Continue drive against rash driving till a solution is found, HC tells Kochi police

Kochi: High court on Thursday asked the Kochi city police to continue its drives to curb the menace of
rash driving
by heavy vehicles on a daily basis until a solution is found to end it.
"No doubt, various reasons are attributed to this deleterious tendency on the roads, but none of them would be of any avail if someone loses their life, as seen in the case of a young boy who was crushed under a bus near Town Hall, Kochi," the court said.
"Losing a life on account of a bad road or reckless driving is the most unfortunate event that can happen, particularly to the family, and ought not to be simply relegated to statistics thereafter," the bench of Justice Devan Ramachandran emphasised. HC was considering a batch of petitions seeking judicial intervention in view of the deplorable condition of roads across Kochi.
The high-ranking police officers present in court provided information about certain proposals to avoid 'serpentine queues' and long traffic jams by modulating traffic and modifying road conditions.
Specific references were made to Vyttila Junction, Chathiath Road-Goshree Bridge junction, Edappally Church area and Palarivattom Junction on the highway. HC observed that some urgency would be apposite with the Onam season approaching.
It also cited a recent accident in Thrissur that claimed the life of a young man in front of his mother's eyes.
'Bad road is a killer'
Previously, HC had directed local body and PWD engineers to conduct an audit of the safety and quality of roads under their control.

On Thursday, senior govt pleader K V Manoj Kumar sought a month's time to file the audit report.
Allowing the request, HC stated that the right to a motorable road, without any doubt, is now a constitutional right because the right to travel falls within the ambit of a fundamental right. A bad road, HC noted, is not only a hindrance to travel but can also be a killer, as seen in various past instances. Prima facie, the engineers have the responsibility to survey and maintain surveillance to ensure that no life is lost and no injury is caused on account of potholes or other dangerous conditions on the roads, the court reminded.

Hubballi: Dharwad West RTO is currently hobbled with a defunct vehicle fitness testing device. According to RTO officials, the machine is currently not accepting fees for issuing fitness certificates. The worst affected are owners of commercial vehicles. They are now being forced to visit Haveri, Gadag, and Dandeli RTO offices to obtain fitness certificates issued manually. The irony is certainly not lost on anyone as though the machine is out of order, RTO officials are allegedly still imposing a fine on vehicle owners who are yet to renew their vehicle fitness certificates. Babanna, a school bus driver who frequently visits Dharwad West RTO, told TOI: "Consultants and staffers (at the RTO) are saying that the govt itself has stopped allowing clearances to transport vehicles." Many have demanded that the system of issuing vehicle fitness certificates must be unified. "The govt installed inspection and certification (I and C) centres in six districts, but these are all defunct since March. According to rules, we must pay the fees online, but I and C centres are not generating receipts for the fees paid. Under the circumstances, certification agencies are advising their clients to approach smaller districts such as Gadag and Haveri to get the fitness certificates renewed for transport vehicles. Sources in NWKRTC said: "As we follow the norms of I and C centres, we are waiting for the fitness certificates of transport vehicles." Srikant Badiger, RTO, Dharwad West, said I and C centres are located in six places in the state. "These have been blocked by the Union govt. Mangaluru: The Karnataka Drivers Union has submitted a proposal to the Mangaluru City Traffic Police to develop QR codes for autorickshaws operating in Mangaluru. The purpose of creating a database and QR codes is to prevent the misuse of zones allotted to the autorickshaws in Mangaluru. While there are 7,637 autorickshaws in zone 1 of Mangaluru city, zone 2 of Mangaluru rural has 6,949 vehicles. As per the zone rules introduced in 2006, zone 2 autorickshaws are not allowed to enter the city. The union members are working on developing QR codes for all rural autorickshaws to prevent misuse of zone rules. Ganesh R Shaktinagar told TOI that the union noticed zone rule violations by autorickshaws, especially zone 2 vehicles operating in Mangaluru city. "We noticed many autorickshaws, which were given the zone 2 stickers to operate in rural areas of Mangaluru, using the duplicate stickers of zone 1 to operate in the urban areas. Further, there are autorickshaws that have no documents operating in Mangaluru city limits. These duplicate autorickshaws have been causing serious issues. Bengaluru: Bengaluru South RTO, widely known as Jayanagar RTO, has now found a new address in the far south of the city. The KA-05 RTO office is being shifted to Anjanapura on Kanakapura Road. It operated for nearly 45 years at Jayanagar — including 11 years from BMTC's TTMC building on rent. Built at a cost of Rs 11 crore, the new facility will house one of Bengaluru's busiest RTOs. Saturday, transport minister Ramalinga Reddy inaugurated the new building at Anjanapura near NICE Road. The official clarified that the move would not greatly affect citizens as most services—from applying for a learner's licence to registering new vehicles—are now done online. Driving licence tests are already conducted at the Jnanabharathi track. So there is no change in the process. He added that owning a building will save substantial rental costs for the department. Currently, 70 driving schools and 36 pollution testing centres operate in the Bengaluru South RTO's jurisdiction. In recent years, several RTOs in the city have been relocated to new premises. Bengaluru East RTO, earlier known as Indiranagar RTO, shifted to Kasturi Nagar; the Koramangala RTO, popularly called Central RTO, moved to HSR Layout; while Yelahanka RTO, once based at the BDA Complex in Yelahanka New Town, was relocated to the northern outskirts near Singanayakanahalli.
