ANC backs Firoz Cachalia as acting police minister amid corruption claims

President Cyril Ramaphosa's decision to place Minister Senzo Mchunu on leave of absence has been defended by the ANC, which also expressed full confidence in the appointment of Professor Firoz Cachalia as acting Minister of Police.
Taking over as acting minister from August, Wits University law professor Cachalia replaces Mchunu, who faces allegations of corruption and malfeasance from KwaZulu-Natal Police Commissioner Lieutenant-General Nhlanhla Mkhwanazi.
Mchunu was allegedly influenced by individuals outside the police force, specifically controversial Vusimuzi 'Cat' Matlala and his associate Brown Mogotsi, according to Mkhwanazi, who claimed Mchunu had ties with these individuals.
According to Mkhwanazi, a drug cartel's syndicate, involving politicians, businesspeople, and officials from law enforcement (police, metro police, correctional services), prosecution, and the judiciary, has been exposed by a police investigation.

While ANC secretary-general Fikile Mbalula said that the party welcomed Ramaphosa's decision to establish a judicial commission of inquiry to probe the allegations against Mchunu, some senior members of the party have questioned the step-aside rule and its effectiveness saying it only applies to some while others it has not applied.
During a press conference on Tuesday, Mbalula said his party wished Cachalia strength and resolve as he assumes this responsibility during a critical period.
Mbalula defended Ramaphosa's choice to appoint Cachalia, citing his experience and credibility as essential for leading the police ministry.
Mbalula stated that Cachalia's "deep understanding of the security sector and his proven commitment to clean governance position him to provide the leadership required at this moment".
Mbalula stated that the ANC supported the establishment of the commission of inquiry, considering it a vital tool for achieving justice, truth, and reform.
He emphasised that the commission should be permitted to carry out its duties comprehensively, impartially, and without bias or intimidation.
Acting Deputy Chief Justice, Mbuyiseli Madlanga, will chair a commission tasked with investigating allegations of corruption and malfeasance within the police service. President Ramaphosa guaranteed the commission's authority to refer matters for immediate criminal investigation and prompt prosecution decisions.
However, senior members of the ANC are questioning why the step-aside rule does not apply to suspended Mchunu.
The rule requires members of the party who are facing serious allegations to step aside from their positions.
The rule has seen some ANC officials having to vacate office until they were cleared of any wrongdoing.
Former ANC spokespeople Pule Mabe and Zizi Kodwa have had to step aside after appearing in court for various charges.
Former Limpopo Treasurer, Danny Msiza, has also had to step aside from organisational duties after he was found to be a kingpin in the VBS saga where R2.3 billion was looted from the now-defunct bank.
The senior member, who can't be named for fear of reprisals, said there was commotion among ANC corridors in Luthuli House because some felt Ramaphosa was selective in the application of the step-aside rule.
The official believes Ramaphosa should have asked Mchunu and others who have been hogging the news for all the wrong reasons recently.
Human Settlement minister Thembi Simelane, Minister in the Presidency Khumbudzo Ntshaveni and Mchunu have all been in the spotlight recently after corruption allegations, however, have not stepped aside because they are seen as the president's allies.
'Comrades should revisit this step-aside rule and unpack it properly because it does not apply to some. What is the reason for the Minister (Mchunu) not to resign?' asked the official.
He added that Cachalia's appointment was also questionable because he was outside of the executive.
Mbalula, who did not entertain the step-aside rule during the conference, said that Ramaphosa's decision to place Mchunu on leave is a proactive and considered measure.
"It is a step that preserves the integrity of both the Executive and the investigation itself," said Mbalula.

