Texas Senate advances $8.5 billion increase to public school funding

AUSTIN (Nexstar) — Late on Thursday night, the Texas Senate advanced a heavily-amended version of House Bill 2 to a third reading, adding $8.5 billion in public school funding over the next two years. The agreement between the Senate and the House was announced to reporters on Wednesday afternoon, more than a month after HB 2 was initially passed on the same day the House passed Education Savings Accounts legislation.
'This historic funding focuses on what works: better-supported teachers, safer schools, and greater opportunities for every student to succeed,' State Sen. Brandon Creighton, R-Conroe, said in a joint statement with seven other lawmakers. 'The majority of these funds go straight to the classroom—not bureaucracy—ensuring student success drives every decision. HB 2 also strengthens school operations and provides districts with the resources they need to balance their budgets in the long term. The plan reflects our Texas values: empowering educators, investing in students, and securing the future of our state's economy.'
According to a release from Speaker of the House Dustin Burrows, R-Lubbock, the $8.5 billion is broken down into several subcategories rather than investing a large increase in the basic allotment.
The updated HB 2 establishes an 'Allotment for Basic Costs' (ABC), which districts can use for expenses such as insurance, utilities and teacher retirement system (TRS) contributions. $1.3 billion will go to the new ABC.
Additionally, $850 million will go to 'overhaul special education,' and $430 million will go towards school safety. A key amendment added to the initial version of HB 2, which establishes a fully funded full-day pre-K program, was also included in the final compromise.
'If the Legislature were to pass just one of the major components in HB 2—be it record-setting teacher pay raises, full-day pre-K, or a long-overdue overhaul of special education—that would be a transformative victory in its own right,' State Rep. Diego Bernal, D-San Antonio, said. Bernal authored the full-day pre-K amendment in the House. 'But HB 2 delivers all of these reforms and more, and when taken together, they represent a truly landmark achievement for Texas public education,' Bernal said.
One of Gov. Greg Abbott's seven emergency items at the beginning of the session was to increase teacher pay. The updated version of HB 2 sets aside $4.2 billion for permanent teacher and staff pay raises.
The permanent raises come for teachers with over three years of experience, with an additional raise for those with over five years experience. In addition, HB 2 grows the Teacher Incentive Allotment program, expanding it to more teachers across the state.
Lastly, the bill allows for up to an $8,000 bonus for rural teachers.
''This agreement represents a historic breakthrough for rural Texas—for far too long, small and mid-size districts have been asked to do more with less, and HB 2 directly responds to those challenges,' State Rep. Trent Ashby, R-Lufkin, wrote. 'This bill will put rural Texas schools on stronger footing than ever before.'
While the bill garnered praise from both sides of the aisle, not everyone shares the enthusiasm.
'This was a backroom deal. Members of the legislature in the House and in the Senate weren't involved in the creation of this new version of the school finance bill,' State Rep. James Talarico, D-Austin, said. Talarico is a member of the House Public Education committee and a former classroom teacher. 'It angers me, because I came here to represent my constituents. I work with 150 members of the legislature who also are here to represent their constituents, and the fact that members of the House didn't get an opportunity to craft the details of this bill is an outrage.'
Like most, Talarico had only been able to see the details as laid out by Burrow's staff. He took issue with the bill taking funds from the basic allotment and moving them to allotments with less flexibility.
'I think the state legislature is acting like the school board of Texas. They're trying to micromanage our local school communities across the state,' he said. 'The only way that we can keep schools open and that we can increase student performance is if we allow local communities to do the job that we're asking them to do without the state looking over their shoulders and micromanaging everything they do.'
Talarico also has issues with the raw amount of new funding coming in, especially after the state dedicated $1 billion to ESAs — a program assisting families with private school tuition — earlier this session.
'This school finance package doesn't even catch us up to 2019 funding levels. We've had six years of rampant inflation,' he said. 'Most of our teachers are leaving the profession within the first five years, and within this package, those are the teachers who are getting the smaller pay raises — if they're getting any at all. Teachers who are under three years don't get any pay raise at all. We have a $24 billion budget surplus in this state. We have enough money to give an across-the-board teacher pay raise to every educator in our state and the Republican leaders in this Capitol refusing to do so. So this package is inadequate to the crisis that we face.'

