
Jammu and Kashmir Government to respond to Sinha's objections over proposed business rules soon
The Jammu and Kashmir Government on Monday (May 5, 2025) discussed and initiated the process to file replies to the objections raised by Raj Bhawan regarding the Transaction of Business Rules that will determine the role of the elected Government in the six-year-old Union Territory.
As J&K Chief Minister Omar Abdullah re-opened the Civil Secretariat in Srinagar as the summer capital on Monday (May 5, 2025), he and his Cabinet Ministers went into a huddle to discuss the objections raised by Lieutenant-Governor Manoj Sinha over the proposed business rules.
These rules are aimed at defining the administrative functioning and jurisdiction of the Lieutenant-Governor, the Chief Minister and the Council of Ministers in the Union Territory, which saw the first Assembly elections last year after J&K was downgraded to Union Territory status in 2019.
'Some queries were raised by the Raj Bhawan. Those have been addressed. Mr. Abdullah and his Cabinet met today in Srinagar. A response is expected to be dispatched to the Raj Bhavan within days. The matter is being addressed with urgency. Very soon, there will be clarity,' ruling National Conference (NC) leader and MLA Tanvir Sadiq said.
Official sources said the proposed business rules sought a role for the Council of Ministers in the appointment and transfers of All India Services officers in J&K. Official sources said it also sought a role for the Cabinet in the appointment of the Advocate General for J&K.
According to the J&K Reorganisation Act 2019, the J&K Government was mandated to prepare a draft proposal of the business rules to be approved by the Raj Bhawan. The Act grants the Lieutenant-Governor powers to control the functioning of the J&K Police and all matters related to law and order.
In March this year, Mr. Abdullah forwarded the business rules proposal, which was drafted over the course of four months by a Cabinet subcommittee headed by Deputy Chief Minister Surinder Choudhary. The final approval by the Raj Bhawan will pave the way for the elected Government to make decisions related to governance with defined mandate.
The Chief Minister's office and the Raj Bhawan saw friction over the transfers of officers in the past, with the former expressing objections to the transfer of middle- and lower-rung officers from the J&K Administrative Services, especially officials from the Revenue department.

UPI currently accounts for about 80% of retail digital payments in India. The zero-MDR policy has reduced incentives for investment in the sector. Since 2020, UPI person-to-merchant transactions have reached a value of Rs 60 lakh crore in these cases large transactions are borned by the service providers.

Chinese fighters flew close to Japanese patrol planes, Tokyo expresses concern
Chinese fighter jets flew unusually close to Japanese military patrol planes over the weekend, Tokyo said, after two Chinese aircraft carriers were spotted operating simultaneously in the Pacific for the first time. "We have expressed serious concern to the Chinese side and solemnly requested prevention of recurrence," Chief Cabinet Secretary Yoshimasa Hayashi said on Thursday, referring to the June 7-8 incidents in which Tokyo said Chinese jets flew as close as 45 metres (148 feet) to Japanese planes. On Saturday, a Chinese J-15 jet from the aircraft carrier Shandong chased a Japanese P-3C patrol aircraft for about 40 minutes, according to Japan's Defence Ministry. On Sunday, a J-15 chased a P-3C for 80 minutes, crossing in front of the Japanese aircraft at a distance of only 900 meters (2,950 feet), it said. A spokesperson at the ministry's Joint Staff Office declined to disclose whether the same planes were involved in the incidents on both days. The P-3C aircraft, belonging to Japan's Maritime Self-Defense Force based in the island of Okinawa, were conducting surveillance over international waters in the Pacific, according to the Ministry. "Such abnormal approaches by Chinese military aircraft could potentially cause accidental collisions," the Ministry said in a statement on Wednesday, attaching close-up images of the J-15 jet it took on Sunday. There was no damage to the Japanese planes and crew, it added. Mr. Hayashi, the top Japanese government spokesperson, told a regular briefing that Tokyo will maintain communications with Beijing at various levels and ensure the monitoring of airspace around its territories. Earlier this week, Tokyo said the Shandong and another Chinese carrier the Liaoning were conducting simultaneous operations in the Pacific for the first time, describing it as a move signifying Beijing's intention to further widen its capabilities beyond its borders. Beijing has said the operations were a "routine training" exercise that did not target specific countries. In 2014, Tokyo said it spotted Chinese military aircraft flying as close as 30 metres to its military aircraft over the East China Sea and protested to Beijing.

Women's quota in India's Parliament likely from 2029 Lok Sabha Elections: Report
Prime Minister Narendra Modi-led Union government is planning to roll out reservation of seats for women in Parliament and state assemblies in the 2029 Lok Sabha elections, according to a report in The Indian Express. The Nari Shakti Vandan Adhiniyam, or the Women's Reservation Bill, reserves one-third of seats for women in the Lok Sabha and Assemblies. The women's reservation bill is linked to the delimitation process. We are aiming to roll it out in the next election. "The Census has been announced. Other steps will follow. The Union government said on 4 June that India's next census—the exercise to count the population and conduct caste enumeration in the world's most populated country — will be held across India by 1 March 2027. So to roll out the women's quota in the next Lok Sabha election, the delimitation has to be completed before the announcement of dates for general elections. Delimitation is the process of fixing limits or boundaries of assembly and Lok Sabha constituencies in a country. The delimitation depends on Census data. Linking delimitation with the census has triggered political controversies in the past. The Census date announcement earlier this month reopened the debate on the delimitation with Tamil Nadu Chief Minister MK Stalin accusing the Bharatiya Janata Party (BJP) government at the centre of planning to reduce Tamil Nadu's parliamentary seats. Stalin, the DMK chief, demanded an answer from the Union government over the timing for conducting a caste census, highlighting the constitutional mandate that delimitation must follow the census after 2026. "The Indian Constitution mandates that delimitation must follow the first census after 2026. The BJP has now delayed the census to 2027, making their plan clear to reduce Tamil Nadu's Parliamentary representation," Stalin posted on X.
