Delhi cabinet approves extra 30k subsidy for installing solar panels

Delhi Cabinet on Monday approved the rollout of the PM Surya Ghar: Free Electricity – State Top-Up Scheme, increasing the total subsidy for residential solar panels to over ₹1 lakh, with an additional ₹30,000 top-up. Chief minister Rekha Gupta said residents can save up to ₹4,200 monthly by installing rooftop solar panels.
The cabinet also cleared a comprehensive dust control plan to fight rising air pollution in the city. As part of the initiative, 250 water sprinklers and 70 mechanised road sweeping machines will be deployed across Delhi before winter.
Announcing the decisions, Gupta said, 'Delhi govt approved an additional subsidy of ₹30,000 (₹10,000 per kW) for residential solar installations. This increases the total subsidy available to ₹1,08,000, the highest support offered under any such scheme so far.'
For a 1 kW solar panel, residents will receive ₹10,000 subsidy from the Delhi govt.
A budgetary allocation of ₹50 crore has been made for the scheme, with the aim of installing rooftop solar systems on 2.3 lakh residential units over the next three years. The PM Surya Ghar: Muft Bijli Yojana (PMSGMBY), launched by PM Modi in Feb 2024, recently recorded 10 lakh solar-powered homes. According to Centre, the scheme has so far received over 47.3 lakh applications and govt has disbursed over ₹4,770 crore in subsidies to 6.1 lakh beneficiaries.
CM also announced that Delhi govt is partnering with financial institutions to offer easy loan options for the remaining installation cost of about ₹90,000. 'This will enable residents to install solar panels without any upfront payment,' she said.
The new structure allows consumers to access solar power solutions at zero initial cost while saving an average of ₹4,200 on their monthly electricity bills, Gupta said, adding that the initiative is a 'transformative step' toward building a cleaner, greener Delhi.
CM said to reduce pollution on Delhi's roads, the cabinet has also approved a comprehensive sanitation and dust-control plan for PWD, under which advanced cleaning machines will be procured. At least 250 water sprinkler machines integrated with anti-smog guns and 70 mechanical road sweeping machines integrated with 210 water sprinkler machines and anti-smog guns, 18 dump vehicles, and 18 water tankers will be deployed. 'These machines are expected to be fully operational before the onset of winter,' she said.
CM said the environment department will provide the necessary budget to PWD under the 'Pollution Control and Emergency Measures' scheme for deployment of the machines. The machines will be used exclusively for dust cleaning on city roads, with the goal of improving overall air quality.
Gupta also announced the cabinet had approved a Directorate of Education proposal to reinstate the name of the 'Lal Bahadur Shastri Scholarship to Meritorious Students' scheme.

Chief minister Siddaramaiah on Monday criticised the Union government for not conducting a detailed social, economic and educational survey and emphasised that such an exercise is vital for achieving social justice. 'Social justice cannot be achieved without understanding the socio-economic conditions of the people. That is why a fresh survey is necessary,' Siddaramaiah told reporters in Davanagere. Questioning the scope of the Centre's approach to the decennial Census, he said that it lacks the depth needed to understand caste-based inequalities. 'The Centre is only talking about conducting the Census under the 27th series. Nowhere has it said that it will include a social, educational or economic survey,' he said. Asserting that Karnataka's initiative was broader in scope, he said: 'What we are doing is a social, educational, and economic survey. It also includes caste enumeration.' He further said: 'We have no quarrel with the Centre's Census. But there is a difference between what they are doing and what we are doing. Ours is a social, economic, and educational survey.' Siddaramaiah also invoked a legal basis for the exercise, referring to a provision under the caste-based reservation law that mandates a fresh survey once every ten years. 'There have been objections and criticisms from both privileged and disadvantaged groups regarding the report. But more importantly, Section 11(1) of the caste-based reservation law states that a fresh survey should be carried out after ten years. That's why we are conducting it now,' he said. The remarks came days after the Karnataka cabinet approved a proposal to scrap the earlier 2015 caste-based socio-educational survey and replace it with a new survey, to be completed within 90 days. The decision was taken unanimously on June 12. Defending the move, social welfare minister HC Mahadevappa said in Bengaluru that a caste census is essential for effective administration and criticised the BJP for never having conducted such an exercise. 'The BJP, which has been ruling at the Centre for the last two terms, has not bothered to conduct a caste census,' he said. Mahadevappa also raised concerns about using population growth as a basis for increasing constituencies, warning, 'The number of constituencies should not be increased on the basis of population.' The BJP, however, pushed back against the state government's decision. Former minister and BJP MLA Sunil Kumar accused the Congress government of misleading the public. 'The Central caste census contains 36 questions, not limited to caste but also covering education and economic status,' he said. Kumar alleged that Siddaramaiah initially delayed the report due to internal party pressures. 'After being humiliated by the high command, Siddaramaiah extended the timeline for the caste census under Jayaprakash Hegde. Now, in an effort to save face, he is talking about a re-census,' he said. He also criticised the practicality of the fresh survey, pointing out its high cost and tight deadline. 'It took them three months to classify one crore people; how can they classify seven crore at the same time?' Kumar said. 'With no budget allocation and a scientifically impossible 90-day timeline, the process lacks feasibility.'