Source: Mario Tama / Getty One of the most innocuous yet insidious ways voter suppression rears its head is through redistricting, a process by which a state legislature draws up voting maps along political lines. Despite a federal judge finding that their current legislative map violates the Voting Rights Act, Louisiana lawmakers have rejected a new map that would've included eight new, majority Black districts. The Louisiana Illuminator reports that Bill 487 and Bill 488, which would've redrawn the legislative maps for the Senate and House of Representatives, respectively, were struck down in a 9-6 and 9-5 vote that fell along party lines. The current maps were drawn in 2022 and utilized census data from 2010, despite the fact that the state's Black population has only increased over the last decade. Black voters make up a third of Louisiana's population, but the current voting maps only have one majority Black district. Rep. Edmond Jordan (D-Baton Rouge), ithe chairman of the Louisiana Legislative Black Caucus, authored both bills. He explained the changes were necessary to address a ruling by a federal judge last year that found the current map disenfranchised Black voters. 'By us not upholding our obligation and redrawing these maps … I think it sends a signal that we are unwilling to do so,' Jordan told his fellow legislators. 'Rather than wait on the court to come up with a decision, I think it's incumbent upon us to get ahead of that and maybe draw these maps and show the court that we're willing to comply with Section 2' of the Voting Rights Act. The Republican opposition explained that they didn't feel the need to update the maps as the ruling is currently under appeal, and they believe that the courts will rule in their favor. They also brought up concerns that the new district lines would require current elected officials to move in order to still represent their district or possibly have to run against another incumbent to maintain their seat in the legislature. Jordan understood those concerns but stated his priority was giving Black voters an equal voice in determining who represents them. 'What we're trying to do is attempt to unpack and uncrack these districts so that they would comply with Section 2,' Jordan said. Source: Juan Silva / Getty From the Louisiana Illuminator: Packing is a type of gerrymandering that forces a large number of voters from one group into a single or small number of districts to weaken their power in other districts. Cracking dilutes the power of those voters into many districts. Jordan's plan would have added new majority Black House districts in Natchitoches, Lake Charles, Shreveport and Baton Rouge, and Black Senate districts in Baton Rouge, Shreveport and Jefferson Parish. In what can only be described as saying the quiet part out loud, state Republicans added that they found Section 2 of the Voting Rights Act to be outdated. For clarity, Section 2 of the Voting Rights Act prevents any voting law or measure 'which results in a denial or abridgement of the right of any citizen of the United States to vote on account of race or color.' Considering that they're actively using legislative districts to curb the power of Black votes, it's clear Section 2 is still a necessity to maintain voting rights within majority Black communities. Redistricting is always a partisan affair, with the legislative map being drawn by whatever party has power. Far too often, though, the redistricting efforts by state Republicans are largely built around minimizing Black voting power to keep Republicans in office. This isn't only an issue in Louisiana, as several states have drawn legislative maps that explicitly undermine Black votes. Redistricting plans in the state of Texas are also facing legal challenges due to allegations of racism. There's an ongoing fight in Texas's Tarrant County over redistricting plans that several state legislators believe violate the Voting Rights Act, and there's currently a federal case underway against the Texas state government over its 2021 voting map that was believed to have 'diluted the power of minority voters.' One of the worst offenders is Alabama, whose redistricting efforts have been deemed racist by federal judges several times. State Republicans have said that if they don't receive a favorable ruling in their appeal on the decision, they won't update the voting map until 2030 to avoid federal oversight. There is nothing more on brand for the modern GOP than having a temper tantrum when being told to be less racist. If anything, this is a reminder that in America, the boring, procedural racism is often the worst kind. Trump's tax bill has a long way to go in the Senate as Republicans mull major changes

