The initiative allows the state to procure drugs, medical equipment, and diagnostics at negotiated prices below the listed rates, enabling resources to reach a larger number of patients or extend the duration of therapies.
Health Minister Vishwajit Rane announced on Wednesday that Goa is the first state in the country to implement such a policy framework, which facilitates confidential pricing agreements with pharmaceutical companies and medical device manufacturers.
The rollout is expected to begin with treatments for lung cancer, a condition among several high-cost therapies that can exceed Rs 50 lakh per year. According to Rane, this initiative represents a significant step toward health equity, ensuring more patients can access critical care.
'Goa's adoption of this value-based pricing policy is both timely and essential,' Rane said. 'It will improve access to innovative therapies and help more patients benefit from these treatments.'

Addressing the rising burden of diseases
The report noted that Goa faces a growing healthcare challenge, with around 1,500 new cancer cases diagnosed annually, expected to rise by 5% each year. Breast cancer is the most common, accounting for over 300 cases, followed by oral cavity cancer, which makes up 20-25% of total cases.
Rane highlighted the need for a more robust healthcare system to meet the increasing demand for specialized treatments and rare disease management.
Policy framework & implementation
The new pricing policy focuses on proprietary drugs and equipment already procured by the Goa Medical College (GMC) and the Directorate of Health Services (DHS) through standard tenders.
If new patented drugs or devices are required, a committee will review the recommendation and seek approval from the finance department before inclusion.
A committee led by the Additional/Joint Secretary of Health, along with the GMC dean, DHS director, and pharmacy heads, will determine appropriate pricing and negotiate with companies to secure the best rates for patented treatments. Once approved, the finalized list of drugs and equipment will be notified with finance department approval,

Chittoor: Health, Family Welfare and Medical Education Minister Y Satya Kumar Yadav announced that under NTR Bharosa Pension Scheme, a total of Rs 556 crore has been disbursed to 2,69,805 beneficiaries in the after hoisting the national flag during the Independence Day celebrations on Friday, the Minister presented the district's progress across various government departments. He noted that the Digital Nerve Centre was launched as a pilot project in Kuppam on July 23 by Chief Minister N Chandrababu Naidu with support from the Gates Foundation. The centre has connected 13 primary health facilities in Kuppam to improve healthcare delivery. The Minister also detailed the social welfare initiatives in the district, stating that 2,736 children are being accommodated in 41 pre-matric hostel schools, while 1,195 students are housed in 16 college hostels. The event was attended by district Collector Sumit Kumar, SP Manikantha Chandolu, Chittoor MP Daggumalla Prasad Rao, JC G Vidyadhari, GD Nellore MLA and Government Whip VM Thomas, Chittoor MLA Gurajala Jagan Mohan, CHUDA Chairperson Kathari Hemalatha, Chittoor Mayor S Amuda, and KADA PD Vikas Marmath. As part of the celebrations, tableaux from the Fire Services, Agriculture, Medical & Health, Forest, and Education departments were showcased. Students performed cultural programmes that entertained the gathering. Government employees who rendered outstanding services were presented with appreciation certificates by the Minister and the district Collector.

Five food testing labs coming up in state
Vijayawada: Thestate government is giving top priority to ensuring a healthy life for its people, health and medical minister Y Satya Kumar Yadav said on Friday. As part of this initiative, the state is establishing five state-level food quality testing laboratories at an estimated cost of Rs 86 crore, with each centre costing around Rs 20 crore. Equipped with advanced machinery, these labs will test food samples to ensure quality standards. The minister said in statement on Friday said, food laboratories in Tirumala and Visakhapatnam will begin operations within the next month. The labs are being set up under an agreement with the Food Safety and Standards Authority of India (FSSAI). Stating that food safety for devotees visiting Tirumala is important, Yadav said the construction of a dedicated state-level food laboratory in Tirumala is in its final stages and is expected to be operational by the end of next month. The move follows the spurious ghee incident during the previous government's tenure, which had deeply hurt devotees' sentiments. The laboratory, being established near the Tirumala flour mill in a 12,000 sq ft building provided by local authorities, will cost around ₹19 crore and will operate 24/7. It will test all types of food items, including milk, curd, and other essentials brought from various parts of the country, before they are used in food preparation. Trained staff will be deployed to ensure smooth functioning. The minister said that the Visakhapatnam state-level food lab will also start functioning next month, with equipment installation in its final stages. Plans are underway to set up state-level food labs at Guntur Government General Hospital and in Tirupati. Kurnool already has a regional food laboratory, which will be upgraded with a new building. Land identification for the project is in progress. Public health laboratories in Ongole and Eluru are being modernised at a cost of ₹13 crore, with advanced equipment already ordered. The minister said that until now, food samples had to be sent to neighbouring states for testing. With these new facilities, Andhra Pradesh will have its own robust network of food testing centres to ensure the safetyand quality of food for its citizens and pilgrims.

Minister promises top infra at govt hospital
Machilipatnam: Ministerfor Excise Kollu Ravindra said that consistent efforts are being made to improve infrastructure at the Government General Hospital in Machilipatnam and it will be developed as one of the best government hospitals in the State. He said the best infrastructure facilities will be provided in the Government hospital to treat the patients. He pointed out that despite being the district headquarters, lack of adequate medical facilities had earlier forced people to travel to Vijayawada for treatment. To address this, the government has initiated the establishment of MRI scanning, a dialysis centre and the construction of several new buildings at the Government hospital in Machilipatnam. He hoisted the national flag at the Government hospital in Machilipatnam on Friday to mark the 79th Independence Day celebrations. He congratulated the people of Krishna district on the occasion. He stressed the need for the development of hospital and speedy construction of medical college in Machilipatnam. Ravindra said currently, the medical college is operating in its second academic year, and the Minister affirmed that plans are underway to transform it into a super specialty hospital. Efforts are also being made to secure the necessary funding for this development. He acknowledged the challenges faced by the nursing college and assured that adequate budgetary allocations will be made for its improvement. A foundation stone was previously laid for construction works worth Rs 20 crore, but due to unforeseen circumstances, the work was halted. The Minister now promised that land opposite the medical college has been allocated and assured the construction of well-equipped buildings, classrooms and hostels. He highlighted that this hard-earned freedom is the result of sacrifices made by many prominent freedom fighters such as Alluri Sitarama Raju, Mahatma Gandhi and notable leaders from Krishna district like Ayyadevara Kaleswara Rao, Bhogaraju Pattabhi Sitaramayya, Thota Narasayya Naidu and others. He said Dr B R Ambedkar drafted the Indian Constitution to ensure that the benefits of freedom would reach everyone equally. The Minister noted that the success of the freedom movement was possible only due to the wholehearted participation of the people. He called for unity and collective progress, transcending caste and religion, and emphasised pride in India as a nation that respects and upholds the dignity of women. The event was attended by Dr Ashalatha, Hospital Superintendent; Dr Srinivasa Rao, Deputy Superintendent; Dr Niranjan Rao, RMO and others.