The automotive industry continues its lead over other sectors in terms of pay hikes, offering double-digit increments, outperforming average single-digit raises for most of India Inc. Automotive companies will likely issue a 10.1per cent salary hike for FY25 compared to an average more than 8per cent for other Indian corporates, according to Deloitte's 'Performance and Rewards Trends Study' for automotive producers, shared exclusively with ET. Some companies have completed the appraisal process for FY25 in March this year while others are in the process of doing so as their financial year ends in June or even later. Double-digit salary increases are mostly driven by a high in-demand talent pool across job functions like electric vehicles, R&D, product, digitalisation, automation, AI, and ML, said HR heads at Sonalika Group, Hyundai Motor India Ltd (HMIL), and Skoda Auto Volkswagen India Pvt Ltd. Top performers are likely to get double-digit or higher pay hikes this year, they said. For the fifth straight year, auto firms will see a double-digit salary increment though the percentage increase will decline for the third year in a row, said Neelesh Gupta, partner at Deloitte India. Last year, the automotive sector issued a 10.5per cent pay hike. "Despite the drop, automotive producers continue to outpace the India Inc salary increment number which averages at 8.8per cent for FY25," said Gupta. Salary increase expectations for this year is expected to be in the range of 9.5-10.0per cent, in line with overall auto industry expectations, said Amit Sharma, corporate HR head, Sonalika Group.

His comments follow a gazette notification stating that the nationwide caste census would commence from March 1, 2027 while in certain regions like the Union Territory of Ladakh, snow-bound non-synchronous areas of the Union Territory of Jammu and Kashmir, and the states of Himachal Pradesh and Uttarakhand from October 1, 2026. Addressing reporters here, Siddaramaiah said, 'The Centre is doing a caste census, which will be taken up from 2027. However, it has not said that it will conduct a socio-educational survey. What we are going to do is a socio-educational survey. Caste census will also come under its purview.' He reiterated that the Karnataka government has no objection to the Centre's census but underscored the scope and intent of the state's exercise. 'The Centre is only doing a caste census, while we are undertaking a comprehensive socio-educational and caste survey. The distinction is important.' According to Siddaramaiah, the purpose of the state survey is to gather data that can inform effective welfare measures for backward and marginalised communities. 'We are doing this because, for social justice, we must know the socio-economic and educational status of the people. Without knowing that, it becomes difficult to implement meaningful welfare programmes,' he explained. Asked about the pressure from dominant communities objecting to the previous survey, the CM dismissed the allegation and noted that objections to the earlier survey came from both dominant and deprived communities. 'More importantly, it's been 10 years since the earlier survey was initiated. As per Section 11 of the Karnataka State Commission for Backward Classes Act, a new report must be prepared after every 10 years. That is the legal and administrative basis for our decision to order a fresh survey,' he added. Siddaramaiah further said that he has already instructed the Karnataka State Commission for Backward Classes to commence the survey work without delay. 'I have already ordered the Backward Classes Commission to do it immediately,' he said. The Chief Minister's remarks come amid an ongoing national debate surrounding caste-based enumeration and its implications for policymaking. Karnataka had, in 2015, undertaken a socio-economic and caste census, but its findings were never officially published due to controversy and pushback from various quarters. The state cabinet on June 12 decided to carry out a fresh survey, aiming to gather updated data. The move follows a directive from the Congress high command, urging the state to initiate caste re-enumeration amid rising concerns from several communities that they were excluded or misrepresented in the earlier survey conducted a decade ago. The announcement also comes at a time when the cabinet was already reviewing the findings of the Socio-Educational Survey submitted to the government, which was based on the 2015 data collection.