Republican leaders spent months carefully crafting the 1,038-page megabill advancing President Donald Trump's agenda, engaging in grueling negotiations and backroom dealings to unite competing GOP factions just enough to squeeze the package through the House. Now, several of those provisions that ensured its passage could be on the chopping block. The Senate is set to begin consideration of Trump's 'big beautiful bill' as Republican leaders scramble to finalize the massive budget framework before the Fourth of July. But Republican senators — including Utah Sens. Mike Lee and John Curtis — are unsure about some of the contents, warning some provisions go too far while others don't go far enough to reduce the nation's deficit. 'There are solid victories in the bill,' Lee said in a statement to the Deseret News. 'But in its current form, the (Big Beautiful Bill Act) won't pass the Senate. It simply doesn't do enough to address the government's spending crisis. But we can make it better.' One of the most controversial provisions tucked into the budget resolution is language repealing clean energy tax credits that were passed in the Inflation Reduction Act under the Biden administration with only Democratic support. That language was demanded by a group of fiscal conservatives in the House who threatened to vote against the full package if it was not included. However, some Republicans have been wary to fully repeal the green energy tax incentives, arguing it could raise utility costs for all Americans. Curtis is among those pushing to preserve some of those clean energy policies, particularly those dealing with nuclear energy, net-zero emissions, battery storage and more. The first-term senator has long centered his climate policies on clean energy solutions, suggesting earlier this week he will push for those changes as the Senate considers the bill. 'My friends in the House kind of called me up to say, 'Listen, we're counting on you to fix it,'' Curtis said at an event in Tooele last week. 'So I think even many of them knew that what they sent over did need some work, and that's now our job in the Senate to put our stamp on that and have it speak for our will.' 'And I think if I have anything to say about it,' he added, 'I'll make sure that we're taking into account our energy future.' On the other hand, Lee has previously suggested he wants a comprehensive repeal of the Inflation Reduction Act, telling the Deseret News it should be overhauled 'lock, stock, and barrel.' 'There are some simple ways we can improve the bill,' Lee said. One way is to 'end Biden's politically motivated subsidies under the so-called 'Inflation Reduction Act' and end the Green New Scam once and for all.' While the two Utah senators have competing visions for the future of green energy tax credits, the pair have similar views on how to address proposals paring back government spending to reduce the deficit. Both Curtis and Lee have pushed for deeper spending cuts and reforms to certain government programs. While Republicans have vowed not to slash necessary benefits under Medicaid and other welfare programs, Curtis has repeatedly urged lawmakers to engage in conversations about reining in fraudulent spending. If not, the senator has warned, drastic cuts will be necessary in the future. Lee has also been vocal about searching for deeper spending cuts in the budget framework, arguing it does not go far enough to reduce the deficit. Those calls have been echoed by some fiscal hawks in the House, who say they are counting on the Senate to implement deeper spending cuts they couldn't secure with their slim majority. Another key deal that was made in the reconciliation package is an expansion of federal deductions for state and local taxes paid, also known as SALT. That provision was demanded by blue-state Republicans who threatened tanking the package if it wasn't included. Republican leaders offered to increase the current deduction cap to $40,000 — up from the current $10,000 limit — for individuals who make $500,000 or less a year. That cap would then increase by 1% every year over the next decade and remain permanent after that period. However, that increase may not be met with open arms in the Senate — and Lee is already hinting at its removal. 'Right now, it unfortunately contains big SALT cap increases, which are basically subsidies for high-tax blue states paid for by hardworking families in Utah and the rest of the country,' Lee said. Another provision that could find itself on the cutting room floor: a debt ceiling increase. The debt limit is the total amount of money the federal government is authorized to borrow in order to pay off existing obligations, tax refunds, interest on the national debt and other payments, according to the Treasury Department. House Republicans tucked a $4 trillion debt ceiling increase into the budget resolution to avoid a default later this summer, arguing that by doing so, they would strip Democrats of the chance to use the impending deadline as leverage to attach some of their own policies. However, some Republicans are staunchly opposed to a debt limit increase in any fashion. 'I think the problem for conservatives is they lose their high moral ground. These will be their deficits,' said Sen. Rand Paul, R-Ky., who is currently opposed to the package. 'These will be GOP spending bills, GOP deficits, and there is no change in the direction of the country.' House GOP leaders are pleading with their counterparts in the Senate not to make changes to the massive reconciliation package, warning any edits could tank the megabill before it even makes it to Trump's desk. Meanwhile, the president is telling the Senate to 'make the changes they want' — sending mixed messages as Republicans consider alterations to the budget framework advancing policies on the border, energy, national defense and tax reform. Some of the hard-to-convince lawmakers hope their stubbornness will ward off any of their Senate colleagues from making drastic changes, noting the drawn-out process in the House should deter them from doing so. 'I think after seeing how painful of a process this is and how difficult it is to get anything through this side, I think that will send a strong message in the Senate that you can't really change it,' Rep. Eric Burlison, R-Mo., a member of the Freedom Caucus, told the Deseret News.

