There were media reports that claimed that it is considering reintroducing MDR (Merchant Discount Rate) on UPI transactions above Rs 3,000. While smaller UPI payments will be exempted from it, larger transactions could potentially attract merchant fees, as claimed in the report.
Some media reports had speculated that MDR might be reintroduced for transactions above Rs 3,000. They also claimed that it was for the banks and payment providers to manage their growing costs. The proposed MDR was reportedly based on transaction value, not merchant turnover, and exempt smaller payments. The reports also claimed this change could replace the zero-MDR policy implemented in January 2020. Govt On UPI Payment Fees
The government clarified that it has no plans to introduce new regulations for UPI transactions. According to the government, such claims are baseless and unfounded.
Speculation and claims that the MDR will be charged on UPI transactions are completely false, baseless, and misleading.

Ministry Of Finance Said, ''Speculation and claims that the MDR will be charged on UPI transactions are completely false, baseless, and misleading. Such baseless and sensation-creating speculations cause needless uncertainty, fear and suspicion among our citizens. The Government remains fully committed to promoting digital payments via UPI.''
Before the government issued its denial, some media outlets reported that banks and payment service providers had expressed concerns about the rising costs of managing large digital transactions. UPI currently accounts for about 80% of retail digital payments in India. The zero-MDR policy has reduced incentives for investment in the sector.
Since 2020, UPI person-to-merchant transactions have reached a value of Rs 60 lakh crore in these cases large transactions are borned by the service providers.

FM Sitharaman to take stock of tax issues: Depts seek data from field offices

Pending refunds, investigations, adjudications, litigation along with the number of frauds and recoveries — these are some of the specific queries being asked from field offices by the headquarters of direct and indirect tax authorities under the Ministry of Finance ahead of a brainstorming conclave next week. Finance Minister Nirmala Sitharaman will hold detailed interactions with the indirect tax and direct tax authorities on June 20 and June 23, respectively, to discuss a broad range of issues including refund processing and their rejection trends, pending investigations, systems, and non-processing of returns. The Central Board of Indirect Taxes and Customs (CBIC) is going to hold a two-day conclave on June 19-20, while the Central Board of Direct Taxes (CBDT) will host a similar session with its field officers on June 23. The Finance Minister is expected to lay special emphasis on timely refund processing, especially in export and SEZ-linked categories, officials said. 'Delays beyond 60 days will be scrutinised, and zones may be asked pendency and rejection trends with detailed analytics,' an official said. The Minister will also review the dwell time of cargo clearance across ports and airports. 'High pendency in DGGI (Directorate General of GST Intelligence) investigations, especially those pending over 180 days, is likely to draw critical attention,' the official said. On the direct tax front, delays in issuing refunds, systems accountability and litigation management along with age-wise pendency of appeals will be reviewed by the Minister to push for faster disposal of legacy cases to reduce litigation burden, the official said. In a series of missives sent to the field officers this week, the CBIC and CBDT have sought detailed information regarding the pendency claims, pending refunds, frauds, investigations and the cases stuck in litigation. Officials said data is being collated ahead of the meeting to have a threadbare discussion on all the issues affecting taxpayers in the conclave. In a letter sent on Friday, seen by The Indian Express, the Goods and Services Tax (GST) field officers have been asked to provide details about cases where a large number of fake firms are being managed or operated by one mastermind. 'The registration data of these groups of fake firms may be examined on priority in detail (in one or two big cases) as to how the mastermind was able to obtain GST registration without being caught during the registration process. This will enable us to plug loopholes in the registration system and achieving the objective of making the registration process more robust, more simple, quick and automated while preventing fake dealers from getting registration,' the letter stated. In another letter issued on June 12, the GST field offices have been asked to provide details about the number of investigations completed, average time taken for completing the investigation for the last two financial years 2023-24 and 2024-25 and the ongoing financial year of 2025-26. The officers have also been asked to provide information about the total number of pending investigations for more than two years, the reasons for pendency of such cases. They have then been asked to give details about the number of investigations pending because of the pendency reasons along with specific queries about the timeframe of the pending investigations. For instance, the officers have been asked to give the breakup of pending investigations for 1 year to 2 years. Details have also been sought about recoveries made during investigation and after adjudication along with pending adjudication details, with the field offices being asked to give data for pending adjudication for more than one year as on May 31, 2025.

Rs 2,000 denomination fake currency notes dip, but Rs 500 counterfeit notes spike in FY25

Chennai: Dip in Rs 2,000 denomination counterfeit notes contributed to the reduction in the value of fake banknotes detected by banks and Reserve Bank, but there was a rise in Rs 500 Fake Indian Currency Notes (FICN) during FY25, RBI data showed. Banknotes of Rs 2,000 denomination were withdrawn from circulation in May 2023, though it continues to be legal tender. The counterfeit notes detected in the denominations of Rs 10, Rs 20, Rs 50, Rs 100 and Rs 2,000 declined in 2024-25, while those in Rs 200 and Rs 500 denominations increased by 13.9% and 37.3%, respectively, when compared with the previous year (FY24). A total number of 2,17,396 FICNs was detected by banks and Reserve Bank in FY25, recording a marginal drop by 2.3% in FY24 at 2,22,639 FICNs. However, it does not include counterfeit notes seized by the police and other enforcement agencies, India's central bank said in its annual report for 2024-25. According to data, Rs 500 FICNs increased from 85,722 in FY24 to 1,17,727 in FY25. Its value rose from around Rs 4.3 crore to Rs 5.9 crore, respectively. Subsequently, the number of Rs 2,000 denomination counterfeit notes plunged by 86.5% YoY at 3,508 in FY25 from 26,035 in FY24. Its value decreased to Rs 70 lakh in FY25 from Rs 5.2 crore in FY24. Further, 32,660 numbers of Rs 200 FICNs and 51,069 in the Rs 100 denomination were detected in the last fiscal (FY25). Out of the total FICNs detected in the banking sector in 2024-25, 95.3% was detected by banks and the rest 4.7% was detected at the Reserve Bank. The report said, a Currency Research and Development Centre (CRDC) has been set up under the administrative control of Bharatiya Reserve Bank Note Mudran (BRBNMPL) for conducting advanced testing of security features of Indian banknotes, counterfeit deterrence tests, forensic/scientific analysis of forged notes, ethical counterfeiting of notes by using latest available tools and technologies and for the development of security/design features for Indian banknotes. Former president of Bank Employees Federation of India C J Nandakumar said, the rise in Rs 500 FICNs indicates the circulation of counterfeit notes. 'Criminals have become sophisticated in designing fake notes with features that even escape from being identified by sorting machines. Apart from issuing guidelines, the regulator must also initiate more stringent actions and supervise to end the menace of FICNs,' he added.
