El Salvador opens path for its president to stay in power indefinitely. Why critics aren't surprised
Watchdogs and critics of the self-described 'world's coolest dictator' said they've seen this coming for years, watching Bukele's administration slowly chip away at democratic institutions, attack opponents and consolidate power in the president's hands.
Bukele, who regularly posts streams of tongue-in-cheek remarks on social media, remained notably silent Friday. His government didn't respond to multiple requests for comment.
'It's not surprising. But that doesn't mean it's not severe," said Claudia Ortiz, one of the country's few remaining opposition lawmakers. 'The implication of this is more concentration of power, more risk of abuse of the rights of Salvadorans ... and the complete dismantling of all democratic checks and balances.'
Here's what happened overnight in El Salvador
On Thursday night, Bukele's New Ideas party and its allies approved changes to El Salvador's constitution, which were jammed through Congress by the party's supermajority.

Damian Merlo, a U.S. lobbyist and consultant hired by Bukele's administration, defended the changes, noting that many European countries don't have term limits, and said the move only gives Bukele the option of reelection, not an automatic extension of his mandate.
"It's up to the people to decide who the leader will be," Merlo said. 'It's been made very clear by the electorate they are very happy with the president and his political party — and this move represents the will of the people of El Salvador.'
Why watchdogs aren't surprised
Ortiz, the opposition congresswoman, called the defense 'absurd,' and said that Merlo was citing countries — Germany and France — with democratic systems of government answering to the countries' parliaments. In El Salvador, power is now entirely concentrated in the hands of Bukele, she said.
Bukele, 44, was first elected president in 2019 after founding the New Ideas party, casting aside the country's traditional parties thoroughly discredited by corruption and lack of results. Bukele's highly controlled messaging of beating back the country's gangs and rooting out corruption have gained traction in El Salvador, especially as homicide rates have sharply dropped.
But critics say many of the moves he has justified as tackling corruption and violence have actually whittled away at the country's democracy.
Over the years, his attacks on opponents and critics have gradually escalated. In recent months, things have come to a head as Bukele has grown emboldened by his new alliance with U.S. President Donald Trump. A number of high profile arrests and a slew of other actions have forced more than 100 members of civil society — lawyers, activists and journalists — to flee their country as political exiles in the span of months.

What critics are saying
The recent constitutional reform has fueled a new wave of criticism by civil society in the Central American nation, with leaders saying that Bukele's government has finally done away with one of its last democratic norms.
Roxana Cardona, a lawyer and spokeswoman for the Movement of Social Justice and Citizen Control, said 'a democratic state has been transformed into an autocracy.' Cardona was among those to provide legal representation for Venezuelans detained in El Salvador and other Salvadoran youth accused of being gang members.
'Today, democracy has died. A technocracy has been born. Today, we live in a dictatorship,' she said.
Others, like human rights lawyer Jayme Magaña, said the idea of alternating power, crucial in a country that still has decades of civil war and dictatorships of the past simmering in its recent memory, has been broken. Magaña said she worried for the future.
'The more changes are made to the system of government, the more we see the state's repression of the Salvadoran population intensifying,' she said.

Philadelphia District Attorney Larry Krasner warned President Donald Trump to steer clear of America's birthplace after the White House seized control of Washington, D.C.'s law enforcement apparatus in response to a crime wave. "He better not try it in Philly," Krasner told CNN, calling Trump a "convicted criminal" who allegedly opposes public safety. "[Trump] may think he's going to try it in other places. But the fact is, legally, he has much less of a right to do any of this in other cities," said Krasner, who has been backed by left-wing Hungarian-American billionaire George Soros. Krasner went on to underscore Trump's convictions in New York City and claimed he "pardons people who are criminals and do pretty dastardly things" — going on to blame the president for the deaths of five law enforcement officers who responded to the Jan. 6, 2021 Capitol riot. "There is no indication that this man is in favor of law-abiding behavior of public safety. But he is in favor of power. He is in favor of fascism. He is in favor of ending democracy." When asked what he would do if Trump tried to incur into the sixth-largest city in the U.S. — which, notably, has one of the largest so-called "open-air drug markets" in the Kensington neighborhood — Krasner said he hopes there will be judges in Pennsylvania who "still believe in the law, even if some of his hacks on the Supreme Court do not." Krasner said Philadelphia is the "cradle of democracy" and "that's why our name has been in [Trump's] mouth in malicious ways for a very, very long time." The prosecutor dismissed claims about rampant crime in Philadelphia, claiming homicides are the lowest in 50 years and that there are also low incarceration rates. "This is a profoundly unAmerican attempt to exercise power in ways that are illegal, to scare big cities, and to go after Democratic cities that are diverse, to serve his racist, fascist agenda… [W]e all have to stand up to it," Krasner said. Pennsylvania Republicans in the state legislature – with a GOP-controlled Senate and narrowly Democratic-controlled House – attempted to impeach Krasner in 2022. The effort was halted by Judge Ellen Ceisler, who ruled the legal standard of "misbehavior in office" was not met by the seven articles filed by the House.

Head of Democracy Maine leaving to expand ranked-choice voting push nationwide

(Courtesy of Democracy Maine) Democracy Maine Executive Director Anna Kellar is leaving the role after nearly eight years to serve as national organizing director for Rank the Vote, a nonprofit with the goal of adopting ranked-choice voting nationwide. Kellar's last day will be Sept. 12. Al Cleveland, the organizations' advocacy director, will serve as interim executive director until a permanent replacement is selected. In many ways, Kellar's next role will continue the work they championed in Maine while leading Democracy Maine, which is a collaboration between nonpartisan organizations — the League of Women Voters of Maine, Maine Citizens for Clean Elections and Maine Students Vote — working to make government more equitable by improving elections, protecting and engaging voters. During their tenure, Kellar successfully pushed for the adoption of ranked-choice voting, which allows voters to rank candidates by preference, at multiple levels of office. In November 2016, Maine voters approved ranked-choice voting for statewide elections for governor, state legislature and Congress — though applicability for some of those offices was later narrowed to only primaries — becoming the first state to do so. Kellar then led Democracy Maine in pushing for the Maine Legislature to expand the system to include presidential elections. At the municipal level, Kellar helped pass ranked-choice voting in Westbrook and expand it in Portland. 'In this new role, I will bring the values that I learned through my time at Democracy Maine and the League to a national reform effort, especially the power of ordinary people working together to make our communities better,' Kellar said in a statement announcing their resignation Wednesday. 'I am excited to help other states and cities follow Maine's lead and embrace election systems that increase the choices and power of the voters.' Beyond ranked-choice voting, Democracy Maine under Kellar's leadership supported other successful legislative efforts to expand voting rights, including automatic voter registration, online voter registration, ongoing absentee and protections for absentee voting and having semi-open primaries. Kellar also aided in creating the state's first municipal clean elections system in Portland. Democracy Maine also expanded during Kellar's tenure, notably with the addition of Maine Students Vote, which is aimed at increasing election engagement and civic participation on college campuses and high schools across the state. Jill Ward, the League's and Democracy Maine's board president, said in a statement that Kellar has positioned the organization well to 'continue to lead the charge for a government truly of, by, and for everyday people.'