Image: Supplied Deputy Police Commissioner Major-General Bongani Maqashalala confirmed the suspects were linked to gangs, but declined to provide further details about the nature of the link, citing witness safety and ongoing investigations. 'Two male persons entered the house and they shot four people. One of them was an 80-year-old lady,' said Maqashalala. 'We managed to get the two accused who appeared before the court today. We are certain they are linked. Both are members of gangs.' He added that the same household had been targeted before. 'On July 3, two men with balaclavas went to the same house looking for a young man who lives there. That boy had participated in gang activity, although he is not known as a gangster.' Asked to comment on the Bishop Lavis CPF's call for a judicial inquiry into gangsterism and the reinstatement of the former station commander, Maqashalala said SAPS was open to cooperating with community structures. 'As SAPS, we are prepared to listen to the CPF. We don't know the nature of the inquiry they are calling for, but we are willing to cooperate with any legal entity to understand their concerns,' he said. Maqashalala also said redeployments were standard and assured residents that capable personnel were in place. Maqashalala confirmed that Bishop Lavis is one of 11 gang hotspots currently prioritised for policing deployments. 'We have 200 officers deployed in collaboration with the City of Cape Town and another 200 from SAPS to focus on these 11 gang stations. However, this incident took place inside a private home – a setting we cannot always secure,' he added. Family posing as customers steal Cartier watch

Image: Supplied A LUXURY jewellery boutique in Bryanston, Johannesburg, was robbed by a seemingly ordinary family dressed in traditional attire and posing as customers. Thanks to social media, the stolen R150 000 Cartier watch was returned. The female, dressed in an abaya (a full-length outer garment worn by some Muslim women) and a head scarf was caught red-handed on CCTV cameras stealing the Cartier watch. In the video, which has been circulating on social media, two women are seen seated inside the store, in front of an array of designer watches, picking the ones they liked. A man is seen standing behind them. In a split second, the woman dressed in the black abaya quickly snatched the Cartier watch when the sales assistants turned their backs. The woman concealed the watch in her abaya and then between her legs. The crime went unnoticed by the sales assistant as he continued to have a conversation with them without any suspicion. Zayan Latib, the owner of the store, said she had never experienced a crime like this before. Latib had personally helped these customers. She said they requested to only see watches, which she found odd but kept the thought to herself. 'A family of 5, including a young girl came in posing as customers and asked to see a couple of watches. Based on how they were dressed, I was skeptical but didn't think too deep into it. 'They took their time browsing through the expensive watches that we showed them. One of the women requested the price of a different item. I turned my head for a split second and the same woman grabbed a watch and hid it between her legs.' She said that she had not noticed anything until it was too late and that specific watch was not tagged. 'She stole a Cartier watch valued at R150 000. She had told us she was from Dubai. We only realised what had happened after they left the store, when they began running. They had a getaway driver waiting for them. 'We were robbed by what looked like a quiet, unassuming family, people we never imagined would do something like this. It wasn't a violent crime, which made it even more shocking. I felt blindsided and confused. You don't expect something so calculated from people who seem so ordinary,' said Latib. She said she was shocked when the designer watch was returned. 'Thankfully, the stolen goods was recovered very quickly. We have since made significant improvements to our security to ensure this never happens again.' Yusuf Abramjee, anti-crime activist, had posted the video on social media, which prompted the return of the watch. 'Within 30 minutes of posting the video, the suspects called the store and said they were 'sorry'. They then sent minors to return the expensive watch. 'This syndicate is allegedly involved in a number of similar thefts. They work fast and use distraction and sweet talk, acting as buyers,' said Abramjee. He said people should always be vigilant as one should not always expect everyone to have good intentions as syndicates of similar nature have been on the rise. JOHANNESBURG - The African National Congress (ANC) has hit back at criticism against President Cyril Ramaphosa's decision to launch a commission of inquiry into maladministration and corruption in the police service. Ramaphosa has come under fire from some political parties and civil groups who have called the pending inquiry a long walk to justice. ALSO READ: ANC shuts down calls for arrests of govt officials, top cops implicated by Mkhwanazi KwaZulu-Natal Police Commissioner Nhlanhla Mkhwanazi made sweeping claims about infiltration, collusion and political interference in police operations. He named Minister of Police Senzo Mchunu as a co-conspirator of wrongdoing. Mchunu and National Deputy Commissioner Shadrack Sibiya have both been placed on special leave pending the probe into police conduct. ANC secretary-general Fikile Mbalula addressed the tough reaction to the establishment of the inquiry at a media briefing at Luthuli House on Tuesday. 'In a society faced with criminality, a demand for instant justice is understandable, but it must not come at the expense of legal credibility. South Africa's Constitution demands that even the fight against corruption be conducted within the bounds of legality, transparency, and fairness.'
