SEC approves regulations of Human Resources Law

Sheikh Abdullah Bin Salem Bin Sultan Al Qasimi, the Deputy Ruler of Sharjah and Deputy Chairman of the Sharjah Executive Council (SEC), chaired a meeting of the Council, on Tuesday morning at the Ruler's Office. During the meeting, the SEC discussed various important issues, focusing on how to effectively monitor the performance of government departments and agencies. The Council also discussed updating laws and regulations to ensure that workers' rights are protected in Sharjah. The Council has approved new rules based on Decree-Law No. (2) of 2025 that focus on human resources in Sharjah. These changes aim to create clear and effective guidelines for managing and developing the workforce. The goal is to enhance the work environment, clarify the roles and responsibilities of employees in government jobs, and promote efficiency, fairness, and job security in alignment with the government's goals for the emirate. The executive regulations outline the procedures for how employees and government agencies interact and manage their work relationships. These regulations encompass a comprehensive set of rules and guidelines that address various administrative topics. In total, there are nine main sections, 130 articles detailing specific points, 33 tables for easy reference, and 30 forms and applications that employees may need to use. The regulations cover various aspects of employment and hiring practices. They establish guidelines for various committees that oversee these processes, as well as rules governing bonuses, incentives, and benefits. There are also details about how promotions work and how to resolve any workplace status issues. Additionally, the regulations outline rules for working hours, leave policies, and expectations for workplace behaviour. They specify when disciplinary actions can be taken and the circumstances under which an employee may be terminated. Finally, there are some concluding points that wrap up the regulations. The Council has approved new rules to enhance the efficiency of the Sharjah Government. This is part of their ongoing effort to modernise systems, support local talent, and foster a work environment that prioritises innovation and productivity. The Council also encouraged all Sharjah Government employees to work harder and more sincerely to help achieve the vision set by His Highness the Ruler of Sharjah and to support the overall growth goals of the emirate Recently, Sheikh Abdullah Bin Salem chaired the council's regular meeting at the Ruler's Office. The council addressed several topics related to the organisation and monitoring of government departments and entities across the emirate, and reviewed key developmental strategies aimed at raising the quality of services provided in Sharjah. The Council approved amendments to Resolution No. (12) of 2021, which pertains to the executive regulations of Law No. (6) of 2015 on human resources in Sharjah. Under the new policy, a female employee who gives birth to a child with a medical condition or disability requiring constant care will be eligible for fully paid care leave following maternity leave. The key provisions include: 1. A medical report must be submitted from an authorised medical body. 2. The care leave will last one year with full pay after maternity leave ends. 3. The leave may be extended annually for up to three years with the relevant authority's approval and a supporting medical report. 4. Should the child's health improve, the authority may terminate the leave based on medical recommendations. 5. Employee performance during care leave will be evaluated under the existing performance management framework. 6. If the leave exceeds three years, the case will be referred to the Higher Committee for Human Resources. 7. The care leave will be counted as part of the employee's total service. The council also issued a resolution regarding the executive regulations of Law No. (2) of 2021 concerning human resources for military personnel in Sharjah's regulatory bodies. The regulation includes comprehensive legal articles on terminology, application frameworks, job classification, recruitment, salary structures, allowances, promotions, and other employment benefits. It further outlines mechanisms related to internal transfers, secondments, training, educational leave, performance appraisals, job responsibilities and restrictions, end-of-service processes, and associated benefits, along with relevant annexes and templates. SES and Luxembourg Government to develop second satellite for GovSat

