New SAMA rules limit credit card fees: 3% cash withdrawal, 2% foreign purchases, free e-wallet top-ups

RIYADH — The Saudi Central Bank (SAMA) announced on Thursday updated rules for the issuance and operation of credit cards, aimed at lowering costs for customers and increasing levels of disclosure and transparency.
The new regulations will take effect within 30 to 90 days.
Among the key updates, credit card issuers must notify customers of any changes in fees via SMS, with customers allowed to terminate their agreement within 14 days of receiving the notice. E-wallet top-ups via credit cards are now free of charge.
For cash withdrawals below SR2,500, fees are capped at 3% of the transaction amount. For withdrawals of SR2,500 or more, fees are limited to a maximum of SR75.
International purchases will now carry a 2% fee of the transaction value.
Customers are also permitted to deposit additional amounts above their credit limit and withdraw them at any time without incurring charges.
SAMA worked with global payment companies to assess and reduce associated transaction costs, as part of its mission to enhance Saudi Arabia's digital payment ecosystem and provide a diverse array of payment options for customers and visitors.
Transparency measures now require issuers to notify customers immediately of any financial transactions and to send account statements via SMS. Issuers must also provide tools for customers to estimate rewards and international charges before making a purchase.
Regarding repayment, customers may pay off their full outstanding balance without incurring late fees, with a mandatory grace period of at least 25 days.
The regulations also unify disclosure templates for all fees, charges, and benefits within credit card agreements, promoting greater clarity for consumers.
Previously, cash withdrawals carried fees of SR75 for transactions up to SR5,000 and 3% of the transaction amount for amounts over SR5,000, with a maximum fee of SR300.
The new cap of SR75 for larger transactions offers more favorable terms.
International transactions are now subject to a clear 2% fee, and additional charges include SR25 for invalid transaction disputes and account statement requests.

Fastest-growing sectors included real estate and transportation/storage (39.9 percent each), health and social work (35.4 percent, SR 26.9 billion), and financial and insurance activities (34 percent, SR 167.5 billion). Vision 2030, Lending Demand The surge in credit highlights banks' central role in funding Vision 2030 projects, including: Giga-projects such as NEOM Infrastructure and transport networks Housing initiatives Healthcare and social services Real estate financing, in particular, reflects rising homeownership goals, urban expansion, and regulatory reforms improving transparency and efficiency. Digital Transformation, Fintech Growth SAMA's digitalization push has accelerated fintech adoption: Electronic payments accounted for 79 percent of retail transactions in 2024, up from 70 percent in 2023. The number of licensed fintech firms rose from 224 in mid-2024 to 261 by year-end, and further to 317 by mid-2025. Of these, 86 companies secured funding worth $4.66 billion in venture capital, according to Tracxn. The government's Financial Sector Development Program aims to expand the fintech base to 525 firms and 18,000 jobs by 2030, cementing Saudi Arabia's position as a regional hub for financial innovation. Record-Breaking Bank Profits The lending boom translated into the strongest earnings in Saudi banking history, with combined Q2 2025 profits exceeding SR 23 billion. Notable results included: Saudi National Bank: SR 6.1 billion profit (+17.3%). Al Rajhi Bank: SR 6.15 billion profit (+31%). Saudi Awwal Bank: SR 2.13 billion profit (+9.5%). Banque Saudi Fransi: SR 1.30 billion profit (+21%). Saudi Gazette report RIYADH — Deputy Emir of Riyadh Region Prince Mohammed bin Abdulrahman and Minister of Transport and Logistics and Chairman of the Board of Directors of the Saudi Railways Company (SAR) Eng. Saleh Al-Jasser witnessed the signing of an agreement to establish and operate a passenger train station in the Zulfi governorate. The agreement was signed between the Saudi Railways Company and the Cooperative Society for Logistics Services in the Riyadh Region in a ceremony held at the deputy emir's office in Al-Qasr Al-Hakam in Riyadh on Monday. Governor of Zulfi Saleh Al-Rafie, CEO of the Saudi Railways Company Dr. Bashar Al-Malik, and Chairman of the Board of Directors of the Cooperative Society for Logistics Services in the region Mohammed Al-Qashami also attended the ceremony. Speaking on the occasion, the deputy emir praised the qualitative development leaps witnessed by the Riyadh region within a short span of time. Al-Falih: Tadawul to carry out feasibility study on operating Damascus Stock Exchange

Saudi Gazette report RIYADH — Saudi Minister of Investment Khalid Al-Falih said that the Tadawul (Saudi Stock Exchange) has launched preparations for a comprehensive feasibility study on establishing and operating a Damascus Stock Exchange. Speaking at the opening of the Saudi-Syrian roundtable in Riyadh on Monday, Al-Falih noted that there has been significant progress in several recently signed agreements and memorandums with Syria. He emphasized that the Ministry of Investment seeks to overcome economic challenges and obstacles in Syria. Al-Falih said the ministry supports a private-sector proposal to establish a fund-of-funds for Saudi investments in Syria. "This is aimed to create a structured and well-governed investment framework to serve the shared objectives of both countries, as well as to boost the growth and sustainability of joint investments at an accelerated pace, and deliver exceptional investment outcomes with financing volumes that meet required needs," he said. Al-Falih said that the real estate sector projects signed during the Saudi-Syrian forum have entered the phase of implementation and expressed hope to see them materialize soon. The minister emphasized Saudi Arabia and Syria are working to establish a safe and sustainable investment environment that supports investment cooperation and enhances confidence between investors in both countries.
