Focus on waste audit, segregation and management in 100-day municipal action plan
The plan cleared by Chief Minister A. Revanth Reddy, who also holds the municipal administration and urban development department, includes identifying gaps in segregation, reducing waste reduction, recycling and better disposal practices. The audit will be to assess waste composition, identify gaps in segregation at every major source like a school, market, commercial area etc., informed top officials.
It is to help in recommending strategies for waste reduction, recycling, and better disposal practices. Householders will also be encouraged to separate wet and dry waste at the source itself with separate bins. Local bodies have been directed to promote composting of organic waste to reduce landfill problem burden and also generate compost at the household/community level. Composting units will be set up in schools to process organic waste like food and garden waste, they said.
Sanitary workers at all levels will be profiled to ensure they get their dues, including ESI/PF benefits, even as health camps will be held. The action plan also involves fixing iron mesh over open drains to prevent the entry of solid waste – a major issue of municipalities - reduce blockages and enhance cleanliness. Desiltation of storm water drains, removal of debris to prevent water logging is also on cards.
Apart from reworking the street vending units and testing for food quality, street food festivals are to be conducted. The ULBs have been told to promote urban greenery and beautification efforts like development of at least one traffic junction and a park.
The 'Bhuvan' survey for identification of unassessed and under assessed properties to bring them in tax net is being revived as part of the drive in association with the National Remote Sensing Centre (NRSC). Identifying commercial and mixed properties lacking trade licences and collecting fee, door-to-door survey of all water supply house service connections for ward wise enumeration, and so on are among the activities earmarked during this period, they added.

‘One Ward a Week — e-Khata Campaign' launched in Karnataka's Mandya district
The Karnataka government has introduced reforms in property taxation by classifying properties into 'A' Khata and 'B' Khata. As a part of this initiative, the 'One Ward a Week – e-Khata Campaign' has been launched in Mandya in order to bring all properties under the jurisdiction of Urban Local Bodies (ULBs) into the tax net. Deputy Commissioner Kumar said that officers and staff of all ULBs in the district have been briefed on property laws. Instructions have already been issued to accept applications from the public and to ensure steady progress, he stated. Issuing 'A' and 'B' Khatas for all properties under the Mandya City Municipal Council (CMC) is a flagship project of the government. A target has been set to achieve 100% coverage within three months. However, he noted that very little progress had been made so far. In this context, a decision was taken during the ULBs' monthly progress review meeting to implement the e-Khata campaign ward-wise, to expedite the process. Accordingly, the Mandya CMC has been directed to undertake the campaign across all wards and work towards achieving the 100% target. Each ward will have a designated date for the campaign. Dedicated teams, comprising officers and staff, will be formed for every ward, the Deputy Commissioner said. Revenue inspectors, tax collectors, and data entry operators, along with other required staff, will be deployed in each ward. Property owners of identified registered and unregistered properties must be informed about the campaign and the documents required to obtain an e-Khata. For 'A' Khata registration, documents required include registered sale deed/gift deed/partition deed or right documents issued by the government or government undertakings; property tax payment receipt (current year); debt-free certificate; owner's photograph and property photo, and proof of identity such as Aadhaar card, Voter ID, PAN card, or Ration card. For 'B' Khata registration (for properties registered before 10-09-2024), the documents required include registered sale deed/gift deed/partition deed/right certificates; conversion order, 'pahani', revenue sketch, or other relevant documents; debt-free certificate; current year's property tax receipt; and owner's photograph, property photo, and ID proof. Streets, apartments, and layouts will be identified and support from Resident Welfare Associations (RWAs), active citizens, NGOs, and Self Help Groups will be sought for the success of the campaign, he said. On the designated day, adequate infrastructure such as computers, printers, internet connectivity, seating arrangements, waiting areas, and token distribution will be made available at each site. Help desks will be set up to guide the public. Officers and staff assigned to the campaign must begin operations in each ward by 7.00 a.m., and initiate the process for issuing e-Khatas. Applications received must be processed and e-Khatas issued within one week, the Deputy Commissioner added.

Future course on BC reservations to be decided after PAC meet: Revanth
Telangana Chief Minister A. Revanth Reddy has once again accused the BJP-led Central government of obstructing his government's efforts to implement 42% reservations for Backward Classes (BCs). He said that President Droupadi Murmu had so far not accepted their request to meet her for seeking approval of the BC Bills pending with her for four months, as Home Minister Amit Shah and Prime Minister Narendra Modi had met her recently. Addressing the media at New Delhi on Thursday (August 07), Mr. Reddy said that his government and the party would decide on further steps regarding BC reservations in the local bodies after holding a meeting of the political affairs committee (PAC) soon. Slamming BJP for its opposition to BC reservations on the pretext of 10% reservations for Muslims in the BC Bills, he said: 'It is ridiculous on the part of BJP leaders to say that they are opposing the Bills because Muslims are offered 10% reservations within the 42% of the proposed reservations. But they should know that there was no mention of Muslims in the Bill, as we want to offer 42% reservations en bloc,' he said, adding that State government is ready to conduct an official meeting at the Secretariat, and Union Minister G. Kishan Reddy and the Minister of Social Justice and Empowerment can attend to know content of the BC Bills. Mr. Reddy expressed disappointment that the President's appointment has not been granted despite repeated requests. He accused the BJP of conspiring to trample on the rights of the BCs and criticised the party for its attempts to obstruct the BC reservations. The Chief Minister also targeted the BRS, accusing them of trying to join hands with the BJP to damage Congress. He questioned why BRS didn't participate in the dharna in Delhi and why they are not questioning the BJP for its failure to ensure President's approval for the Bills. Mr. Reddy warned that if the BC Bills and the Ordinance are not passed immediately, it will be clear that the BJP is 'against Backward Classes' pointing out that Ordinance to remove the 50% cap on reservations in the local bodies under the Telangana Panchayat Raj Act is also awaiting the President's assent.

GHMC ramps up anti-larval ops to combat mosquito menace
Hyderabad: In an effort to reduce the threat of mosquito-borne diseases in the city, the Greater Hyderabad Municipal Corporation (GHMC) initiated anti-larval operations and source reduction drives in multiple localities. GHMC teams conducted extensive inspections across multiple localities including Mujahid Nagar, Mangalhat, Sarwar Nagar, Alwal Hills, Jonnabanda, and other surrounding areas. The officials identified the stagnant water sources, mosquito larvae were spotted, and immediate fogging and larvicide treatment were taken up. According to GHMC, in the month of July, they conducted anti-larvae operations and awareness programs in more than 15,500 colonies to safeguard residents against mosquito bites in the city. As many as, 34,45,000 households have been inspected two or three times, and it was confirmed that 1.5 per cent of the houses are affected by larvae. Additionally, awareness programs were held in 1,700 schools and 320 colleges about the use of Indoor Residual Spraying (IRS) for the same. Health workers and entomology teams are continuing their efforts to educate citizens and eliminate breeding spots, while Commissioner RV Karnan is monitoring the activities being carried out every day to prevent the spread of seasonal diseases, especially dengue, malaria and chikungunya, during the rainy season. GHMC advises citizens to stay alert and act smart. The advisory issued says: 'See waterlogging? Don't risk it. Take a detour — and report it to GHMC. Loose wires or electric poles? Stay away, call GHMC Helpline: 040-21111111. Even a bottle cap can breed mosquitoes, empty it. Feeling feverish? Don't ignore it — get tested early. Avoid parking under trees during heavy winds.'