There are few doubts in the White House about Jill 'Lady Macbeth' Biden's role in covering up her husband's cognitive deficits as she urged him to run for re-election. White House press secretary Karoline Leavitt made that point crystal clear from the press room podium Thursday, saying the former first lady 'needs to answer' for 'lying to the American people' and 'shielding her husband away from the cameras.' For the normally circumspect Leavitt, it was a damning indictment. 'I think, frankly, the former first lady should certainly speak up about what she saw in regards to her husband and when she saw and what she knew,' she told reporters at a White House briefing. 'Anybody looking again at the videos and photo evidence of Joe Biden with your own eyes and a little bit of common sense can see this was a clear cover-up, and Jill Biden was certainly complicit in that coverup.' Some, like Leo Terrell, a senior counselor in the DOJ's civil rights office, went so far as to say Jill was guilty of 'elder abuse.' Of course, Joe Biden's delusional ambition is most at fault. He knew what he was doing when he ran for president in 2019 but needed teleprompters to recite a basic stump speech he used to know by heart. He knew what he was doing when he decided to run again in 2024, despite his health problems. 'Wizard of Oz-type' What is becoming clear is that the social-climbing former first lady and the aide she calls her 'work husband,' Arizona-born former child actor Anthony Bernal, played a bigger role in this con job than previously has been acknowledged. David Hogg, recently ousted as vice chair of the Democratic National Committee, and Deterrian Jones, a former Biden White House staffer, point the finger at Bernal as the chief puppeteer in a new undercover video from Project Veritas released last week. Bernal had 'an enormous amount of power,' said Hogg. Jones described Jill's diminutive gay factotum as 'scary . . . like a Wizard of Oz-type figure. The general public wouldn't know what he looked like, but he wielded enormous power.' According to Jake Tapper and Alex Thompson's new book, 'Original Sin,' Jill was one of the most powerful first ladies in history, and that gave her Rasputin-like senior adviser outsized influence among the 'Politburo' that controlled her husband. When Biden was hidden away during the 2020 campaign in his Delaware basement using the COVID pandemic as an excuse, Bernal was one of only two staffers allowed to move to Wilmington to tend to their daily needs. When Biden was holed up at his vacation home in Rehoboth Beach last year, wrestling with the decision to abandon his campaign after his disastrous debate performance, Bernal was one of only four aides allowed by his side. Bernal, who boasted the title of 'special assistant to the president' and reportedly earned the maximum White House salary, began working for Jill during the 2008 presidential campaign when he was hired to help her transition into the role of second lady. While he was obsequious with the Bidens, he was loathed and feared by other White House staffers: 'He would not be welcome at my funeral,' a longtime Biden aide told the authors. Another said Bernal was 'the worst person they had ever met.' Bernal enforced a strict culture of loyalty, interrogating aides he felt didn't measure up, and using his power to cast out 'potential heretics.' 'Bullied colleagues' He worked with Jill to keep score of 'who was with them and against them,' chose her wardrobe, orchestrated her multiple Vogue covers, and planned glamorous overseas trips they could take together on Air Force One. This should come as no surprise to Post readers since White House correspondent Steven Nelson broke the story last March that Bernal 'bullied and verbally sexually harassed colleagues over more than a decade' but is considered 'untouchable' because Jill adores him. Bernal repeatedly speculated about 'the penis size of colleagues,' according to Nelson's sources. 'They talk a big game about integrity, decency, and kindness but when you work for the Bidens, you experience anything but that,' said one former staffer. The Bidens told us 'decency' was on the ballot. It was, but not in the way they meant. As Joe faded and disappeared from view toward the end of his presidency, Jill's rival court took charge as she commandeered Air Force One and a big Secret Service contingent for a frenetic round of solo campaigning, always accompanied by the indispensable Bernal. Her priority over then-candidate Donald Trump for Secret Service resources at a dinner she attended in Pittsburgh on the day of his rally in Butler, Pa., was blamed in part for Trump being inadequately protected when he was shot during an attempted assassination. Bernal was by Jill's side when she swanned into Hunter's gun trial in Wilmington last year to project presidential power to the jury, which nonetheless convicted her wayward 55-year-old stepson. He joined Jill on Air Force One when she jetted back to France for 24 hours at taxpayer expense to join her husband on an official visit for D-Day commemorations in the middle of the trial, before they returned together to the courtroom. If Jill is guilty of hiding the Bidens' many secrets, she had a willing accomplice in Bernal. We may learn more about his role in coming weeks as House Oversight Committee Chairman James Comer (R-Ky.) probes the cover-up of Joe's cognitive decline and whether the president was fit to authorize the use of an autopen for his signature on executive orders and pardons. 'Historic scandal' Comer sent letters about what he calls the 'historic scandal,' demanding transcribed interviews from Bernal and four other former Biden aides, including Dr. Kevin O'Connor, Neera Tanden, Annie Tomasini, and Ashley Williams, all of whom have hired lawyers, he told Fox News' Maria Bartiromo on Sunday. O'Connor's interview is set for the end of June. Comer also is considering subpoenas for Jill and Hunter. 'These executive orders were many meant to Trump proof this White House,' Comer told Bartiromo. 'If we can find information that would lead us to believe that Joe Biden had no knowledge of those executive orders being signed in his name, then I think that the Trump administration could get them thrown out in court, and then Trump would be able to execute his agenda a whole lot easier without all the Trump-proofing that happened with the auto pen at the end of the Biden administration.' The American people do deserve to know who was running the White House the last four years. But it may not be so easy to prove that Joe was out of it. The former president showed he still has fight in him last week when he showed up at a veterans' memorial event in Delaware and snarked at questions from reporters about his cognitive and physical health: 'You can see that I'm mentally incompetent and I can't walk,' he said, sarcastically.