Built by Thales Alenia Space on the Spacebus 4000B2 platform, the new satellite will expand connectivity services for government clients by offering broader coverage. SES and the Luxembourg Government have announced their plan for development of a second satellite for GovSat (LuxGovSat S.A.), the public-private partnership and 50/50 joint venture between SES and the Luxembourg Government that provides secure, reliable and accessible satellite communication services for governments. GovSat-2 will be positioned over the European satellite arc. It will join GovSat-1 in augmenting reliable connectivity services for government customers over the region. The satellite will be built by Thales Alenia Space on its Spacebus 4000B2 platform. Since launching in 2018, the joint venture’s first defence satellite, GovSat-1, operated by GovSat from a secure mission operations centre in Luxembourg, has supported the Luxembourg Directorate of Defence, EU and NATO nations, the U.S. Department of Defence, and other governmental users. The state-of-the-art GovSat-2 satellite will extend the coverage and scale of GovSat, and is designed to address the needs of defence users at the highest Security and Service Assurance Level. The satellite will add new ultra-high frequency (UHF) channels, X- and military Ka-band and will include other security features such as dedicated hardening, an advanced anti-jamming system and embedded geolocation. The investment in GovSat-2 is in line with SES's stated financial policy criteria, and also in line with prior combined company CAPEX guidance. The satellite will be co-funded by SES and the Luxembourg Government, subject to approval of the corresponding draft law by Parliament. Yuriko Backes, Minister of Defence of Luxembourg, said: 'The procurement of GovSat-2 underscores the success of the GovSat public-private partnership to provide Luxembourg, our allies and partners with secure military satellite communications that supplement their national systems and support a wide range of critical military, defence and civilian security applications. With GovSat-2, Luxembourg will once again demonstrate its significant impact in the field of Space.' Adel Al-Saleh, CEO of SES, added: 'With geopolitical shifts and an increased need for scalable national security and defence capabilities, we are seeing growing demand for secure, reliable geostationary (GEO) connectivity with comprehensive coverage across Europe, the Middle East and Africa as well as the Atlantic and Indian Oceans, the Mediterranean and the Baltic Seas. As governments across Europe look to bolster their sovereign satellite communications for defence and intelligence needs, GovSat-2 gives GovSat additional MILSATCOM capacity to address this strategic area of growth.' Patrick Biewer, CEO of GovSat, stated: 'GovSat-2 reflects the growing demand in military satcom, allowing our GovSat public-private venture to scale and broaden the services we have been providing since 2018. For this brand new satellite, we are adding more frequency bands along with innovative functionalities for it to be well-positioned to address the future connectivity challenges the NATO and partner nations face.'

Kingston Calls For Adopting Stronger Hardware-Level Data Protection Strategies

Kingston Technology is urging public sector entities across the Gulf and beyond to adopt stronger hardware-level data protection strategies. Recent high-profile breaches and espionage attempts have underscored the region's vulnerability, especially in sectors handling sensitive or classified data. According to the State of the UAE Cybersecurity Report 2024 by the UAE Cybersecurity Council, ransomware attacks in the UAE surged by 32% year-over-year, reflecting growing pressure on public digital infrastructure. Similarly, the Saudi Arabia Cybersecurity Report 2024 from Foresiet reported a 35% increase in cyberattacks, particularly targeting the Kingdom's financial, government, and energy sectors, with ransomware and phishing among the most prevalent threats. With growing digitization, mobile data handling, and geopolitical risk, the stakes for protecting information assets have never been higher. 'In today's climate, data isn't just operational, it's sovereign,' said Antoine Harb, Team Leader Middle East at Kingston Technology. 'When state institutions are targeted, the integrity of national systems, citizen privacy, and geopolitical stability are all at stake. Effective data protection has moved from being an IT best practice to a matter of national resilience.' Kingston Technology is advocating for the adoption of FIPS 140-3 Level 3 certified hardware-encrypted storage, the highest internationally recognized standard for cryptographic device security. Unlike software-based encryption, hardware encryption delivers robust, tamper-evident protection, particularly critical in environments where data moves between facilities, field units, or is exposed to uncontrolled networks. Among Kingston's offerings is the IronKey D500S, a U.S. assembled device that meets both FIPS 140-3 Level 3 and TAA compliance standards. Already in use by defense and intelligence agencies globally, the device is designed for environments where failure to protect data can have national consequences. 'Security isn't about the tools, it's about the decisions behind them,' added Harb. 'It starts with policy, training, and risk-based planning. Devices like the IronKey are essential enablers, but leadership, standards, and strategic foresight come first.' To support government IT leaders, Kingston also offers its Ask an Expert program, providing advisory support on compliance alignment, secure data mobility, and best practices for endpoint protection. With cyber threats now recognized by the World Economic Forum as a top-tier global risk, Kingston Technology reiterates its call for public institutions to build cyber-resilient ecosystems rooted in trusted hardware, policy clarity, and continuous vigilance.
