. So, we could not file any return. Today also, the tax filing portal is very slow,' says Chirag Chauhan, a Mumbai-based chartered accountant who runs CA Chauhan & Co. He further points out that income tax forms this year are taking longer than usual to complete because of additional information required. 'It is taking double the time from the taxpayer's side to fetch necessary details, especially to be able to claim deductions. For instance, to claim HRA, taxpayers now need to provide all necessary details such as PAN, property address, and place of property. These details were earlier meant to be provided to the employer, but now the ITR form also requires these inputs. Additionally, to claim a deduction against insurance, one needs to write the policy number as well,' adds Chauhan. Notably, the last date to file income tax return (ITR) for FY 2024-25 is September 15. Although there is over a month left to file the ITR, some believe that it is not adequate in view of the circumstances. While ITR-5 (Excel) was released on August 9, the CBDT is yet to release online utilities of ITR-6 and ITR-7. 'The ITR-5 was released only last week, whereas ITR-7– form meant for trusts -- has yet not been released. So, the time left to file the income tax return is very less as compared to last year. Additionally, the time that we, as CAs, are using to file ITRs should have been used to prepare companies' audit reports. The deadline to submit audit reports still stands at Sept 30, which needs to be pushed further,' says Pratibha Goyal, partner, PD Gupta & Company, a Delhi-based CA firm. CA Sagar Joshi, a social media user, wrote on X (Formerly Twitter) that the income tax portal is not allowing digital signature certificates (DSC) and users are facing errors regarding that. Meanwhile, another user under the same post urged the tax department to extend the due date further. 'You opened the ITR 3 in late. we dont have proper 90 days to file. Darwinbox secures $40 million funding from Canada's OTPP

The March round was largely a secondary transaction, with a small primary component, and the blended valuation was around $950 million.'There was spillover interest from certain investors after the $140-million round was finalised,' one of the persons briefed on the matter said, adding that out of the $50 million, about 60% is in transactions are usually finalised at 10-15% discount to a firm's last primary valuation. The company was last valued at $1 billion in 2022, following a $72 million funding round led by Netflix-backer Peak XV Partners, which first invested in the firm in 2019, this spells a tenfold return on its initial cheque, said another in 2015, Darwinbox helps organisations manage their HR needs, including hiring and onboarding, attendance and employee management. It serves more than 1,000 enterprises in various sectors across 130 countries. Its customer base includes companies such as Starbucks, Nivea, Cigna, WeWork and Darwinbox is not OTPP's first investment in the HR-SaaS segment in the Asia-Pacific region. In July 2024, it co-led, along with KKR, a $140-million funding round in Japanese cloud-native human resources management platform had reported a 58% year-on-year increase in total revenue to Rs 392 crore for 2023-24.
